DECISION OF THE PRIME MINISTER

Regarding the establishment of the Logistics and Supplies Sub-committee for the APEC 2006 Summit

 

PRIME MINISTER

 

Pursuant to the Government Organization Law dated December 25, 2001;

Pursuant to Decision No. 195/2005/QD-TTg dated August 5, 2005 of the Prime Minister on the establishment of the National Preparatory Committee for organizing the Asia-Pacific Economic Cooperation 2006 Summit (APEC 2006);

At the proposal of the Minister and Head of the Government Office,

 

DECISION:

 

Article 1. Establish the Logistics and Supplies Sub-committee under the National Preparatory Committee for organizing the Asia-Pacific Economic Cooperation 2006 Summit (APEC 2006), consisting of representatives from the following agencies:

1. Mr. Nguyen Cong Su, Deputy Director General of the Government Office, Head of the Sub-committee;

2. Mr. Le Ngoc Trong, Deputy Minister of Health;

3. Mr. Nguyen Bich Dat, Deputy Minister of Planning and Investment;

4. Mr. Cao Lai Quang, Deputy Minister of Construction;

5. Mr. Le Nam Thang, Deputy Minister of Posts and Telecommunications;

6. Mr. Pham Tu, Deputy General Director of the Tourism General Department;

7. Mr. Hoang Van Dung, Deputy Chairman of the Vietnam Chamber of Commerce and Industry;

8. Mr. Vu Van Ninh, Deputy Chairman of the People's Committee of Hanoi City;

9. Mr. Nguyen Huu Tin, Deputy Chairman of the People's Committee of Ho Chi Minh City;

10. Mr. Bui Cong To, Senior Colonel, Deputy Commander of the Security Guard Command;

11. Mr. Nguyen Duc Nhanh, Deputy Director of the Hanoi Police Department;

12. Mr. Pham Quoc Truong, Director of the Hanoi Department of Transportation;

13. Mr. Vu Viet Hao, Director of the Administrative and Financial Affairs Bureau, Government Office;

14. Mr. Nguyen Van Thuc, Deputy Director of the Administrative and Public Finance Department, Ministry of Finance;

15. Mr. Mai Phuoc Dung, Deputy Director of the Protocol Department, Ministry of Foreign Affairs;

16. Mr. Nguyen Nam Cuong, Deputy Director of the International Relations Department, Government Office;

17. Ms. Pham Thu Ha, Deputy Director of the Administrative and Financial Affairs Bureau, Government Office;

Article 2. The APEC 2006 Logistics and Supplies Sub-committee shall be responsible for directing and organizing the logistics support for the APEC 2006 Summit held in Vietnam with the following specific tasks:

- Ensuring funding for the organization of APEC 2006: preparing the total budget for the meetings, guiding expenditure for the meetings including the level of financial support provided by the Vietnamese Government for the delegations attending the meetings, consolidating and finalizing the budget;

- Ensuring all transportation means for delegates and the Organizing Committee, being responsible for managing vehicles (cars) during the APEC 2006 Summit;

- Ensuring accommodation for the delegations;

- Preparing gifts, office supplies, and formal attire for the delegation leaders;

- Preparing conference halls and meeting rooms for all sessions according to the APEC 2006 program;

- Preparing translation equipment and office equipment;

- Decorating venues where events take place (excluding decoration at airports and on streets);

- Ensuring communication services for the Organizing Committee and delegates at the main event locations (telephones, walkie-talkies, fax machines, internet...);

- Organizing banquets, receptions, and meals for delegates and the Organizing Committee according to the meeting programs;

- Preparing staff to serve the activities;

- Ensuring medical services;

- Mobilizing units and individuals to sponsor the organization of the APEC 2006 Summit; - Editing and publishing the APEC 2006 Logistics Handbook;

- Other tasks as directed by the Chair of the National Committee for APEC 2006.

Article 3. The APEC 2006 Logistics and Supplies Sub-committee operates on a part-time basis, mobilizing and utilizing the machinery and personnel under the management of participating agencies. It may use the seal of the Government Office. The permanent working group assisting the Sub-committee is the Administrative and Financial Affairs Bureau of the Government Office;

- The Head of the Sub-committee decides on the division of labor, regulations on cooperation, and regular coordination meetings to ensure flexible and effective handling of work;

- The APEC 2006 Logistics and Supplies Sub-committee will operate from the date this Decision takes effect until the completion of the material and logistical support tasks for the APEC 2006 Summit.

Article 4. This Decision takes effect from the date of signature. Ministers, Heads of agencies, and those named in Article 1 are responsible for implementing this Decision./.
