DECREE

OF THE GOVERNMENT DECREE NO. 100-CP ON AUGUST 29, 1994 REGARDING THE ESTABLISHMENT OF KIEN AN DISTRICT UNDER HAIPHONG CITY

THE GOVERNMENT

Pursuant to the Government Organization Law dated September 30, 1992;
CONSIDERING the proposal of the Chairman of the People's Committee of Haiphong City and the Minister, Head of the Organization-Cadres Department under the Government,

DECREE:

Article 1. - It is now established Kien An District under Haiphong City based on the entire area and administrative boundaries of the current Kien An Town.

Kien An District has a natural area of 2,669.85 hectares and a population of 73,297. It consists of nine administrative units, namely the wards:

1. Phuong Quan Tru (maintaining the current administrative boundaries) with a natural area of 425.48 hectares and a population of 10,112.

2. Phuong Bac Son (maintaining the current administrative boundaries) with a natural area of 204.5 hectares and a population of 8,418.

3. Ward Tran Thanh Ngo (maintaining the current administrative boundaries) with a natural area of 153.56 hectares and a population of 9,566.

4. Ward Ngoc Son (maintaining the current administrative boundaries) with a natural area of 248.15 hectares and a population of 7,320.

5. Transforming Dong Hoa Commune into Dong Hoa Ward.

Dong Hoa Ward has a natural area of 360.55 hectares and a population of 6,872.

The boundaries of Dong Hoa Ward: to the East bordering An Hai District; to the West bordering Bac Son Ward; to the South bordering Nam Son Ward and Kien Thuy District; to the North bordering Quan Tru Ward.

6. Establishing Trang Minh Ward based on a natural area of 292.99 hectares and a population of 5,990 from Bac Ha Commune. A natural area of 28.43 hectares and a population of 770 from Phu Lien Ward.

Trang Minh Ward has a natural area of 321.42 hectares and a population of 6,760.

The boundaries of Trang Minh Ward: to the East bordering Phu Lien Ward; to the West bordering An Lao District; to the South bordering Kien Thuy District; to the North bordering Ngoc Son Ward and Tran Thanh Ngo Ward.

7. Establishing Van Dao Ward based on a natural area of 96.76 hectares and a population of 2,195 from Nam Ha Commune. A natural area of 186.09 hectares and a population of 1,882 from Bac Ha Commune. A natural area of 47.44 hectares and a population of 5,985 from Phu Lien Ward.

Van Dao Ward has a natural area of 330.29 hectares and a population of 10,062.

The boundaries of Van Dao Ward: to the East bordering Kien Thuy District; to the West bordering Tran Thanh Ngo Ward; to the South bordering Phu Lien Ward; to the North bordering Nam Son Ward and Kien Thuy District.

8. Merging Quy Tuc and Dong Tai Villages of Bac Ha Commune (including 241.33 hectares and a population of 3,021) into the remaining part of Phu Lien Ward (including 47.06 hectares and a population of 3,033) to form a new administrative unit called Phu Lien Ward.

After adjusting the boundaries, Phu Lien Ward has a natural area of 288.99 hectares and a population of 6,044.

The boundaries of Phu Lien Ward: to the East bordering Kien Thuy District; to the West bordering Tran Thanh Ngo Ward; to the South bordering Trang Minh Ward; to the North bordering Van Dao Ward.

9. Establishing Nam Son Ward based on the remaining part of Nam Ha Commune (including Kha Lam and Le Tao Villages).

Nam Son Ward has a natural area of 336.91 hectares and a population of 8,141.

The boundaries of Nam Son Ward: to the East bordering Kien Thuy District; to the West bordering Tran Thanh Ngo Ward; to the South bordering Van Dao Ward; to the North bordering Bac Son Ward, Quan Tru Ward, and Dong Hoa Ward.

The boundaries of Kien An District: to the East and South bordering Kien Thuy District; to the West bordering An Lao District; to the North bordering An Hai District and Le Chan District.

Article 2. This Decree takes effect from the date of issuance; all provisions contrary to this Decree shall be abolished.

Article 3. The Chairman of the People's Committee of Haiphong City and the Minister, Head of the Organization-Cadres Department under the Government are responsible for implementing this Decree.
