DIRECTIVE

On the matter of assessing foreign language proficiency and knowledge of foreign policy for officials working at Vietnamese Representative Offices abroad

On August 15, 1994, the Prime Minister issued Directive No. 422/TTg on strengthening the training of foreign languages for managerial staff and civil servants. The Directive emphasizes the responsibility of all managerial staff and civil servants to study foreign languages to further enhance their current level, striving to be able to use foreign languages for self-transactions and researching materials within their professional scope or field and area of work by the end of 1997. These measures are essential to improve the quality and effectiveness of the work of civil servants and state employees.

To promote the effective implementation of training programs to enhance foreign language proficiency and knowledge of foreign policy for officials assigned to work at Vietnamese representative offices abroad, the Prime Minister issues the following directive:

1. Ministries, ministerial-level agencies, government-affiliated agencies, provinces, and centrally-administered municipalities, when there is a need to assign officials for long-term work at representative offices or offices of Vietnam abroad, must implement measures to assess professional expertise and foreign language proficiency, selecting officials who have the capability to meet the requirements of their assigned tasks and responsibilities.

2. The Ministry of Foreign Affairs is responsible for organizing the assessment of foreign language proficiency and knowledge of foreign policy for civil servants and state employees from all sectors before being appointed to serve terms at Vietnamese Representative Offices abroad in accordance with the Ordinance on Representative Offices of the Socialist Republic of Vietnam Abroad and Decree No. 183/CP dated November 18, 1994, detailing the implementation of the Ordinance on Representative Offices of the Socialist Republic of Vietnam Abroad.

Ministers, heads of ministerial-level agencies, heads of government-affiliated agencies; Chairpersons of People's Committees of provinces and centrally-administered municipalities are responsible for implementing this Directive.

The Ministers, Heads of ministerial-level agencies, Heads of government agencies; Chairpersons of People's Committees of provinces and centrally governed cities shall be responsible for implementing this Directive.
