DECISION OF THE PRIME MINISTER

Regarding the conversion of the Chu Mom Ray Nature Reserve

to the Chu Mom Ray National Park in Kon Tum Province.

 

PRIME MINISTER

Pursuant to the Law on Organization dated December 25, 2001;

Pursuant to the Law on Forest Protection and Development dated August 12, 1991;

Considering the proposal of the Ministry of The Ministry of Agriculture and Rural Development (Circular No. 1676/BNN-KL dated June 24, 2002) and the proposal of the People's Committee of Kon Tum Province (Circular No. 24/TT-UB dated April 15, 2002),

 

DECISION:

Article 1. Convert the Chu Mom Ray Nature Reserve, located in Kon Tum Province, into a national park within the system of special-use forests in Vietnam, including the following contents:

1. Name: Chu Mom Ray National Park.

2. Location, boundaries, and coordinates.

The geographical location of the Chu Mom Ray National Park is situated in the northern part of the Central Highlands and the western part of Kon Tum Province, covering the territories of Sa Thay and Ngoc Hoi districts.

 To the north, it borders the administrative boundaries of the communes of Bor Y and Sala Long (Ngoc Hoi district).

 To the south, it borders the administrative boundaries of the communes of Mo Rai and Ya Sia.

 To the east, it borders the administrative boundaries of the communes of Ro Koi, Sa Nhon, and the town of Sa Thay.

To the west, it borders the border between Vietnam and Cambodia-Laos.

Geographical coordinates: From 14018' to 14038' north latitude,

Area and functional zones:

47' east longitude.

Where:

Total area: 56,621.0 hectares.

Strictly protected zone: 40,566.0 hectares.

Ecological restoration zone: 12,137.0 hectares.

Administrative service and tourism development zone: 3,918.0 hectares.

The buffer zone of the Chu Mom Ray National Park has an area of 188,749 hectares, including the communes of Bor Y and Sala Long (Ngoc Hoi district); Ro Koi, Sa Nhon, Sa Son, Mo Rai, Ya Sia, and the town of Sa Thay (Sa Thay district), Kon Tum Province.

3. Objectives and tasks of the Chu Mom Ray National Park:

 To conserve biodiversity, rare flora and fauna species, including 187 endangered species, protect primary vegetation in important habitats for flora and fauna.

Contribute to maintaining and protecting ecological balance, support forest protection, increase forest coverage in the upstream watershed areas for the Ya Ly hydropower project and rivers, lakes, and dams in the region, ensure environmental security and sustainable local natural and economic development.

Establish infrastructure and technical facilities to serve training, scientific research, and conservation and development of natural resources in the Northern Central Highlands.

Participate in international cooperation programs in the Indochina Peninsula on natural resource conservation and environmental protection in the tri-border area of Vietnam, Laos, and Cambodia. Prepare infrastructure conditions and other necessary conditions for the development of ecotourism, contributing to gradually stabilizing and improving the living standards of local residents.

Article 2. 4. Investment construction and development issues of the National Park, ecotourism, and organizational staffing shall be carried out in accordance with current state regulations.

The Chairman of the People's Committee of Kon Tum Province shall be responsible for:

Submitting to the competent authority for approval the investment and development project of the Chu Mom Ray National Park and the buffer zone development project of the Chu Mom Ray National Park in accordance with current regulations.

Submitting to the competent authority for approval the ecotourism development project within the Chu Mom Ray National Park.

Article 3. Regarding the organization and staff structure of the Chu Mom Ray National Park.

The Chairman of the People's Committee of Kon Tum Province shall decide on the organization and staff structure of the Chu Mom Ray National Park in accordance with the provisions of the Special-Use Forest Management Regulation, Protective Forests, and Natural Production Forests issued together with Decision No. 08/2001/QĐ-TTg dated January 11, 2001 of the Ministry of Agriculture and Rural Development, the Organizational and Cadre Affairs Office of the Government.

This Decision shall take effect fifteen days from the date of signature.

The Ministers, Heads of ministerial-level agencies, and Heads of government-affiliated agencies, and the Chairman of the People's Committee of Kon Tum Province shall be responsible for implementing this Decision./.
