Regulations on the functions, tasks, powers, and organizational structure of the Customs Newspaper under the General Department of Customs

THE MINISTER OF FINANCE

Pursuant to Decree No. 178/2007/ND-CP dated December 3, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;
Pursuant to Decree No. 118/2008/NĐ-CP dated November 27, 2008, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Pursuant to Decision No. 02/2010/QD-TTg dated January 15, 2010 of the Prime Minister stipulating the functions, tasks, powers, and organizational structure of the General Department of Customs;
Considering the proposal of the Director-General of the General Department of Customs and the Head of the Personnel Department,

DECISION:

Article 1. Position and Functions

1. The Customs Newspaper is a state-owned enterprise under the General Department of Customs, tasked with assisting the Director-General of the General Department of Customs in implementing information dissemination, publicity, and exchange on policies, legal regulations, and professional matters in the fields of finance, budget, and customs; providing information on customs activities and related organizations and agencies according to the provisions of the law.

2. The Customs Newspaper has legal personality, its own seal, and is entitled to open accounts at the State Treasury and banks in accordance with the law.

The main office of the Customs Newspaper is located in Hanoi City.

Article 2. Tasks

1. Editing and publishing the printed version of the Customs Newspaper and the electronic version of the Customs Newspaper in accordance with the editorial guidelines, purposes, and regulations set forth in the press operation permit issued by the Ministry of Information and Communications.

2. Timely, accurately, objectively, and truthfully reporting on customs activities and domestic and international political, economic, cultural, and social situations.

3. Promptly disseminating the Party's guidelines and state policies, customs regulations, and relevant information from customs authorities of other countries.

4. Reflecting and guiding public opinion, serving as a forum contributing to the supplementation, amendment, and improvement of the Party's guidelines and state policies, including laws in the customs sector.

5. Identifying and promoting exemplary models and new factors in the implementation of customs policies and laws; criticizing and opposing violations of the law and negative phenomena in the enforcement of customs laws.

6. Organizing the distribution of the Customs Newspaper, implementing advertising, and providing other journalism services in accordance with the law.

7. Managing staff, officials, finances, and assets assigned in accordance with the law and the delegation of personnel management by the Ministry of Finance.

8. Establishing a network of correspondents and information providers for the Customs Newspaper throughout the country.

9. Fulfilling other tasks assigned by the Director-General of the General Department of Customs and as prescribed by the law.

Article 3. Powers

1. Requesting units and individuals to provide documents, files, and materials related to the assigned tasks in accordance with the law.

2. Signing explanatory documents, responses, or work-related correspondence within the scope of the Customs Newspaper's management.

3. Linking and signing contracts with organizations and individuals both domestically and internationally to fulfill assigned tasks in accordance with the law.

Article 4. Organizational Structure

The organizational structure of the Customs Newspaper includes:

1. Newsroom.

2. Editorial Office.

3. Management Room.

4. Distribution and Advertising Room.

5. Electronic Customs Newspaper Room.

6. Branch in Ho Chi Minh City.

Specific tasks of the Rooms and Branches of the Customs Newspaper shall be stipulated by the Director-General of the General Department of Customs.

Article 5. Leadership

1. The Customs Newspaper has an Editor-in-Chief and several Deputy Editors-in-Chief.

The Editor-in-Chief is responsible before the Director-General of the General Department of Customs and the law for all activities of the Customs Newspaper; Deputy Editors-in-Chief are responsible before the Editor-in-Chief and the law for the tasks they are assigned.

2. The appointment, dismissal, and removal of the Editor-in-Chief, Deputy Editors-in-Chief, and other leadership positions of the Customs Newspaper shall be carried out in accordance with the law and the delegation of personnel management by the Ministry of Finance.

Article 6. Establishment and Operating Budget

1. The establishment of the Customs Newspaper shall be decided by the Director General of the General Department of Customs within the total establishment assigned.

2. The operating budget of the Customs Newspaper shall be provided from the budget of the General Department of Customs and other revenues as prescribed by law.

Article 7. Effectiveness and Responsibility for Implementation

1. This Decision takes effect from the date of signing and replaces Decision No. 35/2003/QĐ-BTC dated March 17, 2003 of the Minister of Finance on the functions, tasks, powers, and organizational structure of the Customs Newspaper under the General Department of Customs.

2. The Director General of the General Department of Customs, the Head of the Cadre and Civil Servant Organization Department, the Director of the Ministry of Finance's Office, and the Heads of units under and affiliated with the General Department of Customs are responsible for implementing this Decision./.
