CIRCULAR

Regulations on the Award for "Outstanding Young Faces of Public Security"

Pursuant to the Law on Competition and Reward dated November 26, 2003 and the Law Amending and Supplementing Certain Provisions of the Law on Competition and Reward dated November 16, 2013;

Pursuant to the Law on People's Police dated November 20, 2018;

Pursuant to Decree No. 91/2017/ND-CP dated July 31, 2017 of the Government detailing the implementation of certain provisions of the Law on Competition and Reward;

Pursuant to Decree No. 01/2018/NĐ-CP dated August 6, 2018 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Public Security;

At the proposal of the Director of the Political and Ideological Work Department;

The Minister of Public Security issues this Circular regulating the Award for "Outstanding Young Faces of Public Security."

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation and Applicability

Article 1. This Circular stipulates the criteria, procedures, and formalities for examining and presenting the Award for "Outstanding Young Faces of Public Security."

2. Scope of application: Officers, non-commissioned officers, students, workers, and contractual employees in the People's Public Security force who are not older than 35 years old (as of December 31 of the year in which the award is considered), currently participating in the Communist Youth Union Ho Chi Minh at units under the Ministry of Public Security and provincial-level public security forces (hereinafter referred to as young faces).

Article 2. Purpose of the award

1. To honor young faces in the People's Public Security force with outstanding achievements in work, combat, study, labor, training, research, application of science and technology, literature, art, publishing, journalism, and sports.

2. To encourage, motivate, and create incentives for young people in the Public Security force to play a pioneering role, be creative, and volunteer in national security protection, social order and safety assurance, crime prevention and suppression, and violations of laws, Party building, and development of the People's Public Security force.

3. To nurture, develop, and enhance the quality of young human resources in the People's Public Security force to meet the requirements of national construction and defense, and international integration in the new situation.

Chapter II

SPECIFIC PROVISIONS

Article 3. Criteria for awarding the prize

1. General Standards

Possess strong political resolve, good moral character, healthy lifestyle; have organizational discipline awareness, strictly adhere to the Party's policies and guidelines, state policies and laws, and regulations of the Public Security sector; complete assigned tasks well; have notable personal reputation and influence within the unit, locality, and society.

2. Specific Standards

Individuals are eligible for the award if they meet one of the following criteria:

a) Achieve many merits or outstanding achievements in national security protection and social order and safety maintenance, awarded one of the following forms of state-level commendation: Medal, Badge, State Honorary Title, Ho Chi Minh Prize, State Prize, Prime Minister's Commendation;

b) Win a national or international scientific award; have an initiative with high effectiveness, recognized by the Minister of Public Security as having a wide impact throughout the Public Security force; lead a scientific project or topic at the ministry level or higher, successfully evaluated as excellent, applied or potentially applicable in practical work of the Public Security force;

c) Win first place or gold medal in a national competition; achieve a formal award or medal in international competitions in fields such as science, technology, engineering, literature, art, publishing, journalism, sports;

d) Graduate as top student from a centralized university program at police academies or universities; win first place in national subject Olympiads or third place or higher in international exams;

đ) Serve as Secretary of a grassroots-level or higher Communist Youth Organization in the Public Security force for three consecutive years, achieving the title of "Model Worker," and during those three years, the organization where they work has received at least one Outstanding Flag of Excellence from the Central Committee of the Communist Youth Union Ho Chi Minh.

Article 4. Quantity and form of awards

1. Quantity of awards to be granted: Each year, the Minister of Public Security shall grant the award "Outstanding Young Face of Public Security" to no more than 20 individuals. Among them, the ratio of individuals receiving the annual award according to Point d Clause 2 Article 3 of this Circular shall not exceed 20%.

2. Form of awards:

a) Trophy for the award "Outstanding Young Face of Public Security";

b) Certificate of recognition accompanied by a Commendation Decree of the Minister of Public Security;

c) Monetary or tangible prize with a value of VND 5,000,000 (Five million dong).

Article 5. Advisory Board for the Award "Outstanding Young Face of Public Security"

1. The Advisory Board for the Award "Outstanding Young Face of Public Security" (hereinafter referred to as the Advisory Board) includes:

a) Comrade Deputy Minister in charge of Party work and political work in the People's Public Security, Chairman of the Board;

b) Director of the Department of Party Work and Political Work, Vice-Chairman of the Board;

c) Heads of units: Office of the Ministry of Public Security, Department of Science, Strategy and History of Public Security, Department of Mass Mobilization for National Security, Department of Organization and Cadre Affairs, Department of Training, Department of Public Security Communication, Department of Planning and Finance, and Secretary of the Communist Youth Union of Ho Chi Minh City under the Ministry of Public Security are members of the Board. The Head of the department responsible for advising on state management of youth affairs in the People's Public Security under the Department of Party Work and Political Work is a member and secretary of the Board.

2. The Advisory Board operates on a part-time basis and is directed by the Chairman of the Board. The Chairman of the Board is responsible to the Minister for the activities of the Advisory Board. The Department of Party Work and Political Work is the Standing Office of the Board.

3. Responsibilities of the Advisory Board:

a) Review and approve the files and criteria of individuals proposed for the award to ensure objectivity, transparency, correct target, and report to the Minister for decision;

b) Study and propose to the Minister to approve and sign commendation decrees, approve award trophies, certificates of recognition for the award "Outstanding Young Face of Public Security", and tangible prizes (if any);

c) Consider and propose creating financial conditions and other conditions for individuals receiving the award to continue implementing scientific research projects and improving their qualifications.

Article 6. Procedures and Files for Granting Awards

1. Time of granting awards:

a) The award "Outstanding Young Face of Public Security" is granted once a year during the anniversary of the Communist Youth Union of Ho Chi Minh City (March 26);

b) Achievements for award consideration are counted from December 15 of the previous year to December 14 of the year of award consideration. For cadres of the Communist Youth Union, achievements are counted from December 15 three years prior to December 14 of the year of award consideration;

c) For individuals belonging to public security academies and universities, achievements of the most recent academic year are considered for award granting.

2. Procedure for award granting:

a) Annually, based on the criteria for award granting, the head of the public security unit or locality directs the department responsible for advising on state management of youth affairs to organize reviews, prepare individual files meeting the award criteria, and report and propose to the Competition and Reward Council of the public security unit or locality before December 20 each year.

b) The Competition and Reward Council of the public security unit or locality organizes selection, prepares files according to the provisions of Clause 3 of this Article, and sends them to the Advisory Board (through the Standing Office of the Advisory Board) before December 31 each year. In cases where there are multiple qualified files, each unit or locality may propose no more than 03 files specified in different points of Clause 2 Article 3 of this Circular.

c) The Standing Office of the Advisory Board compiles lists, verifies, and assesses conditions; quantity and criteria to submit to the Advisory Board;

d) The Advisory Board convenes to review and approve, and submit to the Minister for decision;

e) During the period from the time of review to the award presentation, if the individual proposed for the award violates the standards regarding political quality, morality, lifestyle, discipline, or law, the head of the public security unit or locality where the violation occurred must immediately report in writing to the Advisory Board (through the Standing Office of the Advisory Board), and that individual will not be awarded.

3. Files for Proposing Award Consideration:

a) Proposal for award consideration by the head of the public security unit or locality;

b) Minutes of the meeting for selection by the Competition and Reward Council of the public security unit or locality;

c) Summary of achievements of the individual confirmed by the head of the public security unit or locality; opinions of the people or related sectors on the individual's achievements (if any); four portrait photos measuring 4cm x 6cm (wearing winter uniform, cap if a public security officer; if a public security worker or contractual laborer, wearing formal attire);

c) Copies of diplomas, certificates, certificates of recognition, medals, commendations, or scientific assessment and evaluation reports of the individual confirmed by the head of the public security unit or locality.

Article 7. Benefits for prize winners

1. Receive the prize as specified in Clause 2, Article 4 of this Circular.

2. Be recorded in the Traditional Golden Book of Youth of the People's Police.

3. Be considered for financial support and other conditions to continue implementing scientific research projects and enhancing their qualifications (upon the recommendation of the Advisory Board for Award Assessment).

4. Be given priority consideration in training, development, planning, appointment, placement, and utilization of cadres.

Article 8. Presentation of Prizes

1. The Political and Ideological Work Department advises and assists the Ministry of Public Security in organizing the annual award ceremony for the "Outstanding Young Public Security Face" Prize in accordance with regulations, ensuring solemnity, practicality, avoiding ostentation, formality, and waste.

2. The National Public Security Communication Department organizes publicity and promotion of the prize on various mass media channels.

Article 9. Prize Budget

1. The prize budget includes: Prize money for individual winners; costs for organizing the award ceremony; production of prize symbols, certificates, certificate frames, commendation frames, and the traditional golden book, which are funded from the regular annual budget allocated by the Ministry of Public Security to the Political and Ideological Work Department.

2. Financial support for individuals to continue their scientific research projects and enhance their qualifications is coordinated by the Political and Ideological Work Department with relevant units to report to the Ministry of Public Security for consideration and decision.

3. All funds are managed, utilized, and settled according to current regulations.

Chapter III

IMPLEMENTING PROVISIONS

Article 10. Effective Date

This Circular takes effect from December 6, 2021, replacing Circular No. 59/2013/TT-BCA dated November 19, 2013, issued by the Minister of Public Security regarding the Outstanding Youth Public Security Award.

Article 11. Responsibility for Implementation

1. Heads of public security units at all levels and related agencies, organizations, and individuals are responsible for implementing this Circular.

2. The Director of the Political and Ideological Work Department is responsible for assisting the Minister in overseeing, guiding, and inspecting the implementation of this Circular.

3. In case of difficulties or obstacles during implementation, public security units should report to the Ministry (through the Political and Ideological Work Department) for timely guidance./.
