PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the Law on Youth dated November 29, 2005;

Pursuant to the Vocational Training Law dated November 29, 2006;

Considering the proposal of the Minister of Labor, Invalids and Social Affairs and the First Secretary of the Central Committee of the Ho Chi Minh Communist Youth Union,

DECISION:

Article 1. Approves the Youth Vocational Training and Employment Support Program for the period 2008-2015, with the main contents as follows:

1. General objectives

a) Enhance the awareness of youth and the whole society about vocational training and career establishment.

b) Create breakthroughs in increasing the quantity and improving the quality of vocational training and employment for youth, thereby effectively utilizing labor resources, especially youth, to meet the requirements of industrialization, modernization, and international economic integration.

c) Contribute to strengthening unity and organizing the youth contingent, building strong Youth Union organizations.

2. Specific objectives

a) Support and create conditions for youth to borrow funds for vocational training, employment, and working abroad under existing state policies.

b) Support investment to enhance capacity and modernize 10 key job placement and vocational training centers of the Youth Union; train 60,000 cadres at all levels on vocational guidance and employment counseling; ensure that the percentage of youth accessing information on vocational guidance and job placement reaches 50% by 2010 and 75% by 2015.

c) Ensure that 100% of youth who wish to establish businesses are provided with entrepreneurship knowledge.

3. The Ho Chi Minh Communist Youth Union shall take the lead and organize the implementation of the following tasks:

a) Develop and implement the Project "Communication to Enhance Youth and Society's Awareness of Vocational Training and Career Establishment".

- Objective: To positively change perceptions of youth and society regarding vocational training and career establishment.

- Content: Promote and mobilize to raise awareness and consciousness about vocational training and career establishment among youth and society. Develop communication programs, counseling, career orientation, vocational training, career establishment, and employment; commend and honor outstanding individuals and groups.

- Leading agency: Ho Chi Minh Communist Youth Central Committee.

- Coordinating agencies: Ministry of Labor, Invalids and Social Affairs, Ministry of Education and Training, Ministry of Information and Communications, Vietnam Chamber of Commerce and Industry, Vietnam Television, and related agencies.

- Implementation funding: Provided annually from the state budget through the Central Committee of the Ho Chi Minh Communist Youth Union and other legitimate sources.

b) Develop and implement the Project "Counseling and Supporting Youth in Entrepreneurship and Career Establishment".

- Objective: To provide entrepreneurship knowledge to youth.

- Content: Develop counseling and support programs for youth in career establishment and entrepreneurship, training and enhancing entrepreneurship skills, transferring scientific and technological advancements, commending and honoring outstanding young enterprises and those excelling in business.

- Leading agency: Ho Chi Minh Communist Youth Central Committee.

- Coordinating agencies: Vietnam Chamber of Commerce and Industry, Ministry of Planning and Investment, Ministry of Industry and Trade, Ministry of Labor, Invalids and Social Affairs, and related agencies.

- Implementation funding: Provided annually from the state budget through the Central Committee of the Ho Chi Minh Communist Youth Union and other legitimate sources.

c) Invest in building model Career Guidance, Vocational Training, and Job Placement Centers of the Youth Union.

- Objective: To plan and build a system of career guidance, vocational training, and job placement centers managed by the Youth Union in accordance with overall planning; select and build 10 model career guidance, vocational training, and job placement centers of the Youth Union.

- Content: Plan and select 10 career guidance, vocational training, and job placement centers, invest in infrastructure, improve staff capacity from 2008 to 2010 to become high-quality, efficient centers, exemplary models in career guidance, vocational training, and job placement for youth.

- Leading agency: Ho Chi Minh Communist Youth Central Committee.

- Coordinating agencies: Ministry of Labor, Invalids and Social Affairs, Ministry of Planning and Investment, Ministry of Finance, People's Committees of provinces and centrally-administered cities, and related agencies.

- Implementation funding: Provided annually from the state budget through the Central Committee of the Ho Chi Minh Communist Youth Union according to approved projects.

d) Monitor and evaluate the implementation of state policies on vocational training and employment for youth:

- Objective: To ensure the effectiveness of state policies on vocational training and employment for youth as prescribed by law; provide suggestions and recommendations to the state on related policies.

- Content: Monitor, evaluate, and provide feedback on the implementation of state policies on vocational training and employment for youth; develop proposals for policy improvement mechanisms and recommend relevant authorities to consider and decide.

- Leading agency: Ho Chi Minh Communist Youth Central Committee.

- Coordinating agencies: Political and social organizations, independent advisory agencies.

- Implementation funding: Provided annually from the state budget through the Central Committee of the Ho Chi Minh Communist Youth Union.

4. On establishing mechanisms and policies to encourage vocational training and employment for all categories, with a focus on youth:

a) The Ministry of Labor, Invalids and Social Affairs shall take the lead and coordinate with relevant ministries, sectors, and agencies to develop, promulgate, direct, and implement policies serving the program to encourage vocational training and employment for all categories, with a focus on youth vocational training during the period 2008-2012, including:

- Preferential credit for vocational training and occupational training at intermediate, college, and university levels.

Objectives, sources of capital, borrowing methods, loan conditions, loan amount, loan term, interest rate, repayment term, overdue debt transfer, and risk management are implemented according to Decision No. 157/QD-TTg dated September 27, 2007 of the Prime Minister on credit for students and trainees.

- Preferential credit for training and developing young entrepreneurs and starting businesses, expanding craft villages, developing production and business activities; self-employment, building production and business bases attracting more youth to work.

Source of capital: Based on needs and actual circumstances, supplemented annually from the state budget through the National Employment Support Fund.

- Preferential credit for working abroad under contracts.

Sources of capital and borrowing mechanisms according to current regulations.

- Preferential credit for upgrading, expanding, and constructing new vocational training facilities belonging to economic sectors with vocational training functions operating in accordance with the law, aiming to meet society's demand for vocational training, with a focus on young people.

b) The Youth Union participates in consulting, mobilizing, guiding, and supporting young people to borrow preferential credit for vocational training, especially key trades, new technological skills, and promising fields; the Youth Union guides young people in establishing projects and collaborates with the Social Policy Bank to appraise projects; the Youth Union coordinates with labor, war invalids, and social affairs departments and businesses with labor export functions to mobilize, consult, and guide young people to borrow capital for labor export, and support banks in the process of recovering loans.

5. Implementation organization

- The Ministry of Labor, War Invalids, and Social Affairs is responsible for: taking the lead and coordinating with relevant ministries and agencies to develop mechanisms and policies as stipulated in Section 4, Point a, Article 1 of this Decision for approval according to regulations; leading and coordinating with related agencies to guide the implementation of the policies of the Project; leading and coordinating with the Ministry of Planning and Investment to guide the planning of 10 Vocational Training Centers for job placement for young people; supervising and evaluating the implementation of projects and activities of the Project annually and reporting regularly to the Prime Minister.

- The Central Committee of the Ho Chi Minh Communist Youth Union leads and coordinates with ministries, agencies, and related organizations to develop specific projects according to the tasks set out in Section 3, Article 1 of this Decision for appraisal and approval according to regulations; directing local levels and grassroots youth unions to coordinate with related departments to implement the Project at the local level; leading and coordinating with political-social organizations and social organizations to supervise the implementation of the Project's policies.

- The Ministry of Finance and the Ministry of Planning and Investment are responsible for: ensuring the state budget allocation annually for the implementation of the Project according to the provisions of the State Budget Law; coordinating with the Ministry of Labor, War Invalids, and Social Affairs to guide financial management and investment mechanisms for policies and projects within the Project; coordinating to inspect and supervise the implementation of the Project.

- The State Bank of Vietnam is responsible for: directing the Vietnam Development Bank and the Vietnam Social Policy Bank to implement preferential credit policies of the Project as prescribed.

- Provincial People's Committees and municipal People's Committees directly under the central government are responsible for directing functional agencies of their locality to implement the Project based on guidance from ministries, agencies, and the Central Committee of the Ho Chi Minh Communist Youth Union.

- It is requested that political-social organizations, social organizations, and occupational social organizations organize the implementation of the Project within the scope of their functions and responsibilities.

Article 2. This Decision takes effect fifteen days after its publication in the Official Gazette.

Article 3. Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairpersons of People's Councils, and Chairpersons of Provincial and Municipal People's Committees directly under the central government are responsible for implementing this Decision./.
