Decree No. 1010/ND on the criteria for recognizing the eradication of illiteracy for family units, communes, enterprises, agricultural farms, forest farms, construction sites, counties, and provinces, as well as the inspection and recognition procedures for the eradication of illiteracy.

OF THE MINISTRY OF EDUCATION DECREE NO. 1010/ND ON OCTOBER 10, 1956 REGULATING
STANDARDS FOR RECOGNITION OF ERADICATION OF ILLITERACY FOR
HOUSEHOLDS, COMMUNITIES, COLLECTIVES, AGRICULTURAL COLONIES, FORESTRY COLONIES, INDUSTRIAL COLONIES, COUNTIES, PROVINCES AND SPORTS INSPECTION UNITS,
PERSONNEL RESPONSIBLE FOR ERADICATION OF ILLITERACY

THE MINISTER OF EDUCATION AND TRAINING

- Pursuant to Decree No. 119-SL dated July 9, 1946 establishing the Ministry of Education; - Pursuant to Decree No. 317-ND dated May 26, 1956 of the Ministry of Education regulating standards for recognition of eradication of illiteracy;

- At the proposal of the Director of the Popular Education Department;

DECREE

Article 1 - Recognized as having completed the eradication of illiteracy: households, communities (or neighborhoods, towns), collectives, agricultural colonies, forestry colonies, industrial colonies at the county level (or district, region, city), provinces, (or cities), all people within these units, except those with disabilities and special cases (to be recognized and decided on by the competent authority examining each case specifically), within the age range required to eradicate illiteracy, must have the level specified in Decree No. 317-ND dated May 26, 1956 of the Ministry of Education.

Article 2 - The age range required to eradicate illiteracy is defined as follows:

- AT Hanoi: from 8 to 50 years old;

- AT other places: from 12 to 50 years old;

- For 1956, for communities eradicating illiteracy for individuals aged 16 to 50, they will be recognized as having completed the eradication of illiteracy and noted as having completed the eradication of illiteracy from 16 to 50 years old, but in 1957, there must be a plan to complete the eradication of illiteracy for individuals aged 12 to 15.

- AT ethnic minority regions: from 12 to 45 years old.

Article 3 - Recognition procedure: whenever a unit meets the above standards, the administrative committee and the relevant agency shall report to the higher level. Upon receiving the report, the administrative committee and the competent educational authority shall organize inspection teams to review the achievements and make a decision to recognize them.

Article 4 - Inspection and recognition responsibilities are assigned as follows:

- Recognition of a household: the village reports and proposes, the People's Committee of the community (neighborhood) inspects and recognizes.

- Recognition of a community (neighborhood) or colony, agricultural colony, forestry colony, collective, town: the People's Committee of the county reports and proposes, the People's Committee of the province (or city) and the Department of Education inspect and recognize.

- Recognition of a county (district, region, city): the People's Committee of the province and the Department of Education (or the People's Committee of the city, the Department of Education) inspect and recognize.

- Recognition of a province (city): the People's Committee of the region and the Regional Education Department report and propose, the Ministry of Education inspects and recognizes.

After inspecting and recognizing a unit that has completed the eradication of illiteracy, the People's Committees and educational authorities at the levels mentioned above must report specifically to the Ministry of Education.

ARTICLE 5 - The composition of the inspection team shall be determined by the People's Committee at the inspection level, with a representative of that level serving as the team leader. In cases where multiple units in the locality simultaneously complete the eradication of illiteracy, the People's Committee at that level may delegate the People's Committee at the next lower level to inspect and confirm, but the authority and responsibility for recognition remain decided and reported to the Ministry by the higher-level People's Committee.

Article 6 - The Heads of the Office of the Ministry of Education, the Director of the Popular Education Department, the Chairmen of the People's Committees of the Regions, Provinces... shall implement this decree.
