Pursuant to Decree No. 01/2008/NĐ-CP dated January 3, 2008, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

Pursuant to the Law on Product Quality of the National Assembly, Session XII, Meeting No. 2, No. 05/2007/QH12 dated November 21, 2007;

Pursuant to the Government Decree No. 113/2003/NĐ-CP dated October 7, 2003 on the management of fertilizer production and business operations;

Pursuant to the Government Decree No. 191/2007/NĐ-CP dated December 31, 2007 amending and supplementing certain articles of the Government Decree No. 113/2003/NĐ-CP dated October 7, 2003 on the management of fertilizer production and business operations;

At the proposal of the Director of the Crop Production Department.

Article 1. The attached Decision issues the Regulations on the production, business operation, and use of fertilizers.

Article 2. This Decision shall take effect fifteen days from the date of publication in the Official Gazette and shall supersede Decision No. 36/2007/QĐ-BNN dated April 24, 2007 of the Minister of Agriculture and Rural Development on the production, business operation, and use of fertilizers.

Article 3. The Heads of the Ministry's Office, the Director of the Crop Production Department, the Heads of the Science and Technology Department, the Directors of Provincial Departments of Agriculture and Rural Development under the Central Government, the Heads of units, organizations, and individuals related to this matter are responsible for implementing this Decision./.
