Pursuant to Decree No. 73/CP dated January 1, 1995 of the Government stipulating the functions, tasks, and organizational structure of the Ministry of Agriculture and Rural Development;
On the basis of Article Pursuant to Law No. 32 on Veterinary issued on February 15, 1993, and Article 41 of the Regulations on Quarantine, Slaughter Control, and Animal and Animal Product Veterinary Hygiene Inspection attached to Decree No. 93/CP dated November 27, 1993 of the Government;
At the proposal of the Director of the Animal Health Department,
DECISION:
Article 1. - Attached to this Decision are "Regulations on uniforms, insignias, rank badges, nameplates, animal quarantine cards, veterinary hygiene inspection cards, and issuance and usage procedures for veterinarians and veterinary technicians engaged in quarantine, slaughter control, and animal and animal product veterinary hygiene inspections."
Article 2. - This Decision takes effect 15 days from the date of signature and replaces Decision No. 606 NN-TY/QĐ dated June 9, 1994 on the issuance of regulations on uniforms, insignias, rank badges, nameplates, animal quarantine cards, veterinary hygiene inspection cards, and issuance and usage procedures for veterinarians and veterinary technicians engaged in quarantine, slaughter control, and animal and animal product veterinary hygiene inspections.
Article 3. - The Heads of the Office of the Ministry, Directors of the Department of Animal Health, Directors of provincial Departments of Agriculture and Rural Development, and Heads of relevant agencies shall be responsible for implementing this Decision.

REGULATIONS
ON UNIFORMS, INSIGNIAS, RANK BADGES, NAMEPLATES, ANIMAL QUARANTINE CARDS, VETERINARY HYGIENE INSPECTION CARDS AND ISSUANCE AND USAGE PROCEDURES FOR VETERINARIANS AND VETERINARY TECHNICIANS ENGAGED IN QUARANTINE, SLAUGHTER CONTROL, AND ANIMAL AND ANIMAL PRODUCT VETERINARY HYGIENE INSPECTIONS
(Issued together with Decision No. 101/2000/QĐ-BNN-TY dated August 31, 2000 of the Minister of Agriculture and Rural Development)
This technical regulation sets out technical requirements, testing methods, sampling procedures; management requirements; responsibilities of organizations and individuals producing, trading, and importing cigarettes.
Article 1.- Scope of application: veterinarians and veterinary technicians engaged in animal quarantine, slaughter control, and animal and animal product veterinary hygiene inspections who hold positions according to national standards such as animal quarantine technician, animal quarantine officer, senior animal quarantine officer, chief animal quarantine officer, and leaders of quarantine units concurrently holding these positions.
Article 2.- The subjects mentioned in Article 1 must wear uniforms, insignias, rank badges, nameplates, animal quarantine cards, and veterinary hygiene inspection cards while performing official duties.
Article 3.- When the subjects mentioned in Article 1 cease to perform animal quarantine, slaughter control, and animal and animal product veterinary hygiene inspections, they must return all uniforms, animal quarantine cards, veterinary hygiene inspection cards, and nameplates to the management authority.
Article 4. Strictly prohibited are acts of erasing, altering, lending out animal quarantine cards, veterinary hygiene inspection cards, uniforms, insignias, rank badges, and nameplates.
II. REGULATIONS ON UNIFORM STYLES
Article 5.- Male uniform styles (attached as Appendix 1)
1- Summer: Wide-leg trousers, dark blue color. Short-sleeved or long-sleeved white shirt.
2- Winter: Wide-leg trousers, dark blue color. White shirt. A two-buttoned jacket with four pockets, dark blue color, gold-colored buttons, shoulder patches for rank badges.
Article 6.- Female uniform styles (attached as Appendix 1) are similar to those described in Items 1 and 2 of Article 5. However, female quarantine officers working at border checkpoints or export-import quarantine departments of regional animal health centers should use ankle-length skirts, dark blue color.
Article 7.- Cap: white color, black visor, dark blue crown with a golden yellow trim at the front.
Article 8.- Black leather shoes with low heels; sandals with straps and moderate heel height.
Article 9.- Standard tie, single color, matching the trousers.
Article 10.- Raincoat with long sleeves, dark color, made of waterproof material.
Article 11.- Leather or faux leather briefcase, dimensions 30x40 cm.
III. REGULATIONS ON INSIGNIA STYLES
Article 12.- Insignia worn on caps (attached as Appendix 2) is circular, diameter 35 mm, red background, with two golden ears of rice inside, below which are the letters KDĐV in white. Above the insignia is a cross in dark blue within a white circle of 12 mm diameter, with white airplane wings on both sides of the circle and a white anchor below the circle.
Article 13.- Insignia worn on soft hats (attached as Appendix 2) is similar to that worn on caps, diameter 29 mm.
Article 14.- Insignia worn on lapels (attached as Appendix 3) is rectangular with acute angles of 45° and obtuse angles of 135°, length 75 mm, height 32 mm, dark blue background, with a central insignia similar to that worn on caps, diameter 20 mm, entirely golden yellow except for the cross which is dark blue (same color as the background).
IV. REGULATIONS ON RANK BADGE STYLES
Article 15.- Basic style
It has the shape of a thin strip, one end square, the other pointed (trapezoid standing, height 130 mm, larger base 45 mm, smaller base 40 mm, combined with the base of an equilateral triangle, height 10 mm). The badge background is dark blue (same as the background of the lapel insignia). At the pointed end of the badge, there is a five-pointed star in yellow, diameter 5 mm. On the flat end of the badge, there is a rank stripe.
Article 16.- Style for each rank
1. Rank badge for unit leaders
- Rank badge for Head of Animal Quarantine Border Checkpoint, Deputy Head of Animal Quarantine Section of Animal Health Service, Head of Domestic Animal Quarantine Station: basic badge style with an additional yellow stripe 10 mm wide placed parallel to the base of the badge.
- Rank badge for Deputy Head of Export-Import Animal Quarantine Station, Head of Animal Quarantine Section of Animal Health Service, Head of County Animal Health Station: basic badge style with two additional yellow stripes 10 mm wide placed parallel to the base of the badge.
- The insignia for the Deputy Director of the Regional Animal Health Center, Deputy Head of the Inspection Department of the Animal Health Service Bureau, Chief of the Import-Export Animal Quarantine Station, and Deputy Director of the Animal Health Sub-Department: the basic insignia type with three yellow stripes, each 10 mm wide, placed parallel to the bottom edge of the epaulette.
- The insignia for the Director of the Regional Animal Health Center, Head of the Inspection Department of the Animal Health Service Bureau, and Director of the Animal Health Sub-Department: the basic insignia type with four yellow stripes, each 10 mm wide, placed parallel to the bottom edge of the epaulette.
2. Insignia for quarantine technicians and quarantine inspectors.
- The insignia for quarantine technicians: the basic insignia type with one yellow stripe shaped like an arrowhead pointing towards the sharp end of the epaulette, 10 mm wide.
- The insignia for quarantine inspectors with less than 10 years of service: the basic insignia type with two yellow stripes shaped like arrowheads pointing towards the sharp end of the epaulette, each 10 mm wide.
- The insignia for quarantine inspectors with 11 or more years of service, and senior quarantine inspectors with less than 5 years of service: the basic insignia type with three yellow stripes shaped like arrowheads pointing towards the sharp end of the epaulette, each 10 mm wide.
- The insignia for senior quarantine inspectors with 6 or more years of service, and senior quarantine inspectors: the basic insignia type with four yellow stripes shaped like arrowheads pointing towards the sharp end of the epaulette, each 10 mm wide.
V. REGULATIONS ON THE DESIGN OF ANIMAL QUARANTINE BADGES
Article 17.
1. The animal quarantine badge is issued to individuals mentioned in Article 1 of this Regulation who are working in the field of state management of animal quarantine.
2. The badge has a rectangular shape, measuring 70 mm in width and 100 mm in length, with a white background and dark blue printed text, made from hard cardboard with plastic coating; on the upper left corner, there is an animal quarantine emblem printed similar to that attached to a hat but in a reduced size (diameter of 15 mm), and at the lower left corner, there is a rectangular frame measuring 25 mm x 35 mm for attaching a photo of the badge holder (taken in the style of an identity card wearing quarantine uniform).
3. The content recorded on the badge is detailed in Appendix 5.
VI. REGULATIONS ON THE DESIGN OF VETERINARY SANITARY INSPECTION BADGES
Article 18.
1. The veterinary sanitary inspection badge is issued to individuals mentioned in Article 1 of this Regulation who are working in the field of state management of animal slaughter control, veterinary sanitary inspection of animals and animal products.
2. The dimensions and content displayed on the badge follow the provisions set out in Section 2 of Article 17 of this Regulation;
3. The content recorded on the badge is detailed in Appendix 6.
VII. REGULATIONS ON THE DESIGN OF ANIMAL QUARANTINE SIGNS AND VETERINARY SANITARY INSPECTION SIGNS
Article 19.
1. The sign has a rectangular shape, measuring 55 mm in width and 85 mm in length, with a white background and dark blue printed text, made from hard cardboard with plastic coating; above the rectangle, the name of the working agency is printed. At the lower left corner of the sign, there is a rectangular frame measuring 25 mm x 35 mm for attaching a photo of the sign holder (taken in the style of an identity card wearing quarantine uniform); on the right side of the sign, the name and code number of the sign holder are recorded.
2. When performing official duties, individuals mentioned in Article 1 of this Regulation must wear the sign on the left chest.
VIII. REGULATIONS ON WEARING UNIFORMS, EMBLEMS, INSIGNIA, AND SIGNS
Article 20- Uniforms, emblems, insignia, and signs must be worn neatly and uniformly according to the following regulations:
1. Summer and winter uniforms must be consistent according to the regulations.
2. Shirts must be buttoned at the cuffs and collar.
3. Emblems on the shirt collar must be worn on the top collar (if it is a two-piece collar shirt), placed next to the edge of the emblem parallel to the two edges of the collar and 3-4 mm away from those edges. If wearing a suit jacket, the emblem must be worn on the suit jacket collar (not on the shirt collar underneath, nor on the outer coat collar over the suit jacket).
4. If the emblem is attached to a hat, the bottom edge of the emblem must be adjacent to the brim of the hat.
1. The sign must be worn on the left chest overlapping the left pocket of the shirt.
2. When wearing uniforms, both the hat emblem and the collar emblem must be worn simultaneously. If wearing shoulder insignia (epaulettes), then the hat emblem and collar emblem must also be worn.
IX. REGULATIONS ON THE ISSUE AND USE OF UNIFORMS, EMBLEMS, INSIGNIA, SIGNS, AND ANIMAL QUARANTINE BADGES AND VETERINARY SANITARY INSPECTION BADGES
Article 21.
1. The budget for equipping uniforms, emblems, insignia, signs, animal quarantine badges, and veterinary sanitary inspection badges is provided by the State budget and disbursed according to the current financial regulations.
2. Issue and usage period:
a- Each person is issued one peaked cap (01), one soft cap (01), one emblem for the peaked cap (01), one emblem for the soft cap (01), two collar emblems (02), two shoulder insignia (02), one animal quarantine badge or one veterinary sanitary inspection badge, and one sign. There is no specified usage period.
b- Clothing, shoes, socks, flags, raincoats, and work bags
- Winter clothing: 1 set/person/24 months, initially issued 2 sets.
- Summer clothing: 2 sets/person/12 months.
- Shoes: 1 pair/person/12 months.
- Socks: 2 pairs/person/18 months.
- Flags: 2 pieces/person/36 months.
- Raincoat: 1 piece/person/18 months.
- Work bag: 1 piece/person/24 months.
Article 22- The management and use of uniforms, emblems, insignia, signs, animal quarantine badges, and veterinary sanitary inspection badges must be appropriate to the designated personnel and in accordance with the established regulations.
