Vietnam's trade offices abroad for the period 2004-2005

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the Ordinance on Vietnam's Representative Offices Abroad dated December 2, 1993;

At the proposal of the Minister of Trade,

DECISION:

Article 1. Approves the Project on Establishing and Strengthening Vietnam's Trade Offices Abroad for the Period 2004-2005 with the main contents as follows:

1. Objectives of the Project:

Establishing and strengthening Vietnam's trade offices abroad for the period 2004-2005 to gradually improve the system of Vietnam's trade offices abroad, promote economic-commercial relations, expand markets, meet the requirements of integration and economic development of Vietnam in the region and internationally with the aim of achieving the export turnover targets set forth in the Market Development Plan for Export Commodities for the period 2004-2005 approved by the Government at Decision No. 266/2003/QĐ-TTg dated December 17, 2003 and the Strategy for Developing Import-Export Commodities and Services for the period 2001-2010. 2. Main Contents of the Project:

a. Reorganize and strengthen existing trade office units.

b. Establish new trade offices of Vietnam in the following countries and territories: Spain, Netherlands, Switzerland, Belarus, Mexico, Chile, Brazil, Pakistan, Morocco, Nigeria, Lebanon, Hong Kong (China), New Zealand.

Each newly established trade office will be allocated two staff positions.

c. The Ministry of Industry and Trade shall coordinate with the Ministry of Public Security and the Ministry of Finance to adjust the staffing of Vietnam's trade offices in Japan, Belgium, China, Russia, Ukraine, and Uzbekistan.

d. Annually, the Ministry of Industry and Trade shall prepare the budget for funding the trade offices based on the number of staff positions, assigned tasks, operating areas, information gathering needs, and work plans of each trade office.

đ. To ensure office space for the system of trade offices, the Ministry of Industry and Trade shall work with the Ministry of Finance and the Ministry of Foreign Affairs to prepare the budget proposal for submission to the competent authorities for consideration and decision.

e. Based on the operational needs of each area, the Ministry of Industry and Trade shall select and propose the Ministry of Foreign Affairs to appoint diplomatic ranks for officials working at the trade offices in accordance with the Ordinance on Diplomatic Ranks and Decree No. 13/CP dated March 16, 1996 of the Government guiding the implementation of this Ordinance.

The funds for implementing this Project shall be allocated within the annual budget of the Ministry of Industry and Trade approved by the competent authority.

Article 2. 1. The Ministry of Industry and Trade shall take the lead and coordinate with the Ministry of Foreign Affairs, the Ministry of Finance, and the Ministry of Public Security to implement the establishment of new trade offices according to the following schedule:

Article 3. Implementation

- In 2004, establish trade offices of Vietnam in the following countries and territories: Spain, Switzerland, Netherlands, Morocco, New Zealand, Belarus, Chile, and Hong Kong (China).

- In 2005, establish trade offices of Vietnam in the following countries: Nigeria, Mexico, Brazil, Pakistan, and Lebanon.

2. The Ministry of Industry and Trade shall take the lead and coordinate with the Ministry of Foreign Affairs and the Ministry of Public Security to allocate staff positions, organize recruitment examinations, and appoint qualified personnel to work at Vietnam's trade offices abroad.

3. The Ministry of Finance shall coordinate with the Ministry of Industry and Trade to prepare the budget of the Ministry of Industry and Trade for submission to the competent authorities for approval, meeting the requirements of implementing the contents of this Project.

The Ministers, Heads of Ministries equivalent to ministries, and Heads of agencies under the Government are responsible for enforcing this Decision./.

Article 4. This Decision takes effect fifteen days from the date of publication in the Official Gazette.

Article 5. The Ministers, Heads of ministerial-level agencies, and Heads of government agencies shall be responsible for implementing this Decision./.
