Issuing the List of Administrative Units in Difficult Areas

PRIME MINISTER
On the basis of Law on Government Organization dated December 25, 2001;
Pursuant to Decision No. 30/2012/QD-TTg dated July 18, 2012 of the Prime Minister on criteria for identifying particularly difficult communes, ethnic minority and mountainous area communes for the period 2012-2015;
Pursuant to Decision No. 2405/QD-TTg dated December 10, 2013 of the Prime Minister approving the list of particularly difficult communes, border communes, and safe area communes under the Program 135 for the years 2014 and 2015;
Pursuant to Decision No. 495/QD-TTg dated April 8, 2014 of the Prime Minister amending and supplementing Decision No. 2405/QD-TTg dated December 10, 2013 of the Prime Minister;
Pursuant to Decision No. 539/QD-TTg dated April 1, 2013 of the Prime Minister approving the list of particularly difficult communes in coastal and island areas for the period 2013-2015;
Considering the proposal of the Minister, Chairman of the National Ethnic Minorities Committee,
DECISION:
Article 1. Issuing with this Decision the List of Administrative Units (communes, wards, towns) in Difficult Areas for the period 2014-2015, serving as a basis for implementing special policies to develop the economy and society, reduce poverty sustainably, improve material and spiritual life for the people, narrow the development gap between regions nationwide, and ensure national defense and security.
Article 2. This Decision takes effect from the date of issuance, replacing Decision No. 30/2007/QD-TTg dated March 5, 2007 of the Prime Minister issuing the List of Administrative Units in Difficult Areas and other related Decisions of the Prime Minister recognizing communes, wards, and towns in Difficult Areas.
Article 3. THE MINISTERS, HEADS OF GOVERNMENT-LEVEL MINISTRIES, HEADS OF GOVERNMENT-LEVEL AGENCIES, AND CHAIRMEN OF PROVINCE AND CITY PEOPLE'S COMMITTEES DIRECTLY UNDER THE CENTRAL GOVERNMENT SHALL BE RESPONSIBLE FOR ENFORCING THIS DECISION./.
