Pursuant to the Law on Organization of the Government dated December 25, 2001;

Considering the proposal of the National Committee for Search and Rescue,

DECISION:

Clause 4 of Article 6Approves the Project on Overall Planning for the Field of Disaster Response, Natural Disaster Prevention, and Search and Rescue until 2020 with the following contents:

I. GUIDING PRINCIPLES

1. Strengthening and improving the command agencies for disaster response, natural disaster prevention, and search and rescue at all levels to effectively direct and manage, meeting the requirements of national socio-economic development and gradually integrating internationally.

2. Gradually supplementing material and technical facilities and equipment to enhance the capacity of disaster response, natural disaster prevention, and search and rescue for specialized and part-time units.

3. Mobilizing all social resources, encouraging economic sectors to participate in disaster response, natural disaster prevention, and search and rescue work; developing public service models, gradually socializing in some stages and forces involved in disaster response, natural disaster prevention, and search and rescue.

4. Closely combining the implementation process of the planning for disaster response, natural disaster prevention, and search and rescue with socio-economic development and the need to consolidate national defense and security.

II. OBJECTIVES

1. General Objective

Strengthening and improving the organizational system and activities of disaster response, natural disaster prevention, and search and rescue agencies at all levels, ensuring close coordination and cooperation among forces to promptly meet the requirements of disaster response, natural disaster prevention, and search and rescue when situations arise, unifying the leadership of disaster response, natural disaster prevention, and search and rescue activities at all levels, moving towards establishing a specialized state management agency for disaster response, natural disaster prevention, and search and rescue at the central level. Developing investment in building material and technical infrastructure, purchasing equipment, and enhancing capabilities in disaster response, natural disaster prevention, and search and rescue, contributing to minimizing losses caused by disasters; meeting the requirements of tasks in building and developing the economy and society of the country, consolidating national defense and security, and gradually integrating internationally under new circumstances.

2. Specific objectives

a) Regarding the improvement of the organizational system and activities of disaster response, natural disaster prevention, and search and rescue agencies from the central to local levels

- By 2015:

+ 100% of disaster response, natural disaster prevention, and search and rescue agencies from the central to local levels will be improved in terms of organization and operation.

+ Establishing and expanding the mechanism for socialization in disaster response, natural disaster prevention, and search and rescue activities; establishing a Fund for disaster response, natural disaster prevention, and search and rescue to mobilize social resources to participate in disaster response, natural disaster prevention, and search and rescue work.

- By 2020:

Basically completing the legal framework for establishing a specialized management agency at the central level and some specialized units in relevant ministries for disaster response, natural disaster prevention, and search and rescue.

b) Regarding investment in building material infrastructure and equipment for disaster response, natural disaster prevention, and search and rescue until 2015, with a vision to 2020.

- In 2015, 50% of specialized and part-time units for disaster response, natural disaster prevention, and search and rescue will have sufficient material infrastructure and facilities (search and rescue stations; warehouses, docks...).

- Ensuring that state budget investment spending reaches about 60% for production needs, procurement of essential and commonly used equipment for storage by 2015, and reaching 90% by 2020.

- By 2015, ensuring that state budget investment spending for production and procurement of specialized equipment for disaster response, natural disaster prevention, and search and rescue reaches 70%, and striving to reach 95% by 2020.

III. TASKS

1. Improving the organizational system for disaster response, natural disaster prevention, and search and rescue from the central to local levels.

Implementation period: 2014-2015.

2. Completing the plan for disaster response activities at the national level for basic scenarios to ensure effective leadership, command, and coordination among forces dealing with occurring situations.

Implementation period: 2014-2015.

3. Submitting to the Prime Minister for approval the project on socializing search and rescue activities, establishing a Fund for disaster response, natural disaster prevention, and search and rescue at the central level to mobilize social resources for disaster response, natural disaster prevention, and search and rescue activities.

Implementation period: 2015-2016.

4. Studying and promulgating a Decree on disaster response, natural disaster prevention, and search and rescue activities to elevate the legal effectiveness of state management documents in this field, contributing to enhancing the effectiveness of state management in this area.

Implementation period: 2015-2016.

5. Studying and reviewing the functions, tasks, organizational structure, nature, and scope of operations of the Committees and National Councils currently operating on a part-time basis related to the field of disaster response, natural disaster prevention, and search and rescue such as flood and storm prevention; forest fire prevention and extinguishing; fire and explosion prevention; traffic safety and search and rescue..., based on which developing a proposal on the organizational structure for disaster response, natural disaster prevention, and search and rescue from the central to local levels towards establishing a specialized agency at the central level and some specialized units in relevant ministries to undertake the above tasks, submitting to the Government for consideration and guidance to implement.

Implementation period: 2016-2020.

IV. IMPLEMENTATION SOLUTIONS

1. Improving the organizational system of the Command Agencies for Disaster Response, Natural Disaster Prevention, and Search and Rescue of Ministries and equivalent agencies; the Command Agencies for Flood and Storm Prevention and Search and Rescue of localities to comply with regulations, practical conditions, and the organizational structure, duties, powers, and coordination mechanisms between command agencies at all levels and the National Committee for Disaster Response, Natural Disaster Prevention, and Search and Rescue.

2. Continue to implement the Action Program for the Implementation of the Strategy on Disaster Prevention, Mitigation, and Response until 2020; proactively integrate tasks related to disaster prevention, climate change, and rising sea levels into programs for economic and social development at ministries, sectors, and localities. Vigorously promote education and awareness-raising about types of incidents and disasters and preventive measures; ministries, sectors, and localities should consider disaster response and search and rescue operations as key political tasks that are ongoing and involve all levels of the political system.

3. Strengthen research, investment, and development, and apply new scientific and technological achievements in the field of disaster response, search, and rescue. Ensure budgetary investment for the development of common equipment procurement for "four-in-place" services; production and procurement of essential and specialized equipment and infrastructure for dedicated units responsible for disaster response and search and rescue in specific situations; strategic reserves of specialized equipment to ensure availability when incidents occur.

4. Enhance international cooperation in learning management, command, operation, training, application of scientific and technological achievements; exploit sources of aid, sponsorship, and preferential loans; gradually implement socialization in some aspects of disaster response, search, and rescue to mobilize legitimate resources and reduce concentrated state budget investment.

5. Develop and complete the legal framework for disaster response, search, and rescue, ensuring mechanisms and policies for unified guidance, command, operation, and effective response; encourage and provide incentives for voluntary participation in disaster response and search and rescue activities.

V. THE ORGANIZATIONAL SYSTEM FOR DISASTER RESPONSE, SEARCH, AND RESCUE

The organizational system for disaster response, search, and rescue from central to local levels is as follows:

- National Steering Committee for Disaster Response, Search, and Rescue.

- Sectoral Steering Committees for Disaster Response, Search, and Rescue under Ministries and Sectors.

- Local Steering Committees for Flood and Storm Control and Search and Rescue at provinces and centrally-administered cities; districts, counties, towns, and cities within provinces; communes, wards, and towns within districts (hereinafter referred to as Local Steering Committees for Flood and Storm Control and Search and Rescue).

- Dedicated and concurrent units performing tasks in the field of disaster response, search, and rescue.

1. National Steering Committee for Disaster Response, Search, and Rescue

The National Steering Committee for Disaster Response, Search, and Rescue includes: the Chairman being a Deputy Prime Minister; Vice Chairmen and Members being Deputy Ministers or equivalent officials from the following Ministries and Sectors: Defense, Public Security, Agriculture and Rural Development, Natural Resources and Environment, Transport, Industry and Trade, Health, Planning and Investment, Finance, Home Affairs, Science and Technology, Foreign Affairs, Information and Communications, Construction, Education and Training, Labor, Invalids and Social Affairs, Government Office, Vietnam Television, Voice of Vietnam, and the Office of the National Steering Committee for Disaster Response, Search, and Rescue.

2. Sectoral Steering Committees for Disaster Response, Search, and Rescue

- Permanent agencies for disaster response, search, and rescue assisting the Sectoral Steering Committees:

Central level: Ministry of Transport leading, coordinating with the Ministry of Defense and relevant agencies;

1. List of basic construction investments until 2020

- Total financial requirement: 2,220,000 billion VND.

+ Period 2014-2015: 340,000 billion VND (Funding source: Target program investment for specific tasks in the field of emergency response, natural disasters, and Search and Rescue is 270,000 billion VND; state management sector capital is 70,000 billion VND).

+ Period 2016-2020: 1,880,000 billion VND (Funding source: Target program investment for specific tasks in the field of emergency response, natural disasters, and Search and Rescue is 1,680,000 billion VND; state management sector capital is 200,000 billion VND).

VIII. RESPONSIBILITIES OF MINISTRIES, SECTORS, AND LOCAL AUTHORITIES IN THE ORGANIZATION AND IMPLEMENTATION OF THE PLAN

1. National Steering Committee for Disaster Response, Search, and Rescue

a) Take the lead and coordinate with relevant ministries and sectors to implement the contents approved in this Decision; guide, inspect, and urge the development of activity plans and cooperation regulations in emergency response, natural disaster mitigation, and search and rescue activities at the ministry, sector, and local levels.

b) Take the lead and coordinate with the Ministry of National Defense, the Ministry of Home Affairs, and relevant ministries and sectors to develop the Project on the Organizational Structure for Emergency Response, Natural Disaster Mitigation, and Search and Rescue from central to local levels, and other legal documents in the field of emergency response, natural disaster mitigation, and search and rescue to be submitted to the Government and the Prime Minister for consideration and decision.

c) Take the lead and coordinate with ministries, sectors, and local authorities to compile the annual state budget estimate for the field of emergency response, natural disaster mitigation, and search and rescue to be submitted to the Ministry of Planning and Investment and the Ministry of Finance for consolidation and submission to the Prime Minister for decision.

d) Annually, compile the requirements for essential and general equipment for emergency response, natural disaster mitigation, and search and rescue to be placed in reserve by ministries, sectors, and local authorities to be submitted to the Ministry of Finance and the Ministry of Planning and Investment for consolidation and submission to the Prime Minister for decision.

2. The Ministry of Home Affairs

Coordinate with the National Steering Committee for Emergency Response, Natural Disaster Mitigation, and Search and Rescue and relevant ministries and sectors to develop the Project on the Organizational Structure for Emergency Response, Natural Disaster Mitigation, and Search and Rescue from central to local levels, and other legal documents in the field of emergency response, natural disaster mitigation, and search and rescue to be submitted to the Government and the Prime Minister for consideration and decision.

3. The Ministry of Planning and Investment

Take the lead and coordinate with the Ministry of Finance and the National Steering Committee for Emergency Response, Natural Disaster Mitigation, and Search and Rescue to compile the annual state budget plan and allocate development investment funds according to the target support program from the state budget for the field of emergency response, natural disaster mitigation, and search and rescue to be submitted to the Government.

4. The Ministry of Finance

Take the lead and coordinate with the Ministry of Planning and Investment and the National Steering Committee for Emergency Response, Natural Disaster Mitigation, and Search and Rescue to compile the annual state budget plan and allocate regular budget funds for the field of emergency response, natural disaster mitigation, and search and rescue to be submitted to the Government.

5. The Ministry of National Defense

Coordinate with the National Steering Committee for Emergency Response, Natural Disaster Mitigation, and Search and Rescue, the Ministry of Home Affairs, and relevant ministries and sectors to develop the Project on the Organizational Structure for Emergency Response, Natural Disaster Mitigation, and Search and Rescue from central to local levels, and other legal documents in the field of emergency response, natural disaster mitigation, and search and rescue to be submitted to the Government and the Prime Minister for consideration and decision.

Improve the organizational system, define the functions and responsibilities of the Office of the National Steering Committee for Emergency Response, Natural Disaster Mitigation, and Search and Rescue to ensure a regular organizational structure with sufficient staffing to effectively perform its role as the permanent body assisting the National Steering Committee for Emergency Response, Natural Disaster Mitigation, and Search and Rescue in directing and managing emergency response, natural disaster mitigation, and search and rescue operations.

6. Ministries, sectors, and local authorities

a) Annually, coordinate with the National Committee for Disaster Response, Search and Rescue to establish investment projects for basic construction works (as specified in Appendix I) and investment projects for production and procurement of equipment for disaster response, search and rescue (as specified in Appendix V) of this Decision, report to the Chairman of the National Committee for Disaster Response, Search and Rescue for guidance before submitting to the competent authority for approval; prepare plans and budget estimates for the field of disaster response, search and rescue under their management scope, submit to the competent authority for approval; be responsible for implementing the guidance of the National Committee for Disaster Response, Search and Rescue regarding the implementation of tasks related to disaster response, search and rescue involving their ministry, sector, or locality.

b) Establish and improve the Command Board for Disaster Response, Search and Rescue of the ministry or sector; the Local Command Board for Flood and Storm Prevention and Search and Rescue. Based on actual requirements, the operational area, and assigned tasks, decide to establish specialized or concurrent units under their authority in accordance with regulations on functions and organizational staffing.

c) Develop plans for disaster response, search and rescue activities; regulations on coordination and cooperation in disaster response, search and rescue activities at the ministry, sector, and local level; stand ready to fulfill tasks according to the plan and requirements of the National Committee for Disaster Response, Search and Rescue.

d) Strengthen inspection, supervision, and evaluation work; be responsible for ensuring effective use of investment projects for infrastructure, procurement of equipment, and state budget funds in the field of disaster response, search and rescue of ministries, sectors, and localities assigned.

12/2025/TT-BNNMT dated June 19, 2025 issued by the Minister of Agriculture and EnvironmentThis Decision shall take effect from the date of signing.

This Decision replaces Decision No. 46/2006/QĐ-TTg dated February 28, 2006 of the Government Chairman approving the Master Plan for the Search and Rescue Sector until 2015, vision until 2020; Decision No. 1656/QĐ-TTg dated December 6, 2007 of the Government Chairman approving the detailed list of types of search and rescue equipment and the list of investment projects for production and procurement of search and rescue equipment until 2015.

Article 3. The Chairman of the National Committee for Disaster Response, Search and Rescue, Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairmen of provincial People's Committees under the central city, and Heads of relevant agencies and units are responsible for implementing this Decision./.
