RESOLUTION

Regular Government Meeting in October 1997

On October 20 and 21, 1997, the Government convened its regular monthly meeting in October 1997 to discuss and decide on the following issues:

I. ON THE REPORT ON THE ECONOMIC AND SOCIAL DEVELOPMENT PLAN FOR 1998 AND THE REPORT ON THE IMPLEMENTATION OF STATE REVENUE AND EXPENDITURE IN 1997 AND THE PROPOSED STATE BUDGET FOR 1998:

1. Approve the assessment of the economic and social situation and state budget in 1997 as well as the directions, tasks, and measures for implementing the 1998 plan as presented in the aforementioned reports.

2. Regarding the main targets for economic and social development and the balance between revenue and expenditure in the state budget for 1998, the Prime Minister is requested to consider carefully the proposals submitted by the representatives at the meeting, and then make a decision.

3. The Minister of Planning and Investment and the Minister of Finance are tasked with finalizing the reports on the assessment of the 1997 situation, the 1998 plan and budget, and the comprehensive settlement of the state budget for 1996 to seek the opinions of the Politburo before submitting them to the second session of the tenth National Assembly.

II. ON DETERMINING STANDARDS AND LISTS OF SOME IMPORTANT PROJECTS TO BE SUBMITTED TO THE NATIONAL ASSEMBLY:

1. The Government agrees with the three criteria for determining important projects funded by state capital that must be submitted to the National Assembly as outlined in the report of the Ministry of Planning and Investment, namely:

- Very large scale, over tens of billions of dong, significantly impacting the state budget balance;

- Having cross-sectoral and cross-regional impacts;

- Requiring unified guidance under certain special mechanisms;

2. Agree to select three investment programs and projects to submit to the National Assembly at the upcoming session for preliminary approval, namely:

- The gas-electric-ammonia program;

- The five million hectare forest planting program;

- The Dung Quat No. 1 oil refinery project.

3. The Government assigns the Minister of Planning and Investment, based on the contributions of the representatives at this meeting, to finalize the report on the standards for determining important programs and projects to be submitted to the National Assembly and prepare complete documentation for the list of such programs and projects to be reviewed by the Prime Minister before submission to the National Assembly for approval.

III. ON THE SITUATION AND IMPACT OF FINANCIAL AND FOREIGN EXCHANGE FLUCTUATIONS IN SOME ASEAN COUNTRIES ON VIETNAM AND RESPONSE STRATEGIES:

The Government assigns the Ministry of Planning and Investment to coordinate with relevant ministries and sectors to finalize the report to be submitted to the Standing Committee of the Politburo, aiming to propose and implement urgent and long-term solutions to mitigate the negative impact of these fluctuations on Vietnam's economy; while also seizing opportunities to maintain high growth rates and create momentum for future development.
