The Minister of National Defense hereby issues this Circular amending and supplementing certain articles of normative legal documents within the competence to issue of the Minister of National Defense related to the declaration of personal information when performing administrative procedures.

Pursuant to Decree No. 01/2018/NĐ-CP dated August 6, 2018 on the functions, tasks, powers, and organizational structure of the Ministry of Public Security;The Department of Police for Administrative Management of Social Order;

At the proposal of the Director Amending and supplementing some articles of Circular No. 66/2015/TT-BCA dated December 15, 2015 of the Minister of Public Security on forms to be used in the issuance and management of Citizen Identification Cards, Citizen Identification Card archives, and the National Population Database which has been amended and supplemented by Circular No. 41/2019/TT-BCA dated October 1, 2019 of the Minister of Public Security.

The Minister of Public Security issues this Circular Article 1. Amending and supplementing some articles of Circular No. 66/2015/TT-BCA dated December 15, 2015 of the Minister of Public Security on forms to be used in the issuance and management of Citizen Identification Cards, Citizen Identification Card archives, and the National Population Database which has been amended and supplemented by Circular No. 41/2019/TT-BCA dated October 1, 2019 of the Minister of Public Security

(hereinafter referred to as Circular No. 66/2015/TT-BCA) 1. Supplementing Point g and Point h of Clause 2, Article 18 of Circular No. 66/2015/TT-BCA as follows: “g) Section “Approval of the Head of the Agency”: The Chief of the Police Station at the commune level or the Chief of the Police Station at the district level where there is no commune-level administrative unit shall be responsible for confirming the Household Registration Information Collection Form of citizens residing within their jurisdiction;

h) Section “Proposing Officer”: The police officer engaged in household registration information collection work shall propose that the Chief of the Police Station at the commune level or the Chief of the Police Station at the district level where there is no commune-level administrative unit confirm the Household Registration Information Collection Form of citizens within their jurisdiction.”

2. Repealing Clause 3 and Clause 4 of Article 18 of Circular No. 66/2015/TT-BCA.

3. Amending Point e and Point g of Clause 2, Article 19 of Circular No. 66/2015/TT-BCA as follows:

“e) Section “Proposing Officer”: The police officer engaged in household registration information collection work shall propose that the Chief of the Police Station at the commune level or the Chief of the Police Station at the district level where there is no commune-level administrative unit confirm the Household Registration Information Update and Amendment Form of citizens within their jurisdiction;

g) Section “Approval of the Head of the Agency”: The Chief of the Police Station at the commune level or the Chief of the Police Station at the district level where there is no commune-level administrative unit shall be responsible for confirming the Household Registration Information Update and Amendment Form of citizens residing within their jurisdiction.”

4. The DC01 and DC02 Forms issued together with this Circular replace the DC01 and DC02 Forms issued together with Circular No. 66/2015/TT-BCA.

This Circular takes effect from November 14, 2020.

2. Heads of units under the Ministry of Public Security, Directors of Provincial Police Departments, and Central City Police Departments and relevant agencies, organizations, and individuals shall be responsible for implementing this Circular.

Article 3. Responsibility for Implementation

1. The Director of the Administrative Management Police Department under the Ministry of Public Security is responsible for guiding, inspecting, and urging the implementation of this Circular.

2. The heads of units under the Ministry of Public Security, the Directors of Public Security for provinces and centrally governed cities, and relevant agencies, organizations, and individuals are responsible for implementing this Circular.

During the implementation process, if there are difficulties or obstacles, local public security units shall report to the Ministry of Public Security (through the Social Order Administrative Management Police Corps) for timely guidance./.
