Pursuant to Decree No. 73/CP dated November 1, 1995 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
BASED ON THE RESOLUTION OF THE PARTY COMMITTEE MEETING ON OCTOBER 1, 2001 CONCERNING ORGANIZATIONAL AND STAFF WORK;
CONSIDERING THE PROPOSAL OF THE DIRECTOR OF THE AGRICULTURAL MACHINERY INSTITUTE, THE DIRECTOR OF THE FINANCE AND ACCOUNTING DEPARTMENT, THE DIRECTOR OF THE PLANNING AND URBANIZATION DEPARTMENT, THE DIRECTOR OF THE SCIENCE AND TECHNOLOGY QUALITY PRODUCT DEPARTMENT, AND THE DIRECTOR OF THE ORGANIZATION AND PERSONNEL DEPARTMENT,
DECISION:
Article 1. THE AGRICULTURAL AND RURAL INDUSTRY MACHINERY TESTING CENTER (REFERRED TO AS THE AGRICULTURAL MACHINERY TESTING CENTER) IS TRANSFERRED FROM BEING SUBORDINATE TO THE PROCESSING AND FORESTRY PRODUCTS AND RURAL INDUSTRY DEPARTMENT TO BECOME SUBORDINATE TO THE AGRICULTURAL MACHINERY INSTITUTE IN ITS CURRENT STATE.
THE AGRICULTURAL MACHINERY TESTING CENTER IS A SCIENTIFIC PUBLIC SERVICE UNIT SUBORDINATE TO THE AGRICULTURAL MACHINERY INSTITUTE. THE CENTER CONTINUES TO USE ITS OWN SEAL AND IS PERMITTED TO OPEN AN ACCOUNT AT THE TREASURY AND BANK IN ACCORDANCE WITH CURRENT NATIONAL REGULATIONS.
THE HEADQUARTERS OF THE CENTER IS LOCATED IN TRAU QUY COMMUNE, GIA LAM DISTRICT, HA NOI CITY (CURRENT LOCATION OF THE CENTER).
Article 2. THE DIRECTOR OF THE PROCESSING AND FORESTRY PRODUCTS AND RURAL INDUSTRY DEPARTMENT AND THE DIRECTOR OF THE AGRICULTURAL MACHINERY INSTITUTE ARE RESPONSIBLE FOR HANDLING THE TRANSFER AND RECEIPT OF ALL TASKS, TECHNICAL EQUIPMENT, LAND, FILES, LABOR, AND STAFFING QUOTAS OF THE AGRICULTURAL MACHINERY TESTING CENTER. THE TRANSFER AND RECEIPT MUST BE COMPLETED BY NOVEMBER 30, 2001.
THE DIRECTORS OF THE MINISTRY'S DEPARTMENTS ARE RESPONSIBLE FOR GUIDING THE TWO UNITS TO COMPLETE THE TRANSFER AND RECEIPT OF THE AGRICULTURAL MACHINERY TESTING CENTER IN ACCORDANCE WITH CURRENT NATIONAL REGULATIONS.
THE DIRECTOR OF THE AGRICULTURAL MACHINERY INSTITUTE IS RESPONSIBLE FOR RESTRUCTURING THE TASKS, ORGANIZATIONAL STRUCTURE, AND OPERATING REGULATIONS OF THE AGRICULTURAL MACHINERY TESTING CENTER IN ACCORDANCE WITH THE INSTITUTE'S TASKS AND ORGANIZATIONAL STRUCTURE, BASED ON THE MINISTRY'S DELEGATION AND CURRENT NATIONAL REGULATIONS.
Article 3. This Decision shall take effect fifteen days from the date of issuance.
Article 4. THE CHIEF OF THE MINISTRY'S OFFICE, THE DIRECTOR OF THE ORGANIZATION AND PERSONNEL DEPARTMENT, THE HEADS OF THE MINISTRY'S RELATED UNITS, THE DIRECTOR OF THE PROCESSING AND FORESTRY PRODUCTS AND RURAL INDUSTRY DEPARTMENT, AND THE DIRECTOR OF THE AGRICULTURAL MACHINERY INSTITUTE ARE RESPONSIBLE FOR IMPLEMENTING THIS DECISION./.
