PROVIDING GUIDELINES ON THE ORGANIZATION OF CITIZEN MEETINGS;
THE INTRODUCTION OF CANDIDATES FOR DEPUTIES TO THE PEOPLE'S COUNCILS AT THE COMMUNE LEVEL IN VILLAGES AND WARD POPULATION GROUPS;
NEGOTIATIONS, THE INTRODUCTION OF CANDIDATES, AND THE ESTABLISHMENT OF CANDIDATE LISTS FOR NATIONAL ASSEMBLY DEPUTIES AND DEPUTIES TO THE PEOPLE'S COUNCILS IN SUPPLEMENTARY ELECTIONS.
CANDIDATES FOR NATIONAL ASSEMBLY DEPUTIES AND DEPUTIES TO THE PEOPLE'S COUNCILS.

THE STANDING COMMITTEE OF THE NATIONAL ASSEMBLY

WHEREAS, the Constitution of the Socialist Republic of Vietnam has been amended and supplemented by Resolution No. 203/2025/QH15;WHEREAS, Law on Election of National Assembly Deputies and People's Council Deputies No. 85/2015/QH13 has been amended and supplemented by Law No. 83/2025/QH15;

ORGANIZATION OF CITIZEN MEETINGS TO GATHER OPINIONS REGARDING CANDIDATES FOR NATIONAL ASSEMBLY DEPUTIES, 

RESOLUTION:

PART I

DEPUTIES TO THE PEOPLE'S COUNCILS

Article 1. Organization of citizen meetings at place of work

1. Citizen meetings at place of work to gather opinions and express trust of voters at the workplace or place of employment regarding candidates for National Assembly deputies and People's Council deputies (including those introduced as candidates and self-nominated candidates) shall be organized at the place where the candidate works or is employed (if applicable). In cases where the candidate has multiple workplaces or places of employment, the opinion of voters at the place where the candidate regularly works or is employed shall be gathered.

2. The authority to preside over and convene citizen meetings at place of work shall be implemented as follows:

a) For candidates working in a specialized position at Party agencies, the Vietnam Fatherland Front United Committee, member organizations of the Front, and other social organizations, the organization of citizen meetings to gather opinions at the workplace shall be convened and chaired by the leadership of the agency or organization. For candidates who are specialized Party cadres at the National Assembly Party Committee, this shall be carried out according to the provisions of point b of this clause;

b) For candidates who are Chairperson or Vice-Chairperson of the National Assembly, working at the Standing Committee of the Ethnic Council, Committees of the National Assembly, specialized departments under the Ethnic Council, Committees of the National Assembly, working at the National Assembly Office, or specialized Party cadres at the National Assembly Party Committee, the organization of citizen meetings to gather opinions at the workplace shall be decided and directed by the National Assembly Standing Committee, with the meeting convened and chaired by the leadership comprising the head and deputy heads of the National Assembly Office;

c) For candidates who are State President or Vice-President, working at the State President's Office, the organization of citizen meetings to gather opinions at the workplace shall be convened and chaired by the leadership comprising the head and deputy heads of the State President's Office;

d) For candidates who are Prime Minister or Deputy Prime Minister, the organization of citizen meetings to gather opinions at the workplace shall be convened and chaired by the leadership comprising the head and deputy heads of the Government Office;

e) For candidates working at the People's Court, the People's Procuracy, the State Audit Agency, Ministries, agencies equivalent to ministries, government agencies, and other state agencies, the organization of citizen meetings to gather opinions at the workplace shall be convened and chaired by the leadership comprising the head and deputy heads of the agency;

f) For candidates working in a specialized position at the National Assembly Delegation, the Standing Committee of the People's Council, Committees of the Provincial People's Council, working at the Provincial National Assembly Delegation and People's Council Office, the organization of citizen meetings to gather opinions at the workplace shall be convened and chaired by the leadership comprising the head and deputy heads of the Provincial National Assembly Delegation and People's Council Office;

g) For candidates who are Chairperson or Vice-Chairperson of the Provincial People's Committee, the organization of citizen meetings to gather opinions at the workplace shall be convened and chaired by the leadership comprising the head and deputy heads of the Provincial People's Committee Office;

Candidates working at specialized agencies, administrative organizations under the Provincial People's Committee shall have their citizen meetings to gather opinions at the workplace convened and chaired by the leadership comprising the head and deputy heads of the agency;

h) For candidates working at public service units, economic organizations, the organization of citizen meetings to gather opinions at the place of employment shall be convened and chaired by the head of the unit or organization in coordination with the Trade Union Executive Board (if any);

i) For candidates working at people's armed forces units, the organization of military personnel meetings to gather opinions shall be convened and chaired by the leadership or command of the unit;

j) For candidates working at the Party Committee, the Standing Committee of the People's Council, Committees of the People's Council, People's Committee, specialized agencies under the People's Committee, the Vietnam Fatherland Front United Committee, and political-social organizations at the commune level, the organization of citizen meetings to gather opinions at the workplace shall be held in a joint meeting between the Party Committee, the Standing Committee of the People's Council, People's Committee, Vietnam Fatherland Front United Committee, and political-social organizations at the commune level. The head of the commune-level Party Committee shall convene and chair the meeting.

3. In cases where the head of the agency, organization, or unit is a candidate, the deputy head of the agency, organization, or unit shall coordinate with the Trade Union Executive Board (if any) to convene and chair the meeting.

4. Where there are fewer than 100 voters, a full assembly of voters shall be organized to gather opinions on candidates for National Assembly deputies and People's Council deputies, and it must ensure that the number of voters attending the meeting is at least two-thirds of the total number of voters called to attend. Where there are 100 or more voters, a full assembly or a representative assembly of voters may be organized, and it must ensure that at least 70 voters attend the meeting. Depending on the characteristics and actual situation of the agency, organization, or unit, the head of the agency, organization, or unit shall coordinate with the Trade Union Executive Board (if any) to allocate the number of representatives from subordinate units to attend.

3. In the case where the head of the agency, organization, or unit is a candidate, the deputy of the head of the agency, organization, or unit shall coordinate with the Executive Committee of the Trade Union (if any) to convene and chair the meeting.

4. For places with fewer than 100 voters, a general meeting of all voters shall be organized to solicit opinions on candidates for members of the National Assembly and members of the People's Council, and it must ensure that the number of voters attending the meeting is at least two-thirds of the total number of voters called to attend. For places with 100 or more voters, a general meeting of all voters or a meeting of voter representatives may be organized, and it must ensure that there are at least 70 voters attending the meeting. Depending on the specific characteristics and actual circumstances of the agency, organization, or unit, the head of the agency, organization, or unit shall coordinate with the Executive Committee of the Trade Union (if any) to allocate the number of people for each subordinate unit to elect representatives to attend.

5. In case of force majeure due to disease outbreaks or natural disasters that prevent the organization of direct meetings, online meetings shall be organized or ballots shall be distributed to candidates for voters at agencies, organizations, or units. The organization of online meetings or distribution of ballots shall be carried out as follows:

a) The National Election Council decides to organize online meetings or distribute ballots when the impact of disease outbreaks or natural disasters affects the entire country; the Provincial Election Council decides to organize online meetings or distribute ballots when the impact of disease outbreaks or natural disasters affects the local area (province, city, or specific communes, wards).

Based on the decision of the competent authority, the head of the agency, organization, or unit reports to the same-level Party Committee for unified organization of online meetings or distribution of ballots to voters at the agency, organization, or unit. The number and composition of voters invited to participate in online meetings or ballot distribution must comply with the provisions of Clauses 2 and 3 of this Article;

b) Agencies, organizations, or units arrange an online meeting system ensuring technical conditions, information security, cybersecurity, and suitability with the actual situation of the agency, organization, or unit; notify the content, time, and method of organizing the online meeting to voters.

The content, minutes, and procedures for organizing online meetings shall be implemented according to the provisions of Articles 3 and 4 of this Resolution. At the online meeting, the chairperson of the meeting decides on an appropriate voting method (raising hands or creating an online vote for voters to vote online); form a Ballot Counting Team consisting of five to fifteen members from those directly attending the meeting. The Ballot Counting Team conducts the counting of votes and prepares a ballot counting report (according to Model No. 06/BBKP attached to this Resolution);

c) The leadership of the agency, organization, or unit coordinates with the Trade Union Executive Board (if any) to distribute ballots for collecting opinions from candidates to voters at the agency, organization, or unit. The distribution of ballots for collecting opinions must be publicly announced to voters before the date of the ballot distribution.

The opinion collection ballot (according to Model No. 07/PLYK attached to this Resolution) shall be stamped by the agency, organization, or unit at the upper left corner of each ballot. When distributing opinion collection ballots, a brief biography of each candidate must be provided.

The head of the agency, organization, or unit coordinates with the Trade Union Executive Board (if any) to establish a Ballot Counting Team consisting of five to fifteen members, including representatives from departments, units, groups, and specialized sections; designate one member as the Team Leader and one member as the Secretary of the Ballot Counting Team.

The Ballot Counting Team sends opinion collection ballots to each voter; collect ballots within the deadline specified on the ballot. During the ballot counting process, the Ballot Counting Team invites two voters to witness the ballot counting. The Ballot Counting Team conducts the ballot counting and prepares a ballot counting report (according to Model No. 06/BBKP attached to this Resolution).

The agency, organization, or unit submits the minutes (according to Model No. 05/HNCT attached to this Resolution) along with the ballot counting report to the Standing Committee of the Vietnam Fatherland Front Central Committee at the level of the consultation meeting.

6. Candidates for National Assembly deputies and People's Council deputies are invited to attend the meeting.

Article 2. Organizing the residents' meeting

1. The residents' meeting to collect opinions and expressions of trust from residents towards candidates for National Assembly deputies and People's Council representatives (including both recommended and self-nominated candidates) shall be organized at the village or residential ward where the candidate usually resides or temporarily resides. In cases where the usual or temporary residence cannot be determined, the meeting shall be organized at the village or residential ward where the candidate currently lives.

Where the candidate resides in a condominium without a residential ward, the residents' meeting shall be organized at the condominium where the candidate lives to collect opinions on the candidate.

2. The Standing Board of the Vietnam Fatherland Front Committee at the commune level shall coordinate with the People's Committee at the same level to convene and preside over the meeting.

The Head of the Mass Work Team shall coordinate with the Village Chief or Ward Chief to compile a list and invite voters to attend the meeting. In cases where the residents' meeting is organized at a condominium without a residential ward, the Head of the Mass Work Team shall coordinate with the Condominium Management Board (if any) to compile a list and invite voters residing in the condominium or cluster of condominiums to attend the meeting.

In cases where the residents' meeting is organized at a condominium without a residential ward and without a Mass Work Team, the Standing Board of the Vietnam Fatherland Front Committee at the commune level shall coordinate with the People's Committee at the same level to convene the meeting, and the Condominium Management Board (if any) shall preside over the meeting.

3. For places with less than 100 voters, a general meeting of all voters shall be organized to collect opinions on candidates for National Assembly deputies and People's Council representatives, ensuring that the number of voters attending the meeting is at least 50% of the total number of voters summoned. For places with 100 or more voters, a general meeting or a meeting of household representative voters may be organized, ensuring that at least 55 voters attend the meeting.

4. In cases of force majeure due to disease outbreaks or natural disasters preventing direct meetings, online meetings or distributing ballots to collect opinions from voters at their residences shall be organized. The organization of online meetings or ballot distribution shall be carried out as follows:

a) The National Election Council decides to organize online meetings or distribute ballots when the impact of disease outbreaks or natural disasters affects the entire country; the Provincial Election Council decides to organize online meetings or distribute ballots when the impact of disease outbreaks or natural disasters affects the local area (province, city, or specific communes, wards).

Based on the decision of the competent authority and the actual conditions and situation in the locality, the Standing Board of the Vietnam Fatherland Front Committee at the commune level shall report to the Party Committee at the same level, exchange and reach consensus with the People's Committee at the commune level and election-related organizations in the locality on the form of organizing online meetings or distributing ballots and implement accordingly.

The composition and number of voters invited to participate in online meetings or ballot distribution must comply with the provisions of Clause 2 and Clause 3 of this Article;

b) The Standing Board of the Vietnam Fatherland Front Committee at the commune level shall coordinate with the People's Committee at the same level and relevant agencies and organizations to arrange an online meeting system ensuring technical conditions, information security, cybersecurity, and suitability with the actual situation of the locality; notify the content, time, and method of organizing the online meeting to voters; promote and mobilize voters to attend the meeting.

The content, minutes, and procedures for organizing online meetings shall be implemented according to the provisions of Articles 3 and 4 of this Resolution. At the online meeting, the chairperson of the meeting shall decide on an appropriate voting method (raising hands or creating an online vote for voters to cast their votes); appoint a Voting Counting Team consisting of 05 to 15 members among those directly participating in the meeting. The Voting Counting Team shall conduct the vote counting and prepare the minutes (according to Model No. 06/BBKP attached to this Resolution);

c) Following the guidance of the Standing Board of the Vietnam Fatherland Front Committee at the commune level, the Mass Work Team in the residential area shall coordinate with the Village Chief or Ward Chief to organize the distribution of ballots to collect opinions. The distribution of ballots must be publicly announced through posting notices at the cultural house and community activity points in the village or ward, and announced through the village or ward public address system before the day of ballot distribution.

The opinion collection ballot (according to Model No. 07/PLYK attached to this Resolution) shall be stamped by the People's Committee at the commune level on the upper left corner of each ballot. When distributing the ballots, a brief biography of each candidate must be provided.

The Mass Work Team in the residential area shall coordinate with the Village Chief or Ward Chief to establish a Voting Counting Team consisting of 05 to 15 members, including representatives from the village or ward, the Mass Work Team in the village or ward, and political-social organizations in the village or ward. The representative from the Mass Work Team in the village or ward shall serve as the Team Leader, assigning one member of the Voting Counting Team as the Secretary.

The Voting Counting Team shall send the opinion collection ballots to individual voters in places with less than 100 voters or to household representative voters in places with 100 or more voters as stipulated in Clause 3 of this Article; collect ballots within the deadline specified on the ballot. During the vote counting process, the Voting Counting Team shall invite two voters to witness the vote counting. The Voting Counting Team shall conduct the vote counting, prepare the vote counting minutes (according to Model No. 06/BBKP attached to this Resolution).

The Mass Work Team in the village or ward shall prepare the minutes (according to Model No. 05/HNCT attached to this Resolution) along with the vote counting minutes and submit them to the Standing Board of the Vietnam Fatherland Front Committee for negotiation.

In cases where there is no residential ward or Mass Work Team in a condominium, the Standing Board of the Vietnam Fatherland Front Committee at the commune level shall coordinate with the People's Committee at the same level to organize the distribution of ballots to collect opinions and carry out the tasks stipulated in this point.

5. The Chairperson, Vice-Chairpersons of the People's Council at the commune level, candidates for National Assembly deputies, candidates for People's Council deputies, representatives of agencies, organizations, units, villages, and residential wards that have introduced candidates shall be invited to attend the meeting.

Article 3. Content and minutes of the meeting of voters

1. At the workplace voter meetings and place of residence voter meetings, voters compare the candidates with the standards for National Assembly deputies and People's Council deputies to express their opinions and trust in the candidates.

2. The minutes of the voter meeting must clearly record the composition, number of participants, proceedings, and results of the meeting; among which, the total number of voters summoned, the number of voters present, opinions expressed, and the trust of voters in each candidate must be clearly recorded.

3. The sending of the minutes of the meeting shall be carried out as follows:

a) The minutes of the voter meeting at the workplace seeking opinions on the person proposed by central agencies, organizations, and units to run for National Assembly deputy must be sent together with the minutes of the leadership meeting of the agency, organization, or unit assessing the proposed candidate to the Standing Committee of the Vietnam Fatherland Front Central Committee before the second round of negotiation meeting is held;

b) The minutes of the voter meeting at the workplace seeking opinions on the person proposed by local agencies, organizations, and units to run for National Assembly deputy must be sent together with the minutes of the leadership meeting of the agency, organization, or unit assessing the proposed candidate to the Standing Committee of the Vietnam Fatherland Front Provincial Committee before the second round of negotiation meeting is held;

c) The minutes of the voter meeting at the workplace seeking opinions on the person proposed to run for People's Council deputy must be sent together with the minutes of the leadership meeting of the agency, organization, or unit where the candidate works assessing the proposed candidate to the Standing Committee of the Vietnam Fatherland Front Organizing the Negotiation Meeting before the second round of negotiation meeting is held;

The minutes of the leadership meeting of the agency, organization, or unit assessing the proposed candidate mentioned in points a, b, and c of this clause shall be implemented according to the joint resolution guiding the negotiation process and introduction of candidates for National Assembly deputies and People's Council deputies at all levels.

d) The minutes of the voter meeting at the place of residence seeking opinions on the candidate for National Assembly deputy proposed by central agencies, organizations, and units must be sent to the Standing Committee of the Vietnam Fatherland Front Central Committee; the minutes of the voter meeting at the place of residence seeking opinions on the candidate for National Assembly deputy proposed by local agencies, organizations, and units must be sent to the Standing Committee of the Vietnam Fatherland Front Provincial Committee immediately after the voter meeting ends;

đ) The minutes of the voter meeting seeking opinions on self-nominated candidates for National Assembly deputy must be sent to the Standing Committee of the Vietnam Fatherland Front Provincial Committee immediately after the voter meeting ends;

e) The minutes of the voter meeting at the place of residence seeking opinions on the person proposed by agencies, organizations, and units to run for People's Council deputy, the minutes of the voter meeting seeking opinions on self-nominated candidates for People's Council deputy must be sent to the Standing Committee of the Vietnam Fatherland Front Organizing the Negotiation Meeting immediately after the voter meeting ends.

Article 4. Procedure for organizing the citizens' meeting

1. The chairperson of the meeting declares the purpose, introduces the representatives attending the meeting. The chairperson has the following responsibilities:

a) Introduce the purpose and requirements of the meeting;

b) Introduce the Meeting Secretary for the meeting to decide;

c) Report on the number of invited voters and the number of present voters;

d) Introduce the list of candidates;

đ) Read the criteria for National Assembly deputies as stipulated in Article 22 of the Law on the Organization of the National Assembly (for meetings of voters seeking opinions on candidates for National Assembly deputies), the criteria for People's Council deputies as stipulated in Article 5 of the Law on the Organization of Local Administration (for meetings of voters seeking opinions on candidates for People's Council deputies), and the cases not eligible to be candidates for National Assembly deputies and People's Council deputies as stipulated in Article 37 of the Law on the Election of National Assembly Deputies and People's Council Deputies.

2. The Meeting Secretary reads the brief biography of each candidate.

3. Voters express their opinions regarding each candidate.

4. Candidates make statements.

5. Representatives from agencies, organizations, units introducing candidates express their opinions.

6. The meeting elects a Counting Team consisting of five to fifteen members.

7. The meeting votes by raising hands or secret ballot.

In the case of voting by raising hands, the Counting Team counts and calculates the voting results for each candidate.

In the case of voting by secret ballot, ballots collected at workplaces must be stamped by the agency, organization, unit, or Trade Union Executive Committee (if applicable); ballots collected at places of residence must be stamped by the Vietnam Fatherland Front Ward Committee or the same-level People's Committee. On the ballot, clearly write the full name of the candidate (according to Model No. 07/PLYK attached to this Resolution).

8. The Counting Team conducts the counting process, prepares the counting record (according to Model No. 06/BBKP attached to this Resolution). The head of the Counting Team announces the voting results.

9. The meeting approves the minutes of the citizens' meeting (for workplace meetings according to Model No. 01/HNCT, for residential area meetings according to Model No. 02/HNCT, for online meetings or organized ballot collection according to Model No. 05/HNCT attached to this Resolution).

Chapter II

INTRODUCING CANDIDATES FOR DEPUTIES OF THE PEOPLE'S COUNCILS AT THE COMMUNE LEVEL IN VILLAGES AND HOUSING COMPLEXES

PEOPLE'S COUNCIL AT THE COMMUNE LEVEL IN VILLAGE, HOUSING ESTATE

Article 5. Content and procedure for nominating people from villages and housing complexes to be introduced as candidates for deputies of the Commune Level People's Council

1. The Chairman of the Mass Mobilization Working Group coordinates with the Heads of the Village-level Branches of mass organizations to meet with the Secretary of the Village Party Branch, the Village Head, or the Housing Complex Head to propose people from the village or housing complex to be introduced as candidates for deputies of the Commune Level People's Council based on the notification from the Standing Committee of the Vietnam Fatherland Front Provincial Committee regarding the allocation of the number and structure of candidates.

2. The Chairman of the Mass Mobilization Working Group convenes and chairs a meeting comprising all members of the Mass Mobilization Working Group to discuss and propose people from the village or housing complex to be introduced as candidates for deputies of the Commune Level People's Council.

3. The procedure for organizing the meeting shall be carried out as follows:

a) The Chairman of the Mass Mobilization Working Group introduces the purpose and requirements of the meeting, appoints the Meeting Secretary, and reads the notification from the Standing Committee of the Vietnam Fatherland Front Provincial Committee regarding the allocation of the number, structure, and composition of people from the village or housing complex to be introduced as candidates for deputies of the Commune Level People's Council; the criteria for People's Council deputies as stipulated in Article 5 of the Law on the Organization of Local Administration, and the cases not eligible to be candidates for People's Council deputies as stipulated in Article 37 of the Law on the Election of National Assembly Deputies and People's Council Deputies;

b) The Chairman of the Mass Mobilization Working Group presents the proposed people from the village or housing complex to be introduced as candidates for deputies of the Commune Level People's Council;

c) The meeting discusses and comments on the proposed candidates;

d) The Chairman of the Mass Mobilization Working Group summarizes the opinions and concludes the meeting;

đ) The meeting approves the minutes of the meeting (according to Model No. 03/HNMT attached to this Resolution).

Article 6. The Voters' Meeting Introduces Candidates for People's Council Deputies from Village and Neighborhood Ward

1. The Head of the Mass Organization Work Board shall coordinate with the Village Chief or the Neighborhood Ward Leader to send out invitations to attend the voters' meeting to introduce candidates for People's Council deputies at the commune level. The attendees invited to the meeting include:

a) Voters or representatives of household voters.

In places with fewer than 100 voters, a full assembly of voters must be organized and it must ensure that the number of voters attending the meeting reaches at least 50% of the total number of voters called to attend. For places with 100 or more voters, a full assembly or a meeting of household representative voters may be organized, but it must ensure that there are at least 55 voters attending the meeting.

b) All members of the Mass Organization Work Board;

c) The Village Chief, Deputy Village Chief, or the Neighborhood Ward Leader, Deputy Neighborhood Ward Leader;

d) Representatives of the Standing Body of the People's Council, People's Committee, and the Vietnam Fatherland Front Standing Committee at the commune level.

2. The procedure for organizing the voters' meeting shall be carried out as follows:

a) The Head or Deputy Head of the Mass Organization Work Board shall chair the voters' meeting, state the purpose and introduce the attendees; present the objectives and requirements of the meeting; introduce the Secretary of the meeting for the meeting to decide; report on the number of invited voters and the number of voters present;

b) The meeting chairperson reads the notification from the Vietnam Fatherland Front Standing Committee at the commune level regarding the allocation of the number and structure, composition of candidates for People's Council deputies from the village and neighborhood ward; reads the qualifications of People's Council deputies stipulated in Article 5 of the Law on the Organization of Local Administration and the cases prohibited from running for People's Council deputies stipulated in Article 37 of the Law on the Election of National Assembly Deputies and People's Council Deputies;

c) A representative of the Mass Organization Work Board reads the list of candidates proposed by the Mass Organization Work Board for People's Council deputies at the commune level from the village and neighborhood ward. Voters may propose additional candidates for the meeting to consider;

d) The meeting discusses the proposed candidates;

đ) The meeting appoints a counting team consisting of five to fifteen members;

e) The meeting decides to vote on the formal list of candidates for People's Council deputies from the village and neighborhood ward through raising hands or secret ballot;

If the meeting votes by raising hands, the counting team counts and calculates the voting results for each proposed candidate;

If the meeting votes by secret ballot, the ballots must bear the seal of the Vietnam Fatherland Front Committee at the commune level or the same-level People's Committee. On the ballot, clearly write the name of the candidate (according to Model No. 08/PLYK attached to this Resolution);

A candidate is considered elected if they receive the trust of more than 50% of the voters present. In case multiple candidates receive the trust of more than 50% of the voters present, the candidates for election are determined based on the voting results ranked from highest to lowest until the allocated number is reached; if the voting results are tied, the meeting chairperson lists those candidates for another round of voting and selects the one with the higher result without needing to reach more than 50% of the voters present. If the voting results remain tied after another round, whether to continue voting is decided by the meeting;

g) The counting team conducts the vote counting, prepares the vote counting record (according to Model No. 06/BBKP attached to this Resolution). The Team Leader of the counting team announces the voting results;

h) The meeting approves the meeting record (according to Model No. 04/HNCT attached to this Resolution).

3. In cases of force majeure due to disease outbreaks or natural disasters where direct meetings cannot be held, online meetings or distribution of ballots for introducing candidates for People's Council deputies from the village and neighborhood ward can be organized. The organization of online meetings or distribution of ballots shall be carried out as follows:

The National Election Council decides on the organization of online meetings or distribution of ballots for introducing candidates to voters at their place of residence when the impact of disease outbreaks or natural disasters affects the entire country; the Provincial Election Council decides on the organization of online meetings or distribution of ballots for introducing candidates to voters at their place of residence when the impact of disease outbreaks or natural disasters affects the local area (province, city, or individual communes, wards, villages, neighborhood wards).

Based on the decision of the competent authority and the actual conditions and situation in the locality, the Standing Board of the Vietnam Fatherland Front Committee at the commune level shall report to the Party Committee at the same level, exchange and reach consensus with the People's Committee at the commune level and election-related organizations in the locality on the form of organizing online meetings or distributing ballots and implement accordingly.

The number and composition of voters invited to participate in online meetings or ballot distribution must comply with the provisions of Clause 1 of this Article.

The organization of online meetings and the procedures for distributing ballots shall be carried out according to the provisions of points b and c of Clause 4, Article 2 of this Resolution.

Chapter III

NEGOTIATION, INTRODUCTION OF CANDIDATES FOR ELECTIONAS NATIONAL ASSEMBLY DEPUTIES AND PEOPLE'S COUNCIL DEPUTIES

IN SUPPLEMENTARY ELECTIONS

IN A BY-ELECTION

Article 7. Work on consultation and introduction of candidates for supplementary elections

The work of consultation and introduction of candidates for supplementary elections of National Assembly deputies and People's Council representatives shall be organized and implemented in accordance with the provisions of Section 2 and Section 3 of Chapter V of the Law on Elections of National Assembly Deputies and People's Council Representatives, and related detailed regulations and guidance documents. The time for conducting consultations and introducing candidates for supplementary elections shall be carried out in accordance with the provisions of Article 8 of this Resolution.

Article 8. Time for conducting consultations and introducing candidates for supplementary elections

1. The first consultation meeting to agree on the structure, composition, and number of persons proposed as candidates for National Assembly deputies and People's Council representatives shall be held no later than 20 days before the date of the supplementary election.

2. After the first consultation meeting, agencies, organizations, units, villages, and residential wards allocated the number of persons to propose candidates shall select and introduce candidates no later than 19 days before the date of the supplementary election.

3. The second consultation meeting to agree on the preliminary list of candidates for National Assembly deputies and People's Council representatives shall be held no later than 16 days before the date of the supplementary election.

4. The meeting of voters to collect opinions and trust of voters at their place of residence and workplace (if applicable) regarding candidates for National Assembly deputies and People's Council representatives shall be conducted no later than 14 days before the date of the supplementary election.

5. The third consultation meeting to select and establish the list of persons meeting the criteria to run as candidates for National Assembly deputies and People's Council representatives shall be held no later than 12 days before the date of the supplementary election.

Chapter IV

IMPLEMENTING PROVISIONS

Article 9. Implementation Provisions

1. This Resolution takes effect from November 1, 2025.

2. Resolution No. 1186/2021/UBTVQH14 dated January 11, 2021 of the Standing Committee of the National Assembly detailing and guiding the organization of voter meetings; the introduction of candidates for commune-level People's Council representatives in villages and residential wards; the consultation and introduction of candidates, establishment of candidate lists for National Assembly deputies and People's Council representatives in supplementary elections shall cease to be effective from the date this Resolution takes effect.

3. During the implementation of this Resolution, if there are difficulties or obstacles, agencies, organizations, and units shall report to the Standing Committee of the National Assembly for timely guidance.
