Pursuant to Decree No. 60/2003/NĐ-CP dated June 6, 2003 of the Government detailing and guiding the implementation of the Law on State Budget;

Pursuant to Decree No. 215/2013/NĐ-CP dated December 23, 2013 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;

Pursuant to Decision No. 33/2014/QĐ-TTg dated May 28, 2014 of the Prime Minister regarding living allowance support for members of the Central Committee of the Vietnam Fatherland Front, members of the provincial and district-level Vietnam Fatherland Front Committees;

At the proposal of the Director of the Administrative and Public Institution Financial Department,

The Minister of Finance issues this Circular guiding the application subjects implementing Decision No. 33/2014/QĐ-TTg dated May 28, 2014 of the Prime Minister regarding living allowance support for members of the Central Committee of the Vietnam Fatherland Front, members of the provincial and district-level Vietnam Fatherland Front Committees.

Article 1. Application subjects for living allowance

The application subjects for living allowance under Decision No. 33/2014/QĐ-TTg dated May 28, 2014 of the Prime Minister are members of the Central Committee of the Vietnam Fatherland Front, members of the provincial and district-level Vietnam Fatherland Front Committees who are not on the monthly salary list according to the salary scale prescribed for state agencies, political-social organizations, associations granted personnel quotas and operating funds, public institutions, including:

a) Members of the Central Committee of the Vietnam Fatherland Front, members of the provincial and district-level Vietnam Fatherland Front Committees who are retired civil servants, employees receiving pension from the social insurance fund;

b) Members of the Central Committee of the Vietnam Fatherland Front, members of the provincial and district-level Vietnam Fatherland Front Committees who are retired civil servants working or holding leadership positions in associations;

c) Members of the Central Committee of the Vietnam Fatherland Front, members of the provincial and district-level Vietnam Fatherland Front Committees who are working in enterprises and receiving salaries under enterprise mechanisms;

d) Members of the Central Committee of the Vietnam Fatherland Front, members of the provincial and district-level Vietnam Fatherland Front Committees who are non-professional workers at the commune level;

đ) Members of the Central Committee of the Vietnam Fatherland Front, members of the provincial and district-level Vietnam Fatherland Front Committees who are working in other fields and are not on the monthly salary list funded by the state budget.

Article 2. Implementation clause

1. This Circular takes effect from August 20, 2015.

2. In the course of implementation, if there are difficulties, they should be reported to the Ministry of Finance and the Standing Committee of the Central Committee of the Vietnam Fatherland Front for study and appropriate amendments and supplements./
