Directive No. 1000/CT-TTg On supplementing the regime for cadres and compatriots in the South

DIRECTIVE

OF THE PRIME MINISTER NUMBER 1.000/TTG
AUGUST 9, 1956 SUPPLEMENTING REGULATIONS FOR
OFFICIALS AND CITIZENS FROM THE SOUTH

CONSIDERING THE HEALTH, MATERIAL AND SPIRITUAL LIVING CONDITIONS OF OFFICIALS AND CITIZENS FROM THE SOUTH RECENTLY, AND BASED ON THEIR WISHES, THE FOLLOWING SPECIFIC REGULATIONS ARE NOW ESTABLISHED:

I. REGARDING OFFICIALS AND CITIZENS FROM THE SOUTH AT WORK SITES

1. USE:

Ministries having officials and citizens from the South must have long-term plans for their use. Work sites under the Ministry of Water Resources and Construction, the General Department of Railways, upon completion of their tasks, must notify the Ministry of Labor so that the Ministry of Labor can coordinate with the Ministry of Agriculture and Forestry (1), the Ministry of Industry (2), etc., to arrange work. The Government attaches great importance to placing officials and citizens from the South in stable, regular jobs, into the staffing of agricultural farms, enterprises, professional construction teams, etc. The Ministry of Labor has the responsibility to make plans and coordinate with ministries to gradually implement the above policy. During periods of unemployment, it should not be left for officials and citizens to remain idle but rather find them temporary work and arrange for them to work. In cases where they need to wait a few days to transfer to another sector, the old sector must cover all benefits for them during the waiting period.

For those working at work sites with poor weather conditions, if health conditions do not allow them to work, the relevant departments have the duty to gradually transfer them to southern regions. This must be carried out with planning and close coordination between the old work site and the new using department.

For the railway sector, those who have been assigned to staffing positions and whose health conditions cannot withstand working in poor weather conditions should be transferred to southern regions.

Health care

2. Attention must be given to health care, as well as improving the material and spiritual living conditions of officials and citizens from the South. For those who are sick at work sites and agricultural farms, the following classification and care measures should be implemented::

Convalescent category:

a) For elderly, weak individuals who have lost their ability to work and are no longer healthy enough to work, even light work (as defined by the Ministry of Social Welfare), the relevant departments and ministries should compile lists and submit them to the Ministry of Social Welfare (1) for review and admission to convalescent centers.

Convalescent centers should be organized on a small-scale, decentralized basis, with production bases, relying on rural areas, and local authorities have the responsibility to assist.

The convalescent allowance is set at 25,000đ per month, divided as follows:

- Food 18,000đ (2)

- Clothing made by the center 3,000đ

- Pocket money 4,000đ

Medicines and supplements should be provided according to the regulations applicable to officials in agencies.

Rehabilitation category:

b) For those suffering from chronic illnesses requiring rest and rehabilitation for a period to regain health before resuming work (as defined by the Ministry of Social Welfare), the relevant departments and ministries should compile lists and submit them to the Ministry of Social Welfare, the Administrative Committee of the Region (or province) for review and admission to central, regional, or provincial rehabilitation centers.:

The rehabilitation allowance is set at 31,000đ per month, divided as follows:

- Food 24,000đ

- Clothing 3,000đ

- Pocket money 4,000đ

Medicine costs 400đ per day and severe illness supplements 200đ per day.

The Ministry of Social Welfare will budget and manage rehabilitation centers. If the center is established in a region or province, it will be managed by the Regional or Provincial Administrative Committee.

After entering a rehabilitation center, those who are part of the staffing of agricultural farms will have their expenses cut; those who are part of the staffing of work sites will have both their expenses and staffing cut. One month before someone is removed from staffing to enter the center, the management board of the rehabilitation center has the duty to report to the Ministry of Labor or the Regional or Provincial Labor Office to arrange work, avoiding leaving officials and citizens without work when they leave.

Treatment category:

c) Those who are ill, whether with acute or chronic diseases, and who cannot be treated properly at their unit or station, must be sent to a hospital for treatment.

Hospitals in regions, provinces, and Hanoi, and hospitals of various sectors need to expand and increase the number of beds to admit Southern officials and citizens who need treatment.

Expenses for treatment of officials and citizens hospitalized are covered by the budget of the work site and agricultural farm; if the work site has been dissolved, the relevant ministry or agency will cover the expenses.

II. REGARDING OFFICIALS AND CITIZENS FROM THE SOUTH WHO ARE SELF-SUPPORTING

IN LOCALITIES
1) Officials and citizens from the South who have been arranged to self-support in localities, encountering crop failures or illness leading to shortages, and certified and recommended by local authorities, will receive financial assistance for up to 1 to 3 months (maximum) according to the following standards:

- Each adult 20,000đ per month

- Each child under 14 years old 10,000đ per month

2) New arrivals in the North who are guided to engage in agriculture in rural areas, if their living conditions are difficult and certified by local authorities, will receive government assistance for up to 3 to 6 months (maximum) to help provide initial means of livelihood before harvest. The assistance standard is as follows:

3) For elderly individuals currently scattered in rural areas who are unable to self-support and have no support, if certified by local authorities, the government will provide each person with 22,000đ monthly.

- Each child under 14 years old 10,000đ per month

2) New arrivals in the North who are guided to engage in agriculture in rural areas, if their living conditions are difficult and certified by local authorities, will receive government assistance for up to 3 to 6 months (maximum) to help provide initial means of livelihood before harvest. The assistance standard is as follows:

The above allowances are covered by the national budget.

4) Health care for officials and citizens from the South who are self-supporting in rural areas (including war veterans returning to villages) in cities and towns is regulated as follows:

a. The health authority of the district, city, or town will provide medicine to all officials and citizens within their jurisdiction, and additional funds will be allocated to purchase medicine according to the standard of 500đ per month for each official or citizen from the South.

b. When sick, they will be admitted to traditional medicine hospitals for treatment, with full coverage for food and medicine. Hospitals need to have specific plans to ensure that officials and citizens from the South who are ill can be admitted for treatment.

Local expenditures on medicines mentioned above shall be recorded in the social welfare expenditure budget of the province, city, or town. If necessary, the Ministry of Social Welfare will subsidize the province or city.

The expenditures on medicines mentioned above at the local level shall be recorded in the social relief expenditure item of the budgets of provinces, cities, and towns. If deemed necessary, the Ministry of Social Welfare may provide subsidies to provinces and cities.

III. REGARDING STUDENTS AND CHILDREN IN THE SOUTH

1) Students from the South who have gathered at schools in the South shall be provided with living expenses as follows:

- Those aged 14 years and above shall be provided with: 18,000 VND per month

- Those under 14 years old shall be provided with: 17,000 VND per month

2) Students who cross the lines shall be lent as follows:

- Those aged 14 years and above shall be lent: 18,000 VND per month if residing in cities,

16,000 VND per month if residing in rural areas.

- Those under 14 years old shall be lent: 17,000 VND per month if residing in cities,

14,000 VND per month if residing in rural areas.

The aforementioned lending amounts include both food and study materials. Localities need to consider the specific circumstances of each individual to determine the loan amount accurately.

3) Regarding children from the South, they shall be handled as follows.

a. Children staying at Child Camps (in Hanoi as well as in the Central Highlands) shall be uniformly provided with 14,000 VND per month for each child, including food and other expenses. In addition, each child will be given two sets of clothes made by the Government annually.

b. Children currently living with their parents in agencies, enterprises, construction sites, farms, etc., apart from the current allowances, shall enjoy health care benefits as stipulated for the children of Southern and Northern cadres and staff as follows:

- Medicine standard: 250 VND per month for each child.

- The agency nurse is responsible for taking care of the health of these children.

- When the children are seriously ill, they shall be allowed to visit the medical clinics for cadres and staff. If necessary, they shall be referred to hospitals for treatment, and medicines shall be provided according to their needs. The hospital stay fee shall be covered at two-thirds of the monthly allowance of the children, and medicines shall be provided for the agency nurse to take care of them.

IV. FUNERAL AND MAINTENANCE OF GRAVES OF CADRES AND PEOPLE FROM THE SOUTH
Cadres and people from the South who die must be properly buried. The burial standards include: 1 coffin, 6 meters of shroud fabric, incense, candles, 1 wreath, 1 stone tablet, funeral service fees (if in a city), and other necessary expenses.

The expenses mentioned above, if the deceased were on the payroll of agencies, enterprises, construction sites, etc., shall be covered by the respective budgets; if the deceased were self-supporting in localities, then the provincial or municipal budget shall cover these expenses (social relief standards).

The property left behind by cadres and people from the South upon death shall be handed over to siblings or close relatives. If there are no recipients, items that cannot be stored long-term such as clothing, bedding, etc., shall be sold for money, while items that can be stored long-term such as watches, fountain pens, wills, gold rings, etc., along with any monetary deposits, shall be managed by the North-South Relations Committee until circumstances allow for their return to the family of the deceased.

Graves of individuals in localities shall be maintained and cared for by the local authorities.
