DECISION OF THE GOVERNMENT PRIME MINISTER
Approving the National Target Program on Employment until 2010
PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Labor Code dated June 23, 1994; Law Amending and Supplementing Certain Provisions of the Labor Code dated April 2, 2002;
Pursuant to Resolution No. 56/2006/NQ-CP dated June 29, 2006 of the National Assembly on the socio-economic development plan for 2006-2010;
Pursuant to Resolution No. 13/2005/NQ-CP dated November 2, 2005 of the Government on the regular meeting in October 2005;
Considering the proposal of the Minister of Labor, Invalids, and Social Affairs,
DECISION:
Article 1Approves the National Target Program on Employment until 2010, including the following main contents:
I. OBJECTIVES OF THE PROGRAM
1. General Objective:
Contributing to achieving the general economic goal of ensuring employment for approximately 49.5 million workers, creating new jobs for 8 million workers over the period of 2006-2010 (of which, directly from this Program is 2-2.2 million workers), and reducing the unemployment rate in urban areas below 5% by 2010.
2. Specific targets by 2010:
a) Creating jobs for 2-2.2 million workers through the National Target Program on Employment over the period of 2006-2010, including:
- Creating jobs domestically for 1.7-1.8 million workers through projects funded by the National Employment Fund;
- Creating jobs abroad for 400,000-500,000 workers through the activities of labor export enterprises and the Overseas Employment Support Fund.
b) Enhancing the capacity and modernizing 30-40 employment service centers and completing the labor market information system; increasing the number of people receiving job counseling and placement services to 4 million over five years; building and putting into operation a website on the labor market by 2008;
c) Training vocational skills for 75,000 cadres working in labor and employment from central to local levels.
II. TIME FRAME AND SCOPE OF IMPLEMENTATION OF THE PROGRAM
1. Time frame: until 2010.
2. Scope: nationwide implementation.
1. Minimum volume of knowledge
The Program operates with three projects and two main activities as follows:
1. Project on loan disbursement for job creation:
a) Objective: create jobs for 1.7-1.8 million workers through loan disbursement activities from the National Employment Fund.
b) Content:
- Providing preferential loans with low interest rates to unemployed individuals, those lacking work, households engaged in production and business, small and medium-sized enterprises, farms, and traditional craft villages that have the potential to create many new jobs, especially for young people without jobs;
- The State budget at the central level will annually supplement the National Employment Fund for 64 provinces and centrally-administered cities, the Ministry of Defense, and political and social organizations.
2. Project on supporting workers to work abroad:
a) Objective: send 400,000-500,000 workers to work abroad on a temporary basis.
b) Content:
- Supporting the exploitation and opening of foreign labor markets;
- Supporting the subsidization of interest rate differences for loans taken out by policy beneficiaries to work abroad;
- Supporting vocational training, orientation training, and improving the quality of the workforce.
3. Projects to support the development of the labor market:
a) Objective: enhancing the capacity and modernizing 30-40 employment service centers; increasing the number of people receiving job counseling and placement services to 4 million over five years; building and putting into operation a website on the labor market by 2008.
b) Content:
- Enhancing the capacity of employment service centers to meet the requirements of the labor market's development;
- Completing the labor market information system;
- Conducting annual labor market surveys to assist in evaluating the implementation of the Program's objectives and developing labor plans within the socio-economic development plans of localities;
- Supporting the organization of regular job fairs.
4. Monitoring and evaluation activities:
a) Objective: evaluating and monitoring activities and projects within the National Target Program on Employment.
b) Content:
- Evaluating the results of project implementation within the Program, annual results, and overall Program implementation;
- Monitoring the implementation of activities within the Program;
- Studying, recommending, and amending policies to suit the characteristics of the Program.
5. Activities to enhance management capacity in labor and employment:
a) Objective: guiding vocational skills for 75,000 cadres working in labor and employment from central to local levels.
b) Content: organizing training on methods for developing and implementing the Program, new documents; methods for developing and managing loan projects from the National Employment Fund, and job placement services for cadres of provincial Labor, Invalids, and Social Affairs Departments, central-level cadres of political and social organizations, and local labor and employment cadres.
IV. SOLUTIONS FOR IMPLEMENTING THE PROGRAM
1. Solutions regarding policies and mechanisms:
a) Regarding policies:
- Continuing to improve policies on labor and employment and the legislative program related to unemployment insurance, labor export, vocational training...;
- Developing guidance content on managing and operating projects and activities under the Program.
b) Regarding mechanisms:
- Funding usage mechanism: allocating loans based on the ability to create new jobs through loan projects, prioritizing provinces with high efficiency in loan activities, areas with many ethnic minorities, and areas with large agricultural land converted to non-agricultural land;
- Coordination mechanism: strengthening coordination between state management agencies in managing and organizing loan projects with mass organizations and localities; in annual planning for loan fund usage, the responsibilities of the Social Policy Bank in managing, lending, preserving, and growing the Fund;
- Decentralization mechanism: strengthening decentralization to local authorities, particularly emphasizing decentralization to district level in organizing and implementing loan projects for target groups;
- Integration mechanism: promoting integration of Program projects with some projects under the National Target Program on Poverty Reduction and other Programs;
- Monitoring and evaluation mechanism:
The Ministry of Labor - Invalids and Social Affairs, the Ministry of Finance, and the People's Committees at provincial level shall strengthen inspection and supervision of loan disbursement activities under projects, particularly those with large amounts of money and those in areas with high risk due to unfavorable natural conditions or business environments.
Enhance the effectiveness of the Steering Board's operations and the responsibility of local authorities.
2. Management and Implementation of the Program:
a) The Steering Board for implementing the Program includes:
- Chairman: Minister of Labor - Invalids and Social Affairs;
- Deputy Chairman: Vice Minister of Labor - Invalids and Social Affairs;
- Members include: Vice Minister of Planning and Investment, Minister of Finance, and Deputy Governor of the State Bank of Vietnam.
b) The Ministry of Labor - Invalids and Social Affairs serves as the permanent body of the Program. The Minister of Labor - Invalids and Social Affairs decides on the establishment of the Steering Board for implementing the Program and promulgates the operational regulations of the Steering Board.
3. Financial Resources for Implementation:
The total capital for the Program is 5,985 billion VND (excluding foreign employment support funds). Of which, the sources of capital are as follows:
- Central budget: 4,895 billion VND (including 2,600 billion VND from job creation loans transferred from 2005);
- Local budget: 560 billion VND (including 164 billion VND from job creation loans of localities transferred from 2005);
- Community mobilization: 500 billion VND;
- International mobilization: 30 billion VND.
The new central budget allocated to the Program is 2,295 billion VND, including:
- Loan project for job creation: 2,000 billion VND;
- Project to support labor market development: 225 billion VND;
- Monitoring and evaluation activities: 40 billion VND;
- Activities to enhance labor management capacity: 30 billion VND.
V. RESPONSIBILITIES OF THE AGENCIES COOPERATING IN IMPLEMENTING THE PROGRAM
1. Responsibilities of Central Ministries and Agencies:
a) The Ministry of Labor - Invalids and Social Affairs is responsible for:
- Developing the annual implementation plan for the Program, including plans for tasks, objectives, financial needs, and proposals for implementation measures to be submitted to the Ministry of Planning and Investment and the Ministry of Finance for consolidation and submission to the Government;
- Leading and coordinating with relevant ministries and agencies to develop mechanisms for implementing projects such as job creation loans, support for workers going abroad, support for labor market development, monitoring and evaluation activities, and activities to enhance labor management capacity;
- Coordinating with the Ministry of Planning and Investment and the Ministry of Finance to urge, inspect, and supervise the implementation of the Program in ministries, agencies, and provinces/cities directly under the central government; implementing reporting systems on the Program's implementation according to current regulations.
b) The Ministry of Planning and Investment is responsible for:
- Leading and coordinating with the Ministry of Labor - Invalids and Social Affairs to guide investment mechanisms for projects within the Program;
- Coordinating with the Ministry of Finance to balance and allocate annual plans based on consensus with the Ministry of Labor - Invalids and Social Affairs to implement the Program; coordinating inspections and supervision of the Program's implementation;
c) The Ministry of Finance is responsible for:
- Leading and coordinating with the Ministry of Labor - Invalids and Social Affairs to guide financial management mechanisms for Program projects; coordinating inspections and supervision of the Program's implementation;
- Coordinating with the Ministry of Planning and Investment to allocate and ensure the annual state budget for the Program according to the provisions of the State Budget Law;
d) The State Bank of Vietnam directs and inspects the implementation of preferential credit policies for social policy targets of the Social Policy Bank; coordinating inspections and supervision of the Program's implementation;
đ) The Social Policy Bank manages the capital sources and disburses funds promptly for job support projects according to the mechanisms and policies stipulated by the State regarding the National Employment Fund loans and the authority delegated;
e) The Ministry of Defense organizes the implementation of the Program within its functional and task scope related to the Program.
2. Responsibilities of Provincial People's Committees and Mass Organizations:
a) Provincial People's Committees are responsible for developing and implementing the Program at the local level based on the approved National Target Program on Employment by the Government and guidance documents from ministries and agencies; implementing regular reporting systems to the Ministry of Labor - Invalids and Social Affairs according to the Program's regulations.
b) Proposing political-social organizations and social organizations to organize the implementation of the Program within their functional and task scope related to the Program.
Article 2. This Decision takes effect 15 days after its publication in the Official Gazette.
Article 3. The Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of provincial People's Committees under the direct jurisdiction of the central government shall be responsible for implementing this Decision./.
