OF THE MINISTRY OF FINANCE NUMBER 10224 TC/TCT DATED OCTOBER 26, 2001 REGARDING THE COLLECTION AND PAYMENT OF FEES FOR LICENSES TO CONDUCT ADVERTISING ACTIVITIES

RESPECTED: Ministry of Culture and Information
In response to the letter number 4132/VHTT-TCKT dated October 12, 2001 from the Ministry of Culture and Information regarding the collection and payment of fees for licenses to conduct advertising activities, the Ministry of Finance provides the following comments:
According to Point 2, Section VI of Circular No. 54/1999/TT-BTC dated May 10, 1999 issued by the Ministry of Finance guiding the implementation of Decree No. 04/1999/NĐ-CP dated January 30, 1999 of the Government on fees and charges under the State budget, it states: "For types of fees and charges that have been promulgated in accordance with the content and authority stipulated in Article 8 of Decree No. 04/1999/NĐ-CP shall continue to be implemented according to the provisions of those documents." Subsequently, the Ministry of Finance issued Letter No. 384 TC/TCT dated January 31, 2000 guiding: "Until new regulations are promulgated, types of fees and charges listed in the fee and charge list attached to Decree No. 04/1999/NĐ-CP that have been specified by the Government, Ministry of Finance or People's Committees of provinces and centrally-administered cities (regardless of whether they were issued before or after the effective date of Decree No. 04/1999/NĐ-CP) shall temporarily continue to be implemented until new regulations are promulgated."
Therefore, in 2001, the collection and payment of fees for licenses to conduct advertising activities shall be carried out according to Circular No. 28 TT/LB dated May 30, 1996 issued by the Ministry of Finance and the Ministry of Culture regarding the system of collection, payment, and management and use of fees for licenses to conduct advertising activities.
We request the Ministry of Culture and Information to inform the Departments of Culture and Information in provinces and centrally-administered cities and implement accordingly.
