THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT
Pursuant to Decree No. 73-CP dated November 1, 1995 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to Decree No. 52/1999/ND-CP of the Government promulgating the Investment and Construction Management Regulation;
Considering the proposal of the Director of the Science and Technology Department and the Director of the Basic Construction Investment Department;
DECISION:
Article 1. - Now issues the "Temporary Regulations on non-destructive testing of concrete quality for water conservancy projects using ultrasonic measuring devices and rebound hammers."
Article 2. - This Decision shall take effect fifteen days from the date of signature.
Article 3. - The Heads of the Office, Directors of the Science and Technology Department, Basic Construction Investment Department, Inspectorate of the Ministry, and leaders of relevant agencies, units, and individuals are responsible for implementing this decision./.

TEMPORARY PROVISIONS
REGARDING THE NON-DESTRUCTIVE TESTING OF CONCRETE QUALITY FOR WATER CONSERVANCY PROJECTS USING ULTRASONIC MEASURING DEVICES AND REBOUND HAMMERS
(Issued pursuant to Decision No.: 104/2000/QD/BNN-KHCN dated October 13, 2000)
Chapter 1:
GENERAL PROVISIONS
Article 1.-These regulations apply to the non-destructive testing of concrete quality for water conservancy projects using ultrasonic measuring devices and rebound hammers.
Article 2.-The testing of concrete quality for water conservancy projects has been stipulated in construction and acceptance standards for hydraulic concrete and reinforced concrete structures, where casting concrete samples to determine compressive strength and permeability indicators is mandatory.
Ultrasonic measurement and rebound hammer methods shall not be used to test the quality of newly constructed concrete instead of the concrete compression sample method.
Article 3.-The use of ultrasonic measuring devices and rebound hammers to test concrete quality shall only be carried out in the following cases:
- Places where there is suspicion about the quality such as strength and uniformity of the concrete due to technical incidents during construction such as interruption due to rain, inability to compact properly due to thick reinforcement bars, poor quality cement without prior quality inspection before pouring concrete...
- Places where cracks appear that need to determine their depth and width.
- This method shall not be used for concrete structures with thickness less than 30 cm.
Chapter 2:
PROCEDURE AND PROCEDURES FOR TESTING CONCRETE QUALITY
Article 4.-Immediately upon discovering places suspected of having quality issues or cracks in the concrete as mentioned in Article 3, the Project Management Board together with the construction quality supervision consultant shall examine and inspect the actual situation to determine.
- The surface area of places suspected of having quality issues must be inspected.
- Determine the factors to be tested such as concrete strength, concrete uniformity, size of voids, crack depth and width.
- Preliminarily identify the causes.
- Prepare a testing report including a diagram of the locations suspected of having quality issues and cracks.
Article 5.-The Project Management Board prepares a concrete quality testing file to submit to the Ministry, including:
- A request for permission to conduct concrete quality testing, which should report the reasons and condition of the concrete structures requiring testing.
- On-site testing records accompanied by a diagram of the locations suspected of having quality issues and cracks.
Article 6.-After the Ministry approves the testing content, the Project Management Board prepares a budget for the testing work to be submitted to the Ministry for approval and signing a contract with a qualified entity to carry out the testing.
The budget is prepared according to the document: Material Testing and Construction Structure Price No. 444/BXD-VKT dated August 1, 1996 of the Ministry of Construction.
Article 7.-Upon completion of the testing work, a report must be submitted to the Ministry for handling.
Chapter 3:
CONDITIONS AND TECHNICAL REQUIREMENTS FOR QUALITY CONTROL WORK
Article 8.-The unit conducting ultrasonic quality control for concrete must meet one of the following criteria:
1) It must be a recognized laboratory according to the agricultural standard 10 TCN 382-1999 and have been granted the agricultural laboratory seal.
2) It must be a recognized laboratory of the Ministry of Construction and have been granted the construction laboratory seal.
3) It must be a recognized laboratory of the Ministry of Science, Technology and Environment (General Department of Standards, Metrology and Quality Control) and have been granted the VILAS laboratory seal.
Article 9.-When conducting ultrasonic quality control for concrete and using rebound hammers, the following standards must be followed:
TCXD 171-1989: Determining the compressive strength of concrete using non-destructive methods with ultrasonic equipment and rebound hammers.
TCXD 225-1997: Checking the uniformity of concrete using ultrasonic equipment.
TCXD. 84 : 14: Principles for the use, maintenance, inspection, and calibration of ultrasonic equipment.
TCXD.03 : 85: Principles for the use, maintenance, inspection, and calibration of rebound hammer testing equipment.
Chapter 4:
COSTS OF ULTRASONIC CONCRETE QUALITY CONTROL
Article 10.-Ensuring the quality of concrete during construction is the responsibility of the contractor. If necessary, the contractor shall organize ultrasonic quality control for concrete at their own expense.
Article 11.-In cases where there is doubt about the quality, the Project Management Board may organize inspections as indicated in Chapter II of this Regulation.
+ If the concrete quality test results do not meet requirements, the contractor must bear the inspection costs and may face economic penalties and bidding participation restrictions depending on the severity of the quality violation.
+ If the concrete meets quality requirements, the project sponsor will cover the inspection costs. These costs will be included in the quality inspection section of the total project budget and will not exceed 30% of the quality inspection costs for that work item.
Chapter 5:
IMPLEMENTATION
Article 12.-The Investment and Construction Department is responsible for guiding Water Resources Project Management Boards under the Ministry and provinces in implementing this Regulation.
Article 13.-The Science, Technology and Quality Control Department will guide qualified quality control agencies in completing necessary procedures for inspections in accordance with national and ministry regulations.
Article 14.-Relevant departments within the Ministry, based on their assigned functions, will monitor the implementation of this Regulation.
Article 15.-During implementation, any issues or feedback should be reported to the Science, Technology and Quality Control Department. Only the Minister has the authority to amend provisions in this Regulation.
