Pursuant to Decree No. 22/CP dated March 22, 1994 of the Government stipulating the tasks, powers, functions of state management and organizational structure of the Ministry of Transport.
Pursuant to Resolution No. 13/2002/NQ-CP dated November 19, 2002 of the Government on measures to curb the increase and gradually reduce traffic accidents and traffic congestion; Decree No. 15/2003/NĐ-CP dated February 19, 2003 of the Government stipulating administrative penalties for violations of road traffic regulations;
Considering the proposal of the Director of the Vietnam Highway Administration, the Head of the Legal Affairs and Transportation Department, the Head of the Organization and Labor Department;

Article 1. - Supplementing Clause 5 of Article 5: If the Driver's License is marked twice for violation, the driver must retake the Road Traffic Law examination when renewing the Driver's License; if marked three times for violation within twelve months from the date of the third punch mark, the violator must take the examination again to obtain a new Driver's License.
- Supplementing Clause 2 of Article 13: traffic police officers shall be Vice Chairmen of the Examination Board (replacing Decision No. 4193/2002/QĐ-BGTVT dated December 13, 2002 of the Ministry of Transport)
Article 2. THIS DECISION SHALL TAKE EFFECT 15 DAYS FROM THE DATE OF SIGNATURE.
Article 3. The following officials: the Director of the Ministry's Office, the Head of the Organization and Labor Department, the Head of the Legal Affairs and Transportation Department, the Director of the Vietnam Highway Administration, heads of agencies and units concerned are responsible for implementing this Decision./.
