Pursuant to the Government Organization Law dated September 30, 1992;

At the proposal of the Minister of Labor, Invalids and Social Affairs and the Chairman of the National Committee on Youth of Vietnam.

DECISION:

Article 1. Volunteer Youth who are entitled to the policies under this Decision are:

Volunteer Youth who were centrally mobilized to participate in the resistance war from July 15, 1950 to April 30, 1975, have completed their tasks and returned home or died while performing their duties.

Article 2. According to Article 1 of this Decision, Volunteer Youth shall be entitled to the following policies:

1. During the time performing duties, if they are injured, have physical wounds, or die and are recognized as invalids or martyrs, they shall enjoy the policies for invalids, martyrs, and families of martyrs according to current regulations.

2. They shall be prioritized for loans from the national fund for job support, the poverty reduction fund to produce and improve living conditions.

3. In cases where they are no longer capable of working, living alone without support, they shall be considered for monthly allowance at a rate equivalent to 12 kilograms of rice (based on the local market price) according to Decision No. 167/TTg dated April 8, 1994 of the Government Prime Minister; simultaneously, they shall be considered for a one-time allowance of 1,500,000 VND/person funded by the central budget.

4. In cases of prolonged illness, unable to work, belonging to poor households but still having support, they shall be considered for a one-time allowance of 1,500,000 VND/person funded by the central budget.

The policies stipulated in Clause 3 and Clause 4 of Article 2 above shall not apply to Volunteer Youth who are currently receiving social insurance benefits, invalids, war invalids, or those receiving policies similar to invalids.

Article 3. The Ministry of Labor, Invalids and Social Affairs shall coordinate with the National Committee on Youth of Vietnam, the Central Communist Youth Union Ho Chi Minh, and relevant agencies to guide the establishment of files and procedures for confirming eligible individuals, and guide the implementation of the policies stipulated in Article 2 of this Decision; and shall be responsible for inspecting the implementation of this Decision.

Article 4. It is requested that the Central Communist Youth Union Ho Chi Minh coordinate with the National Committee on Youth of Vietnam and the Ministry of Labor, Invalids and Social Affairs to direct the levels of the Communist Youth Union Ho Chi Minh to establish and approve lists of individuals who are Volunteer Youth as specified in this Decision, to process applications for provincial and municipal People's Committees to issue decisions recognizing them and to direct the implementation of the policies stipulated in Article 2 of this Decision.

Article 5. This Decision shall take effect fifteen days from the date of signature.

Article 6. Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial and municipal People's Committees directly under the Central Government are responsible for implementing this Decision.
