Pursuant to the Law on Organization of the Government dated December 25, 2001;

To implement the Resolution of the Ninth Plenary Session of the Central Committee of the Ninth Term on accelerating administrative reform to enhance the effectiveness and efficiency of state administrative management;

At the request of the Minister of Home Affairs,

DECISION:

Article 1. Position and Functions

The Government Administrative Reform Steering Committee is reorganized based on the Government Administrative Reform Steering Committee established under Decision No. 200/1998/QĐ-TTg dated October 14, 1998 of the Prime Minister (hereinafter referred to as the Steering Committee), which is an organization with the function of advising, consulting, and assisting the Prime Minister in directing, guiding, implementing, inspecting, and supervising the government's administrative reform work.

Article 2. Tasks of the Steering Committee

1. Studying and proposing important policies and solutions to accelerate the government's administrative reform work; developing annual and phased administrative reform work programs and plans.

2. Directing, guiding, urging, inspecting, and evaluating the implementation of the government's administrative reform program and plan at ministries, ministerial-level agencies, government-affiliated agencies, provincial people's committees, and centrally-administered city people's committees.

3. Assisting the Prime Minister in reviewing the contents of important projects and proposals on administrative reform prepared by the Ministry of Home Affairs, relevant ministries, sectors, and localities, draft Resolutions, Decrees of the Government, and Decisions, Directives of the Prime Minister primarily related to administrative reform, before submitting them for consideration and decision by the Government and the Prime Minister.

4. Submitting periodic and ad hoc reports to the Government and the Prime Minister on the implementation of the government's administrative reform program and plan; directing interim and final evaluations of pilot models of the Steering Committee on administrative reform in ministries, sectors, and localities.

5. Assisting the Prime Minister in directing and guiding the implementation of the Comprehensive Program for State Administrative Reform for the period 2001-2010.

Article 3. Authorities of the Steering Committee

1. Establishing sub-committees or working groups to assist the Steering Committee in researching, guiding, and summarizing important issues according to the government's administrative reform program and plan.

2. Being invited to attend sessions of the Government, meetings chaired by the Prime Minister or Deputy Prime Minister, and meetings of ministries, sectors, and local authorities related to the tasks of the Steering Committee.

3. Inviting leaders of ministries, sectors, local authorities, and representatives of other relevant agencies and organizations to attend meetings and working sessions of the Steering Committee.

4. Requesting ministries, sectors, local authorities, state agencies, organizations, and individuals to provide information and materials necessary for the implementation of the Steering Committee's tasks.

5. Organizing cooperation and collaboration with agencies, organizations, management experts, and scientists to research issues related to state administrative reform.

Article 4. Members of the Steering Committee

1. Chairman: Prime Minister Phan Van Khai.

2. Vice Chairman in charge: Deputy Prime Minister Nguyen Tan Dung.

3. Vice Chairman: Minister of Home Affairs Do Quang Trung.

- One Deputy Minister of Interior;

- Minister and Director of the Government Office Do Manh Giao;

- Minister of Justice Uong Chu Luu;

- Minister of Finance Nguyen Sinh Hung;

- Deputy Head of the Party Organization Commission Ta Xuan Dai;

- Head of the Prime Minister's Research Board Tran Xuan Gia.

5. Other members of the Steering Committee will be supplemented as required by the government's administrative reform tasks.

The Steering Committee has a Secretariat to assist in its work. The number of Secretariat members is decided by the Chairman of the Government Administrative Reform Steering Committee.

Article 5. Implementation Provisions

This Decision takes effect fifteen days from the date of publication in the Official Gazette. Previous regulations contrary to this Decision are abolished.

Members of the Steering Committee, Secretariat members, Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairmen of provincial people's committees, and Chairmen of centrally-administered city people's committees are responsible for implementing this Decision./.
