Pursuant to Article 53 of the Constitution of the Democratic Republic of Vietnam,

In light of the urgent situation, in order to strengthen national defense forces, defeat all plots and acts of war by the United States imperialists, protect independence, sovereignty, territorial integrity, and security of the country, as well as freedom, happiness, and peaceful labor achievements of our people,

At the proposal of the Council of Ministers,

DECIDES:

1. To mobilize a portion of reserve officers, non-commissioned officers, soldiers, and citizens in the military reserve who have not yet been called to active duty.

2. The Council of Ministers shall develop a localized mobilization plan and lead its implementation to ensure both strengthening national defense forces to the necessary extent and ensuring construction and development of the national economy according to the State's plans./.
