OF THE PRIME MINISTER, DECREE NO. 100/TTG, MARCH 3, 1959
ON THE UNIFICATION OF NATIONAL DEFENSE FORCES, BORDER GUARD POLICE, AND MILITARY POLICE INTO THE PEOPLE'S ARMED POLICE
ARMED PEOPLE

PRIME MINISTER

WHEREAS the Minister of National Defense - General Commander of the Vietnam People's Army and the Minister of Public Security have proposed;

WHEREAS the Standing Committee of the Council of Ministers has adopted a resolution on February 25, 1959;

DECREE

Article 1: NOW, the national defense forces currently engaged in domestic security and border protection, border lines, the Border Guard Police, and Military Police shall be unified into a specialized armed force for border protection and domestic security, named the People's Armed Police, under the leadership of the Ministry of Public Security.

Article 2: The mission of the People's Armed Police is to suppress counter-revolutionary elements within the country and those from abroad who infiltrate to sabotage, and other destructive elements; always ready to fight alongside the Vietnam People's Army, militia, and the people to protect internal security, borders, border lines, coastlines, security of cities and towns, important economic and cultural facilities, etc.

Article 3: All forces of the People's Armed Police are under the command of the Central Command of the People's Armed Police.

The Central Command of the People's Armed Police is led by the Ministry of Public Security and includes supporting agencies such as: planning, political affairs, intelligence, logistics.

The organizational system of the People's Armed Police at local levels shall be regulated by the Ministry of Public Security, subject to approval by the Prime Minister.

In case of war, regarding combat and defense, the People's Armed Police shall be under the direction of the Ministry of National Defense - General Commander of the Vietnam People's Army.

Article 4: The Ministry of Public Security is responsible for researching and submitting to the Government for approval the regulations concerning the People's Armed Police, including service conditions for officers, rank systems, insignia, pay, supply, allowances, awards, etc.

Until new regulations are established, the current military regulations for the Vietnam People's Army shall temporarily apply to the People's Armed Police, except for provisions deemed unsuitable.

Generally, while serving and after discharge, officers and soldiers of the People's Armed Police shall enjoy benefits similar to those of the Vietnam People's Army officers and soldiers.

Article 5: Any previous regulations contrary to this Decree are hereby abolished.

Article 6: The Minister of National Defense - General Commander, the Minister of Public Security, and the Chief of the Prime Minister's Office are responsible for implementing this Decree.
