Regarding the establishment of a permanent steering group to direct the implementation of the Ordinance on Fees and Charges

 THE MINISTER OF FINANCE

Pursuant to the Ordinance on Fees and Charges issued by the Standing Committee of the National Assembly on August 28, 2001;

BASED ON DECREE NO. 178/CP DATED OCTOBER 28, 1994 OF THE GOVERNMENT ON THE TASKS, POWERS AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF FINANCE;

Pursuant to Plan for Implementing the Ordinance on Fees and Charges No. 2983/TC-CSTC dated March 28, 2002 of the Ministry of Finance;

Considering the proposal of the Director of the Policy Department, the Director of the Organization and Training Department.

DECISION:

Article 1. The Permanent Steering Group to Direct the Implementation of the Ordinance on Fees and Charges of the Ministry of Finance shall be established under the leadership of Mr. Truong Chi Trung, Deputy Minister of Finance, and shall consist of the following members:

1. Mr. Quach Duc Phap - Director of the Policy Department, Deputy Head

2. Mr. Pham Duy Khuong - Deputy General Director of the Tax Administration, Deputy Head

3. Mr. Tran Xuan Tri - Deputy Director of the State Treasury, member

4. Mr. Vu Xuan Hien - Deputy Director of the Foreign Financial Affairs Department, member

5. Mr. Le Quang Binh - Deputy Director of the Banking and Financial Organizations Department, member

6. Ms. Phan Thi Cuu - Deputy Director of the Administrative and Public Services Department, member

7. Mr. Dang Huu Phap - Deputy Director of the State Budget Department, member

8. Mr. Tran Huu Tien - Deputy Director of the Enterprise Financial Management Department, member

9. Ms. Bui Thi Anh Dao - Head of the Tax Administration Department, member

10. Ms. Tran Thi Hue - Head of the Foreign Financial Affairs Department, member

11. Mr. Lai Van Duong - Head of the Administrative and Public Services Department, member

12. Ms. Le Thi Hong Sinh - Head of the Administrative and Public Services Department, member

Article 2. The Permanent Steering Group shall assist the Minister of Finance in:

+ Monitoring and promptly addressing all issues related to the implementation of the Ordinance on Fees and Charges.
+ Urging units within the Ministry to study and draft guiding documents for the implementation of the Ordinance on Fees and Charges according to the approved plan and schedule; participating in and reviewing before submitting to the Ministry or to the Government for issuance within their authority.
+ Supervising and organizing inspections of the implementation of the Ordinance on Fees and Charges by ministries, sectors, and localities; handling any suggestions or difficulties arising during the implementation process.
+ Regularly reporting to the Ministry and to the Government on the progress of implementing the Ordinance on Fees and Charges.

Article 3. The Permanent Steering Group shall be provided with funds to carry out assigned tasks according to the approved budget.

Members of the Permanent Steering Group shall work on a part-time basis, according to the division of labor by the leadership of the Group, and shall be entitled to allowances as stipulated by the Ministry.

The Permanent Steering Group shall dissolve itself upon completion of its tasks.

Article 4. This Decision shall take effect from the date of signature and replace Decision No. 49/2002/QD-BTC dated April 17, 2002.

The Directors of the Policy Department, the Organization and Training Department, the Director of the Ministry's Office, Heads of Units, and individuals named in Article 1 are responsible for implementing this Decision.
