Pursuant to Decree No. 73/CP dated November 1, 1995 of the Government stipulating the functions, tasks, and organizational structure of the Ministry of Agriculture and Rural Development;

Pursuant to Article 32 of the Veterinary Law promulgated on February 15, 1993, and Article 41 of the Inspection, Slaughter Control, and Veterinary Hygiene Inspection Regulation for Animals and Animal Products issued together with Decree No. 93/CP dated November 27, 1993 of the Government;

At the proposal of the Director of the Animal Health Department,

DECISION:

Article 1. - This Decision promulgates "Regulations on uniforms, insignias, rank badges, nameplates, animal quarantine cards, veterinary hygiene inspection cards, and issuance and usage regulations for veterinarians and veterinary technicians engaged in quarantine, slaughter control, and veterinary hygiene inspection of animals and animal products."

Article 2. - This Decision takes effect 15 days from the date of signature and replaces Decision No. 606 NN-TY/QĐ dated June 9, 1994 regarding the issuance of regulations on uniforms, insignias, rank badges, nameplates, animal quarantine cards, veterinary hygiene inspection cards, and issuance and usage regulations for veterinarians and veterinary technicians engaged in quarantine, slaughter control, and veterinary hygiene inspection of animals and animal products.

Article 3. -The Director of the Office of the Ministry, the Director of the Department of Animal Health, the Directors of the Departments of Agriculture and Rural Development of provinces and centrally governed cities, and the heads of relevant agencies shall be responsible for implementing this Decision.

REGULATIONS

REGULATIONS ON UNIFORMS, INSIGNIAS, RANK BADGES, NAMEPLATES, ANIMAL QUARANTINE CARDS, VETERINARY HYGIENE INSPECTION CARDS AND ISSUANCE AND USAGE REGULATIONS FOR VETERINARIANS AND TECHNICIANS ENGAGED IN QUARANTINE, SLAUGHTER CONTROL, AND VETERINARY HYGIENE INSPECTION OF ANIMALS AND ANIMAL PRODUCTS
(Issued together with Decision No. 101/2000/QĐ-BNN-TY dated August 31, 2000 of the Minister of Agriculture and Rural Development)

This technical regulation sets out technical requirements, testing methods, sampling procedures; management requirements; responsibilities of organizations and individuals producing, trading, and importing cigarettes.

Article 1.- Applicability: veterinarians and veterinary technicians engaged in animal quarantine, slaughter control, and veterinary hygiene inspection who hold positions according to industry standards set by the State such as animal quarantine technicians, animal quarantine officers, senior animal quarantine officers, chief animal quarantine officers, and leaders of quarantine units concurrently holding these positions.

Article 2.- The subjects mentioned in Article 1 must wear uniforms, insignias, rank badges, nameplates, animal quarantine cards, and veterinary hygiene inspection cards while performing official duties.

Article 3.- The subjects mentioned in Article 1, when ceasing to perform animal quarantine, slaughter control, and veterinary hygiene inspection duties, must return all uniforms, animal quarantine cards, veterinary hygiene inspection cards, and nameplates listed in Article 2 to the managing authority.

Article 4. Strictly prohibited are acts of erasing, altering, lending out animal quarantine cards, veterinary hygiene inspection cards, uniforms, insignias, rank badges, and nameplates.

II. REGULATIONS ON UNIFORM STYLES

Article 5. - Male uniform style (attached as Appendix 1)

1- Summer: Wide-leg trousers, dark blue. Blouse-style shirt with two shoulder epaulets, long or short sleeves, white.

2- Winter: Wide-leg trousers, dark blue. White blouse. Jacket-style coat with wide collar, four pockets with flaps, dark blue, buttons with metallic gold color, shoulder area with badge attachment (lapel).

Article 6. - Female uniform style (attached as Appendix 1): similar to the styles described in Items 1 and 2 of Article 5. For female veterinary quarantine officers working at border checkpoints or export-import quarantine departments of regional animal health centers, they should use knee-length dark blue skirts.

Article 7. - Cap: white, visor black, cap band dark blue with a golden trim at the front.

Article 8. - Black leather shoes with low heels; sandals with straps and moderate heel height.

Article 9.- Shoulder strap: standard style, single color, matching the trousers.

Article 10.- Raincoat with long sleeves, dark color, made of waterproof material.

Article 11.- Work bag made of synthetic leather or genuine leather, size 30x40 cm.

III. REGULATIONS ON INSIGNIA STYLES

Article 12.- Insignia worn on the cap (attached as Appendix 2): circular shape, diameter 35 mm, red background, with two golden ears of rice inside, below which are two stems connected with the letters KDĐV in white. Above the insignia is a cross in dark blue within a white circle of 12 mm diameter, with wings on both sides of the circle and an anchor below the circle, all in white.

Article 13.- Insignia worn on soft caps (attached as Appendix 2): similar to the cap insignia, diameter 29 mm.

Article 14.- Insignia attached to the lapel (attached as Appendix 3): parallelogram shape, acute angle 45°, obtuse angle 135°, length 75 mm, height 32 mm, dark blue background, with a central insignia similar to the cap insignia, diameter 20 mm, the entire insignia in bright yellow except for the cross which is dark blue (same color as the background).

IV. REGULATIONS ON RANK BADGE STYLES

Article 15.- Basic Style

A thin rectangular badge, one end square, the other pointed (trapezoid standing, height 130 mm, top base 45 mm, bottom base 40 mm, combined with the base of an equilateral triangle, height 10 mm). Background galloon dark blue (same as the background of the lapel insignia). At the pointed end of the galloon, there is a five-pointed star in yellow, diameter 5 mm. On the flat end of the galloon, there is a rank stripe.

Article 16.- Style of each rank badge

1. Rank badge for unit leaders

- Rank badge for Head of Animal Quarantine Border Post, Deputy Head of Animal Quarantine Department, Head of Domestic Animal Quarantine Station: basic style with an additional yellow stripe 10 mm wide placed parallel to the bottom edge of the galloon.

- Rank badge for Deputy Head of Export-Import Animal Quarantine Station, Head of Animal Quarantine Department, County Animal Health Station Director: basic style with two additional yellow stripes 10 mm wide placed parallel to the bottom edge of the galloon.

- The insignia for Deputy Directors of Regional Animal Health Centers, Deputy Heads of Quarantine Departments under the Animal Health Department, Heads of Import-Export Animal Quarantine Stations, and Deputy Heads of Animal Health Sub-departments: the basic insignia type with three yellow stripes, each 10 mm wide, placed parallel to the bottom edge of the badge.

- The insignia for Directors of Regional Animal Health Centers, Heads of Quarantine Departments under the Animal Health Department, and Heads of Animal Health Sub-departments: the basic insignia type with four yellow stripes, each 10 mm wide, placed parallel to the bottom edge of the badge.

2. Insignia for quarantine technicians and quarantine officers.

- The insignia for quarantine technicians: the basic insignia type with one yellow stripe shaped like an arrowhead pointing towards the sharp end of the badge, 10 mm wide.

- The insignia for quarantine officers with less than 10 years of service: the basic insignia type with two yellow stripes shaped like arrowheads pointing towards the sharp end of the badge, each 10 mm wide.

- The insignia for quarantine officers with 11 or more years of service and senior quarantine officers with less than 5 years of service: the basic insignia type with three yellow stripes shaped like arrowheads pointing towards the sharp end of the badge, each 10 mm wide.

- The insignia for senior quarantine officers with 6 or more years of service and senior-level quarantine officers: the basic insignia type with four yellow stripes shaped like arrowheads pointing towards the sharp end of the badge, each 10 mm wide.

V. PROVISIONS ON THE SAMPLE OF ANIMAL QUARANTINE BADGE

Article 17.

1. The animal quarantine badge shall be issued to the subjects mentioned in Article 1 of this Regulation who are currently working in the field of state management of animal quarantine.

2. The badge has a rectangular shape, measuring 70 cm in width and 100 mm in length, with a white background and dark blue printed characters, made of hard cardboard with plastic coating; at the top left corner, there is an animal quarantine emblem printed in a reduced size similar to that on the hat (diameter of 15 mm), and at the lower left corner, there is a rectangular frame measuring 25 mm x 35 mm for attaching the photo of the badge holder (the photo taken in the format of an identity card wearing quarantine uniform).

3. The content recorded on the badge: see Appendix 5.

VI. PROVISIONS ON THE SAMPLE OF VETERINARY SANITARY INSPECTION BADGE

Article 18.

1. The veterinary sanitary inspection badge shall be issued to the subjects mentioned in Article 1 of this Regulation who are currently working in the field of state management of animal slaughter control, veterinary sanitary inspection of animals and animal products.

2. The dimensions and content displayed on the face of the badge shall comply with the provisions set out in Section 2, Article 17 of this Regulation;

3. The content recorded on the badge: see Appendix 6.

VII. PROVISIONS ON ANIMAL QUARANTINE SIGNS AND VETERINARY SANITARY INSPECTION SIGNS

1. The sign has a rectangular shape, measuring 55 mm in width and 85 mm in length, with a white background and dark blue printed characters, made of hard cardboard with plastic coating; at the top of the rectangle, the name of the working agency is printed. At the lower left corner of the sign, there is a rectangular frame measuring 25 mm x 35 mm for attaching the photo of the sign holder (the photo taken in the format of an identity card wearing quarantine uniform); on the right side of the sign, the name and code number of the sign holder are printed.

Article 19.

2. When performing official duties, the subjects mentioned in Article 1 of this Regulation must wear the sign on the left chest.

VIII. PROVISIONS ON WEARING UNIFORMS, EMBLEMS, INSIGNIA, AND SIGNS

VIII. REGULATIONS ON UNIFORMS, BADGES, RANK BADGES, AND PLATES

Article 20. - Uniforms, badges, insignia, and nameplates shall be worn neatly and uniformly in accordance with the following regulations:

1. Summer and winter uniforms must be uniform according to the provisions:

2. The shirt collar buttons must be fastened properly;

3. The badge on the lapel must be worn on the upper lapel (if it is a two-buttoned shirt), placed parallel to the edges of the lapel and 3-4 mm away from each edge. If wearing a suit jacket, the badge must be worn on the lapel of the suit jacket (it cannot be worn on the lapel of the shirt underneath, nor on the lapel of the outer coat over the suit jacket);

4. When attached to a hat, the bottom edge of the badge must touch the brim of the hat where it meets the bill;

1. The nameplate is worn on the left chest at the position overlapping the left pocket of the shirt;

2. When wearing the uniform, both the badge on the hat and the badge on the lapel must be worn simultaneously. If shoulder straps (epaulettes) are worn, then the badge on the hat and the badge on the lapel must also be worn;

IX. REGULATIONS ON THE ISSUE AND USE OF UNIFORMS, BADGES, INSIGNIA, NAMEPLATES, ANIMAL INSPECTION CARDS, AND VETERINARY SANITARY INSPECTION CARDS

1. The funds for equipping uniforms, badges, insignia, nameplates, animal inspection cards, and veterinary sanitary inspection cards are provided by the state budget and disbursed according to the current financial regulations;

Article 21.

2. Issue and usage period:

a- Each person is issued one peaked cap (01), one soft cap (01), one badge for the peaked cap (01), one badge for the soft cap (01), two badges for the lapel (02), two shoulder straps (02), one animal inspection card or one veterinary sanitary inspection card, and one nameplate. There is no usage limit.

b- Clothing, shoes, socks, flags, raincoats, and work bags

- Winter clothing: 1 set/person/24 months, initially 2 sets are issued.

- Summer clothing: 2 sets/person/12 months.

- Shoes: 1 pair/person/12 months.

- Socks: 2 pairs/person/18 months.

- Flags: 2 pieces/person/36 months.

- Raincoat: 1 piece/person/18 months.

- Work bag: 1 piece/person/24 months.

Article 22.

- The management and use of uniforms, badges, insignia, nameplates, animal inspection cards, and veterinary sanitary inspection cards must be appropriate to the designated individuals and in accordance with the prescribed regulations. - The management and use of uniforms, badges, rank badges, plates, animal quarantine cards, and veterinary hygiene inspection cards must be in accordance with the designated subjects and prescribed regulations.
