DECISION
Regarding the approval of the Plan for the reorganization and renovation of state-owned enterprises under the Ministry of Construction for the period 2005-2006

PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the State Enterprise Law dated November 26, 2003;
Pursuant to Decree No. 180/2004/NĐ-CP dated October 28, 2004 of the Government on the establishment, restructuring, and dissolution of state-owned companies;
Pursuant to Decision No. 155/2004/QĐ-TTg dated August 24, 2004 of the Prime Minister on issuing criteria and classification lists for state-owned companies and independent accounting subsidiaries of state-owned holding companies;
Considering the proposal of the Minister of Construction,
DECISION:
Article 1.
Approves the Plan for the reorganization and renovation of state-owned enterprises under the Ministry of Construction for the period 2005-2006 as set out in the attached Appendix.
Article 2.
The Minister of Construction shall be responsible for:
1. Directing the implementation of the reorganization and renovation of directly subordinate state-owned enterprises in accordance with the contents and schedule approved in Article 1.
2. Developing a proposal to form the Vietnam Cement Industry Group, with the Vietnam Cement Corporation as the core, involving other holding companies operating in the materials and construction machinery sectors, to be submitted to the Prime Minister in the third quarter of 2005;Prime Minister of the Government in the third quarter of 2005;
3. Proactively implementing other forms of reorganization appropriate to enterprises that are subject to shareholding but cannot be listed.
4. By the second quarter of 2005, select a list and develop a pilot plan for the shareholding of some public institutions, to be submitted to the Prime Minister for approval to implement.
Article 3.
The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
The Ministry of Construction, the Ministry of Finance, the Ministry of Planning and Investment, the Ministry of Home Affairs, the Ministry of Labor, Invalids and Social Affairs, the Governor of the State Bank of Vietnam, and the heads of relevant agencies shall be responsible for enforcing this Decision.
