Based on Decision No. 773/QĐ-TTg dated August 9, 2005 of the Prime Minister regarding the establishment of the Ho Chi Minh Award and State Award for Literature and Art in 2005 and Decision No. 774/QĐ-TTg dated August 9, 2005 of the Prime Minister regarding the establishment of the Central Council for Bestowing the Title of People's Artist and Meritorious Artist in 2005.
Considering the proposal of the Minister of Culture and Information in the report No. 81/TTr-BVHTT dated July 18, 2006,
