THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT
Pursuant to Decree No. 73/CP dated November 1, 1995 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to Decision No. 406/TTg dated June 17, 1996 of the Prime Minister on the restructuring of schools for agricultural management and rural development cadres;
These regulations are hereby promulgated along with this Decision "Regulations on the Transfer, Rotation, and Temporary Assignment of Officials and Civil Servants of the Government Inspectorate."
DECISION:
Article 1. The Agricultural Management and Rural Development Cadre School II (CBQLNN-PTNT.II) is a public service training unit under the Ministry of Agriculture and Rural Development.
The School CBQLNN-PTNT.II has legal personality, its own seal, and operational funds provided by the State budget, and is entitled to open an account at the State Treasury.
The main office of the School is located at No. 45 Dinh Tien Hoang Street, District I, Ho Chi Minh City (the former Food Industry Management School); the School has a training and development facility located in Thuan An District, Song Be Province (the former Forestry Management School Branch).
Article 2. The School has the following primary tasks:
1. Training and developing management cadres, civil servants, and employees for institutions within the agriculture and rural development sector.
2. Training and developing production and business management cadres and specialized professionals for various economic sectors within the agriculture and rural development sector.
3. Training and developing agricultural extension workers, forestry extension workers, and natural resource and environmental managers.
4. Researching programs and topics related to state administration management, business management, and socio-economic issues in the agriculture and rural development sector.
5. Linking and cooperating with domestic and foreign organizations, training institutions, research centers, and production and business entities.
6. Managing the organization, staffing, and assets of the School in accordance with general State regulations.
Article 3. The organizational structure of the School includes:
1. Leadership:
+ Director
+ Deputy Directors
The Director is responsible to the Minister of Agriculture and Rural Development and the law for leading and managing all activities of the School.
Deputy Directors assist the Director and are responsible for specific areas of work assigned by the Director.
2. Functional Departments:
+ Training and Science Department
+ Organization and Administrative Affairs Department
+ Management Department
+ Finance and Accounting Department
3. Specialized Faculties and Departments:
+ Civil Servant and Employee Faculty
+ Business Management Faculty
+ Specialized Rural Development Faculty
+ Basic Faculty
Depending on teaching requirements, the Director will establish specialized departments.
Article 3. The Head of the Office, the Director of the Personnel Department, the Director of the Agricultural Management and Rural Development Cadre School II, and the heads of relevant units are responsible for implementing this Decision.
