Vu Quang National Park, Ha Tinh Province.
PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
WHEREAS EDUCATION The Law on Protection and Development of Forests dated August 12, 1991;
Considering the proposal of the Ministry of Agriculture and Rural Development (Circular No. 1674/BNN-KL dated July 6 24, 2002) and that of the People's Committee of Ha Tinh Province (Report number No. 97/Td.1. Amount of taxable income in Vietnam:/UB-NL2 dated July 23, 2002),
DECISION:
Article 1. Convert the Vu Quang Nature Reserve in Ha Tinh Province to a national park within the system of special-use forests in Vietnam, including the following contents:
1. Name: Vu Quang National Park.
2. Location, geographic coordinates, area of Vu Quang National Park:
- Geographical location:
Vu Quang National Park is located in the northwest of Ha Tinh Province, 75 kilometers from Ha Tinh city.
- East bordering Hoa Hai Commune, Huong Ke District.
- West bordering Son Kim Commune, Huong Son District.
- South bordering the Vietnam-Laos border.
- North bordering Son Tay Commune, Huong Son District, and Xuan Dai, Xuan Minh Communes, Vu Quang District.
- Geographic coordinates:
+ From 18°09' to 18°26' north latitude,
+ From 105°16' to 105°33' east longitude.
- Area and functional zones:
Total area: 55,028.9 hectares.
Where:
- Strictly protected zone: 38,800.0 hectares.
- Ecological restoration zone: 16,184.9 hectares.
- Administrative and service zone: 44.0 hectares.
The buffer zone of Vu Quang National Park has an area of 6,254.4 hectares, including Hoa Dien, Hoa Quang, Xuan Dai, Xuan Minh, Xuan Tho Communes (Vu Quang District), Hoa Hai Commune (Huong Ke District), Son Tay, Son Kim Communes (Huong Son District), and part of Son Tho Commune (Vu Quang District).
3. Objectives and tasks of Vu Quang National Park:
- To conserve the standard model of the Northern Truong Son forest ecosystem, preserving the biodiversity characteristic of the southwestern region of Zone IV, adjacent to the Vietnam-Laos border.
- To contribute to maintaining ecological balance and increasing forest coverage, ensuring environmental security and sustainable natural economic development in Zone IV, while promoting the values of the forest ecosystem for scientific research, sightseeing, and ecotourism.
Article 2. Assign the People's Committee of Ha Tinh Province to directly manage Vu Quang National Park.
The Chairman of the People's Committee of Ha Tinh Province shall be responsible for:
- Submitting to the competent authority for approval of the investment project for construction and development of Vu Quang National Park and the investment project for construction and development of the buffer zone of Vu Quang National Park in accordance with current regulations.
- Submitting to the competent authority for approval of the ecotourism development project within Vu Quang National Park.
Article 3. Regarding the organization and management structure of Vu Quang National Park:
Assign the Chairman of the People's Committee of Ha Tinh Province to decide on the organizational structure and management apparatus of Vu Quang National Park based on the provisions of the Regulation on Management of Special-Use Forests, Protective Forests, and Naturally Produced Timber Forests issued together with Decision No. 08/2001/QĐ-TTG dated January 11, 2001 of the Government Prime Minister and the consensus of the Ministry of Agriculture and Rural Development, the Organizational Cadre Department of the Government.
Article 4. THIS DECISION SHALL TAKE EFFECT 15 DAYS AFTER THE DATE OF SIGNATURE.
Ministers, Heads of ministerial-level agencies, and government-affiliated agencies, Chairman of the People's Committee of Ha Tinh Province are responsible for implementing this Decision./.
