Pursuant to the National Reserve Law No. 17/2004/PL-UBTVQH11 dated April 29, 2004;
Pursuant to the Government Decree No. 196/2004/NĐ-CP dated December 2, 2004 detailing the implementation of the National Reserve Law;
Pursuant to the Government Decree No. 05/2005/NĐ-CP dated January 18, 2005 on auctioning assets;
Pursuant to the Prime Minister's Directive No. 18/2006/CT-TTg dated May 15, 2006 on strengthening the implementation of the Government Decree No. 05/2005/NĐ-CP dated January 18, 2005 on auctioning assets;
Pursuant to the Government Decree No. 77/2003/NĐ-CP dated July 1, 2003 on the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Pursuant to the Prime Minister's Decision No. 270/2003/QĐ-TTg dated December 24, 2003 on the functions, tasks, powers, and organizational structure of the National Reserve General Department;
At the proposal of the Director of the National Reserve General Department,
DECISION:
Article 1. The Auction Regulations for State Reserve Goods directly managed by the National Reserve General Department are hereby promulgated along with this Decision.
Article 2. This Decision shall take effect fifteen days from the date of publication in the Official Gazette. The Decision No. 31/2004/QĐ-BTC dated April 6, 2004 of the Minister of Finance on the issuance of the Tender Regulations for the purchase and sale of State Reserve Goods and the Decision No. 21/2005/QĐ-BTC dated April 7, 2005 of the Minister of Finance on amending the Tender Regulations for the purchase and sale of State Reserve Goods issued together with Decision No. 31/2004/QĐ-BTC dated April 6, 2004 of the Minister of Finance are hereby repealed.
Article 3. The Director of the National Reserve General Department, the Head of the Financial Management Department, the Director of the Ministry of Finance's Office, the Heads of units under the Ministry of Finance, and the Heads of related units are responsible for implementing this Decision.
