Agricultural Management and Rural Development I

Pursuant to Decree No. 73/CP dated November 1, 1995 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to Decision No. 406/TTg dated June 17, 1996 of the Prime Minister on the restructuring of schools under the Ministry of Agriculture and Rural Development;
These regulations are hereby promulgated along with this Decision "Regulations on the Transfer, Rotation, and Temporary Assignment of Officials and Civil Servants of the Government Inspectorate."

Article 1. The Agricultural Management and Rural Development School I (CBQLNN-PTNT.I) is a public service training institution directly subordinate to the Ministry of Agriculture and Rural Development.
The School CBQLNN-PTNT.I has legal personality, its own seal, and operational funds provided by the State budget, and is entitled to open accounts at the State Treasury.
The main office of the School is located in Thanh Tri District - Hanoi City (the old Agricultural Management School); the School has Training and Refresher Center 1 located in Dong Da District - Hanoi City (the old Water Resources Management School) and Training and Refresher Center 2 located in Dong Anh District - Hanoi City (the old Forestry Management School).
Article 2. The School has the following main tasks:
1. Training and refresher courses for management cadres, civil servants, and employees for institutions within the Agriculture and Rural Development sector.
2. Training and refresher courses for production and business management cadres and specialized professional staff from various economic sectors for the Agriculture and Rural Development sector.
3. Training and refresher courses for agricultural extension workers, forestry extension workers, and natural resource and environmental management personnel.
4. Researching programs and topics related to state administration management, business management, and socio-economic issues of the Agriculture and Rural Development sector.
5. Linking and cooperating with domestic and foreign organizations, training institutions, research centers, and production and business entities.
6. Managing the organization, staffing, and assets of the School in accordance with general State regulations.
Article 3. The organizational structure of the School includes:
1. Leadership:
+ Rector
+ Deputy rectors
The Rector is responsible before the Minister of Agriculture and Rural Development and the law for leading and managing all activities of the School.
Deputy rectors assist the Rector and are responsible for specific areas of work assigned by the Rector.
2. Functional Departments:
+ Department of Training and Science
+ Department of Organization and Administration
+ Department of Management
+ Department of Finance and Accounting
3. Specialized Faculties and Departments:
+ Faculty of Civil Servants and Employees + Faculty of Business Management
+ Faculty of Specialized Agricultural and Rural Development Professions
+ Basic Faculty.
Depending on teaching requirements, the Rector will establish specialized departments.
The functions, tasks, human resources organization, and operational regulations of training and refresher centers and other organizations under the School shall be established by the Rector and submitted to the Ministry for approval.
Article 4. The Director of the Office, the Head of the Cadre and Civil Service Department, the Rector of the CBQLNN-PTNT.I School, and the Heads of relevant units are responsible for implementing this Decision.
