Circular No. 100/2025/TT-BNNMT Issuing Economic and Technical Standards for Mineral Survey and Assessment Work of Riverbed Sand and Gravel

 CIRCULAR

ISSUING TECHNICAL AND ECONOMIC STANDARDS FOR MINERAL INVESTIGATION AND ASSESSMENT WORK ON SAND AND GRAVEL AT THE BOTTOM OF RIVERS AND LAKES

Pursuant to the Law on Geology and Mineral Resources dated November 29, 2024;

Pursuant to the Government Decree No. 193/2025/NĐ-CP dated July 07, 2025 detailing certain provisions of the Law on Geology and Mineral Resources;

Pursuant to the Government Decree No. 35/2025/NĐ-CP dated February 25, 2025 stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

On the proposal of the Director of the Vietnam Geological and Mineral Resources Administration;

The Minister of Agriculture and Rural Development issues this Circular on technical and economic standards for mineral investigation and assessment work on sand and gravel at the bottom of rivers and lakes.

Article 1. This Circular hereby promulgates technical and economic standards for mineral investigation and assessment work on sand and gravel at the bottom of rivers and lakes.

Article 2. Effective date:

1. This Circular shall take effect from February 15, 2026.

2. In case the referenced documents in this Circular are amended, supplemented, or replaced, they shall be implemented according to the new documents.

Article 3. Transitional Provisions:

Projects, plans, technical designs - estimates, tasks approved before the effective date of this Circular shall continue to be implemented according to the current regulations at the time of approval until they are approved for adjustment by the competent authority.

Article 4. Implementation:

1. Ministries, ministerial-level agencies, government agencies, provincial people's committees, heads of units under the Ministry of Agriculture and Rural Development, and related organizations and individuals are responsible for implementing this Circular.

2. The Vietnam Geological and Mineral Resources Administration is responsible for disseminating and supervising the implementation of this Circular.

3. During the implementation process, if there are difficulties or obstacles, relevant agencies, organizations, and individuals are requested to promptly report to the Ministry of Agriculture and Rural Development for consideration and decision.
