DECREE

Article 1: Regulations on functions, tasks, powers, and organizational structure of the General Statistics Office

THE GOVERNMENT

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to Decree No. 30/2003/NĐ-CP dated April 1, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of agencies under the Government;

At the proposal of the Director of the General Statistics Office and the Minister of Home Affairs,

DECREE

Article 1. Position and Functions

The General Statistics Office is an agency under the Government that performs certain state management tasks and powers regarding statistics; organizes statistical activities and provides economic and social statistical information to agencies, organizations, and individuals in accordance with the law; manages public services and performs specific tasks and powers concerning the representation of state ownership interests in enterprises with state capital managed by the General Statistics Office in accordance with the law.

Article 2. Tasks and Powers

The General Statistics Office is responsible for performing the tasks and powers of an agency under the Government managing the state in the industry and sector as stipulated in Decree No. 30/2003/NĐ-CP dated April 1, 2003 of the Government on the functions, tasks, powers, and organizational structure of agencies under the Government and the following specific tasks and powers:

1. Lead or participate in drafting draft laws, ordinances, and other regulatory legal documents on statistics according to the division of labor by the Government and the Prime Minister.

2. Submit to the Government and the Prime Minister strategic plans, planning, long-term, five-year, and annual plans on statistics and important projects of the General Statistics Office.

3. Submit to the Government regulations on the authority to issue statistical classification tables (except for statistical classification tables belonging to the Judiciary and Prosecution sectors).

4. Submit to the Prime Minister the national statistical indicator system, basic statistical reporting systems, comprehensive statistical reporting systems, long-term and annual national statistical survey programs, and major national statistical censuses in accordance with the law.

5. Direct the signing and issuance of regulatory legal documents on statistics by the Minister designated by the Prime Minister in accordance with the law.

6. Direct, inspect, and be responsible for implementing regulatory legal documents, strategies, plans, and programs on statistics, the national statistical indicator system after approval; promote, disseminate, educate about the law and provide statistical information.

7. Direct and guide specialized professional matters for ministries, ministerial-level agencies, government agencies, Supreme People's Court, Supreme People's Procuracy, and provincial people's committees directly under the central government in reporting statistics, conducting statistical surveys, and classifying statistics within their jurisdiction.

8. Review specialized professional matters of reporting systems and statistical survey plans of ministries, ministerial-level agencies, government agencies, Supreme People's Court, Supreme People's Procuracy, and provincial people's committees directly under the central government.

9. Organize the collection of economic and social statistical information, build and manage the national database on economic and social statistical information in accordance with the law.

10. Report to the Government and the Prime Minister monthly, quarterly, and annual comprehensive statistics on the socio-economic situation, implementation of national target programs, completion levels of state plan indicators; annual analytical and forecasting reports on socio-economic development.

11. Assist the Government in uniformly managing the publication of economic and social statistical information in accordance with the law.

12. Publish statistical information within the national statistical indicator system; provide economic and social statistical information to agencies, organizations, and individuals in accordance with the law; be responsible for the reliability of published and provided data.

13. Compile and publish statistical yearbooks and other statistical products of the Socialist Republic of Vietnam and foreign statistical data; conduct international comparisons in statistics.

14. Manage investment and construction projects within its jurisdiction in accordance with the law.

15. Implement international cooperation in the field of statistics in accordance with the law.

16. Organize and direct the implementation of scientific research plans in statistics, application of scientific and technological progress in the centralized statistical organization system.

17. Decide on policies, measures, and direct public service activities in the centralized statistical organization system in accordance with the law; manage and direct activities of affiliated organizations under the General Statistics Office.

18. Perform specific tasks and powers concerning the representation of state ownership interests in enterprises with state capital managed by the General Statistics Office in accordance with the law.

19. Inspect, investigate, resolve complaints and denunciations, combat corruption and negative practices, and handle violations in statistics within its jurisdiction.

20. Decide and direct the implementation of the administrative reform program of the General Statistics Office according to the goals and contents of the State administrative reform program approved by the Prime Minister.

21. Manage organizational structures and staffing; direct the implementation of salary systems and incentive policies, rewards, and disciplinary actions for civil servants and employees under the management of the General Statistics Office; train and enhance professional skills in statistics for cadres, civil servants, and employees under the management of the General Statistics Office.

22. Managing financial resources and assets assigned, and organizing the implementation of the budget allocated as prescribed by law.

Article 3. Organizational Structure of the General Statistics Office

The General Statistics Office is organized vertically and includes:

1. At the central level, there is the General Statistics Office;

2. At the provincial level, there are Provincial Statistics Offices under the General Statistics Office;

3. At the district level, there are District Statistics Offices under the Provincial Statistics Offices.

Article 4. Organizational Structure of the General Statistics Office Agency

a) Organizations assisting the Director of the General Statistics Office in performing state management tasks and powers:

1. Department of National Accounts System;

2. Department of Statistical Methodology and Systems;

3. Department of Comprehensive Statistics;

4. Department of Industrial and Construction Statistics;

5. Department of Agriculture, Forestry, and Fisheries Statistics;

6. Department of Trade, Services, and Price Statistics;

7. Department of Population and Labor Statistics;

8. Department of Social and Environmental Statistics;

9. Department of International Cooperation;

10. Department of Cadre and Civil Service Management;

11. Department of Planning and Finance;

12. Inspectorate;

13. Office.

b) Affiliated organizations under the General Statistics Office:

1. Institute of Statistical Science Research;

2. Statistical Computing Center;

3. Statistical Documentation Center;

4. Journal of Numbers and Events.

Other public service units shall be organized and arranged by the General Statistics总局局长根据法律规定组织和安排现有的其他事业单位。|5 ||| Other public service units shall be organized and arranged by the Director-General of the General Statistics Bureau in accordance with the provisions of the law.

Article 5. Effectiveness

This Decree takes effect fifteen days after its publication in the Official Gazette and replaces Government Decree No. 23/CP dated March 23, 1994 on the functions, tasks, powers, and organizational structure of the General Statistics Bureau.

Article 6. Responsibility for Implementation

The Director-General of the General Statistics Bureau, Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, and Chairpersons of People's Committees of provinces and centrally governed cities are responsible for implementing this Decree.
