PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Based on the request of the People's Committee of Hau Giang Province at Document No. 1550/UBND dated July 11, 2005 and Document No. 2587/UBND dated November 11, 2005 regarding the approval of the Comprehensive Plan for Socio-Economic Development of Hau Giang Province until 2020;

Considering the proposal of the Ministry of Planning and Investment at Document No. 8918 BKH/TĐ&GSĐT dated December 23, 2005 concerning the Comprehensive Plan for Socio-Economic Development of Hau Giang Province until 2020.

Article 1. Approve the Comprehensive Plan for Socio-Economic Development of Hau Giang Province until 2020 with the main contents as follows:

I. DEVELOPMENT VIEWS

The Comprehensive Plan for Socio-Economic Development of Hau Giang Province during the period 2006-2020 shall be consistent with the Comprehensive Plan for Socio-Economic Development of the Mekong Delta Region and the National Strategy for Socio-Economic Development; ensuring the relationship between economic growth and the resolution of social issues, particularly poverty reduction; between production development and market expansion; between economic development and national defense security; between sustainable development and environmental protection.

Accelerate the pace of economic growth, transform the economic structure towards industrialization and modernization, improve product quality and commodity ratio; enhance products with high intellectual content through the promotion of the role of science and technology; improve the quality, efficiency, and competitiveness of the economy to create a foundation for achieving the goal of industrialization and modernization. Strive to bring per capita income equivalent to the average income level of the Region and the whole country, improving the Human Development Index (HDI).

Focus on investment to develop comprehensively and basically complete important socio-economic infrastructure on the provincial territory during the planning period.

Encourage all economic sectors to develop production and business, mobilize maximum internal resources and attract external resources, rapidly develop science and technology, aiming to diversify and improve product quality, serving people's lives and expanding exports.

Implement the human strategy through the synchronous development of economic-cultural-social infrastructure; build a fair, democratic, and civilized society; continuously improve people's living standards, especially those in remote areas and policy beneficiaries; continue to implement poverty reduction, job creation, and social evil prevention.

Accelerate the construction of a synchronized socialist-oriented market economy system, actively integrate into the international economy, combined with maintaining political security and social order and safety.

With advantages in geographical location, natural conditions, and potential for socio-economic development, Hau Giang plays an important role in transportation, circulation, and economic exchange in the Southwest Mekong Subregion and the Northern part of the Ca Mau Peninsula in fields such as developing high-tech agriculture, training services, healthcare, cargo transport, processing industries for agricultural, aquatic, and livestock products.

II. DEVELOPMENT OBJECTIVES

1. General Objective

Sustainable economic growth and development, implementing structural transformation of the economy, labor force, and urban scale towards industrialization and modernization, increasing the proportion of industry, construction, and services, relatively reducing the proportion of agriculture, forestry, and fisheries in the economic structure. Build Hau Giang into a province with a socialist-oriented market economy, comprehensive development, a civilized society, ecological environment protected, national defense and security maintained, striving to become a leading province in the region and the country.

2. Specific objectives

a) On the economy:

- Strive to achieve an average annual economic growth rate (GDP) of 12.6% during the period 2006-2010, 13.6% during the period 2011-2015, and 14.4% during the period 2016-2020.

- Economic structure:

+ During the period 2006-2010, shift the economic structure towards industry-service-agriculture;

+ During the period 2011-2015, gradually shift towards service-industry-agriculture;

+ During the period 2016-2020, strongly shift towards service-industry-agriculture (by 2020, the share of industry and construction will account for about 40%, services 48%, and agriculture, forestry, and fisheries 12% of the Provincial GDP).

- Export turnover reaching 942 million USD in 2020, increasing at an average rate of 12.8% per year.

- Per capita income in 2010 reaching 694 USD, in 2015 reaching 1,214 USD, and in 2020 reaching 2,153 USD.

b) On society:

- HDI index reaching 0.875 in 2020.

- Natural population growth rate below 1% in 2020.

- Annually solve employment for 20,000 to 25,000 workers, including an average of 2,000 to 3,000 workers for export labor. By 2020, the number of workers without stable jobs will be less than 5%; reduce the poverty rate according to new standards to less than 10% in 2020.

- Increase the household electricity usage rate to 99% in 2020, with rural households at 95%; increase the centralized clean water usage rate to 87.4% in 2020, with urban households at 100% and rural households at 80%.

- Strive to achieve key targets for education and training development in the Mekong Delta Region during the period 2010-2015 through indicators: completing universal secondary education (by 2010), ratios of children entering kindergartens and primary schools, middle school students, high school students, and vocational training students. Implement the human resource training strategy according to the plan, by 2020, the proportion of trained workers among working-age population will be approximately 41.6%.

- Reduce the percentage of malnourished children to under 10% by 2020.

- Strive to reach 98% of cultural families and over 75% of wards, communes, and towns meeting cultural standards by 2020, making significant contributions to preventing social evils.

III. DIRECTION FOR DEVELOPMENT BY TERRITORIAL ZONES

1. Zone I (Along the Hau River): natural area of 36,000 hectares, expected population to reach 387,000 people by 2020, population density 1,075 people/km2. With the advantage of development along National Highway I and the Hau River, adjacent to Can Tho City, this is a key area for industrial development and services.

2. Region II (Central Region): natural area of 124,800 hectares, estimated population to reach 615,000 people by 2020, population density of 493 people/km², is a region with the potential for rapid development towards trade - services and industry.2, is the Area with potential for rapid development towards trade - service and industry.

IV. DIRECTION FOR DEVELOPMENT OF SECTORS AND AREAS

1. Agriculture - Forestry - Aquaculture

Strive to achieve an average annual growth rate of 6.6% during the period 2006-2020, contributing to ensuring national food security, providing raw materials for processing industries and exports. Form stable specialized crop areas, particularly key crops such as rice, sugar cane, pineapple, fruit trees, implementing intensive farming, applying new technologies, especially biotechnology, to increase productivity, output, reduce costs, and enhance product competitiveness. Rapidly develop pig herds, Sind cross cattle herds, restore poultry flocks, gradually research and introduce other valuable livestock breeds for breeding. Develop aquaculture and processing industries to fully exploit local potential and strengths, gradually reduce inland exploitation to protect natural aquatic resources.

2. Industry - Construction

Strive to achieve an average annual growth rate of 15.2% for industrial and construction sectors during the period 2006-2020. Develop industry to achieve growth targets and transform the economic structure towards industrialization and modernization. Reorganize and consolidate existing industrial production bases, prioritizing investment in new technology, source technology, post-harvest technology.

3. Service sectors

Encourage various economic components to participate in commercial activities, gradually expand domestic and international markets, rural markets, serving consumption and export, promoting economic exchanges. Carry out joint ventures and collaborations with trading organizations, provinces in the Mekong Delta region, and nationwide to exchange goods and products to stimulate production development. Invest in developing Vị Thanh city and Tân Hiệp city to become sub-regional trade centers in the West Hậu River and North Cà Mau Peninsula.

Develop tourism in the direction of green tourism, ecological tourism, combining with visiting cultural and historical relics, leveraging the advantages of rivers, orchards in the Mekong Delta to meet the needs of sightseeing, entertainment, rest... Gradually link business operations in the region and across regions to meet the diverse needs of tourists. Renovate, preserve, and maintain historical and cultural relics, tourist sites; build eco-tourism zones, comprehensive leisure and entertainment complexes.

Vigorously develop financial, banking, insurance, postal and telecommunications services to serve the cause of industrialization and modernization.

Strive to achieve an average annual growth rate of 18% for the third sector (service sectors) during the period 2006-2020.

4. Foreign economic relations

Implement an active foreign economic strategy based on leveraging local potential and strengths, carrying out joint ventures and collaborations to gradually improve product quality and diversification, serving consumption and export. Develop export programs based on leveraging land and labor advantages to gradually create high-quality products.

Encourage foreign investment in fields such as biotechnology, post-harvest technology, information technology, production of new materials... effectively utilizing ODA funds, prioritizing large-scale infrastructure projects to meet the needs of newly established provinces, maximizing the mobilization of FDI, NGO, and other foreign capital sources, viewing these as important resources to accelerate economic and social development.

5. Construction of socio-economic infrastructure

Accelerate progress and basically complete major projects that determine the speed of economic and social development of the Province, especially in the first ten years of the Planning Period. Specifically:

- Transportation: construct new National Highway 61B connecting Vị Thanh city with Cần Thơ city, the Bốn Tổng - Một Ngàn route (the section passing through Hậu Giang province), the Quản Lộ - Phụng Hiệp route, the South Hậu River route; upgrade National Highway 1A and National Highway 61 to Class II standards; construct and upgrade main provincial roads, creating favorable conditions for sub-region development. Construct and upgrade county road systems, urban road systems, bus stations, bridges and culverts, inland waterway transportation systems; construct new roads leading to town centers in areas without such roads. Combine the completion of irrigation systems with the development of land and water transportation, especially rural transportation, to quickly build bridge systems to facilitate economic and social exchanges with neighboring provinces in the region.

- Urban Infrastructure: upgrade and expand central urban infrastructure in Vị Thanh city, Tân Hiệp city, district capitals, and other towns using domestic and foreign investment funds.

Water Supply: construct and expand water supply plants in Vị Thanh city, Tân Hiệp city, remaining district capitals, and rural household water supply systems.

Drainage and waste management: establish drainage systems and landfill sites for the cities of Vi Thanh, Tan Hiep, district centers, and towns. Wastewater treatment and waste disposal systems for industrial zones, clusters, and healthcare facilities must follow specific procedures.

- Industry: prioritize investment to quickly complete infrastructure for the Central Mekong Industrial Park, Tan Phu Thanh Industrial Cluster, Vi Thanh Industrial Cluster; industrial and small-scale industrial clusters in districts and cities.

- Agriculture: complete and effectively utilize the Provincial Agricultural Breeding Center; invest in developing high-quality rice areas, sugarcane, pineapple raw material areas, aquaculture areas, and concentrated fruit tree areas according to planning.

Irrigation: complete large irrigation projects funded by the central government; continue to strengthen canal maintenance, construct small regional embankments combined with rural roads to efficiently utilize water resources on the territory, serve production, and mitigate natural disasters. Efficiently exploit the Mekong Delta inland waterway through the Xa No Canal.

- Electricity: invest to complete the power system serving economic and social development.

- Tourism and commerce: invest to complete some potential and strong tourism spots; promote the rapid construction of commercial centers, supermarkets, and wholesale markets.

- Arrange and build residential areas and centralized resettlement areas to serve land clearance, resettlement, and population relocation.

- Postal services and telecommunications: complete optical cable lines, expand signal transmission cables, upgrade the central post office. Gradually implement a high-speed, modern telecommunications development strategy to meet domestic and international communication needs.

- Healthcare: construct a new provincial general hospital with 500 beds and specialized hospitals at the provincial level using advanced technology and techniques; upgrade and expand the healthcare system at the district, city, commune, ward, and town levels. Prioritize constructing new district health centers and commune health stations in areas that have recently been separated due to division; increase the quantity and quality of healthcare staff at all levels.

- Education, culture, and society: construct vocational schools for the province, vocational training centers in districts and cities, community colleges, ethnic boarding schools, sports centers, cultural and artistic centers, traditional museums, libraries, provincial radio and television stations, and other important projects funded by the central and provincial governments.

- Ensure essential infrastructure projects for the poor, poor communities, and poor communes: renovate, upgrade, expand, and construct essential infrastructure projects such as small irrigation works, schools, commune health stations, roads, street lighting, clean water supply, markets, communal cultural houses, meeting halls, etc., ensuring that all poor communes have essential infrastructure by 2010.

- Construct offices for Party agencies, state agencies, and mass organizations, completing within the period from 2006 to 2010 towards modernization.

6. Education and Training

Continue to enhance literacy, train human resources (especially high-quality human resources), and attract and cultivate talent. Emphasize training skilled labor forces. Increase investment in building schools, classrooms, and equipment, striving for all schools to meet national standards by 2020.

7. Health, Culture, Sports, and Society

Effectively carry out primary healthcare tasks for the people, gradually socialize and improve the quality of healthcare services. Develop a grassroots healthcare network linked with rural development and urbanization programs. Gradually enhance the capacity and medical ethics of doctors and healthcare personnel, coupled with upgrading the physical infrastructure and equipment of the sector. Perform well population work, family planning policies, and maternal and child health care.

Continue to effectively implement the movement "All People United to Build Cultural Living Habits in Residential Areas," expanding propaganda efforts to build a progressive culture rich in national characteristics. Maintain and restore cultural works, historical relics, and preserve national cultural heritage.

Socialize sports activities, organize traditional and mass sports movements, select and develop sports suitable for local characteristics.

Regarding employment resolution and implementation of social policies: accelerate agricultural industrialization and rural transformation to shift the labor structure from agricultural to industrial and commercial service sectors, creating jobs for the poor. Continue to effectively implement policies of gratitude and social policies. Encourage legitimate wealth creation, replicate models of mutual assistance to overcome difficulties, eliminate poverty.

8. Urban Development and Rural Construction:

Based on the overall plan for urban development in Vietnam until 2020 approved by the Prime Minister, form an urban development corridor along National Highway 1A, National Highway 61, and 61B, including upgrading and expanding Vi Thanh City to a third-class city and Tan Hiep City to a fourth-class city, following the direction of building synchronized, civilized, and modern urban infrastructure, ensuring national security and sustainable ecological environment to leverage the role of central cities and the influence of the urban corridor. Implement the task of restoring architectural order and urban construction, proactively controlling urban development according to planning, plans, and laws. Focus on guiding detailed urban construction planning, land use plans, strengthening urban land management and utilization. Strive to increase the urbanization rate to about 37% by 2020.

Regarding rural construction: continue to accelerate investment in building towns, especially market towns in remote areas, revolutionary bases, ethnic minority regions, and the economic-social infrastructure system in rural areas. Complete the rural transportation network, ensuring that 100% of communes have roads accessible by automobiles to their centers, systems for electricity supply, water supply, communication, environmental sanitation, educational facilities, healthcare services, cultural and physical exercise activity points; gradually diversify vocational training programs suitable for rural labor characteristics. Complete infrastructure investment in residential clusters according to the Government's program to stabilize populations in flood-prone areas.

9. Science and technology

The main tasks of science and technology are: to intensify research and application of science and technology to serve local socio-economic development. Establish scientific research and application institutions. Prioritize support for the development of biotechnology, post-harvest preservation and processing, mechanical engineering, construction materials, and construction sectors; gradually plan the development of automation technology. Strengthen scientific and technological cooperation with organizations and individuals both domestically and internationally, thereby selecting advanced and appropriate technologies for application at the local level.

10. Environmental issues and sustainable development

Study, forecast, and propose solutions to serve sustainable socio-economic development in the context of accelerating industrialization, modernization, and international economic integration. Build a system of scientific and technological information databases on the environment to serve all stakeholders; propose measures to protect ecological environments to ensure sustainable economic development. Consider sustainable development as a shared responsibility of the entire society, incorporate environmental education into schools, establish environmental protection organizations; strengthen propaganda and supervision of the implementation of the Environmental Law at every facility and individual level.

11. Consolidating national defense and security

The main tasks regarding national defense and security during the planning period are to continue implementing Resolution No. 21-NQ/TW dated January 20, 2003 of the Politburo on the direction, tasks, and solutions for developing the economy and society and ensuring security and defense in the Mekong Delta region from 2001 to 2010, and other resolutions, decisions, and directives of the Party and the Government, to maintain political stability, social order, and safety; consider this as a crucial factor for socio-economic development and international integration.

V. IMPLEMENTATION MEASURES

To achieve the goals of this Plan, there must be a comprehensive system of measures aimed at maximizing the utilization of resources within the Province and attracting domestic and foreign resources.

Based on this, the Province will develop plans to mobilize resources for each phase and implement specific, reasonable measures to attract domestic and foreign investments, ensuring the achievement of set targets. Continue to study, formulate, promulgate, or submit to the Prime Minister (for matters exceeding authority) for promulgation certain mechanisms and policies suitable for the development requirements of the Province in each phase, aiming to attract and mobilize resources to implement the plan.

Formulate mechanisms and policies as levers for land use; human resource training and talent attraction; science and technology development; market, circulation, distribution, and service; enterprise management and privatization; administrative reform and macro-policy adjustment, enhancing the capacity for socio-economic management and urban management at various levels of government and decentralizing management.

Formulate key socio-economic development programs and phased investment in projects prioritized in the Plan to provide guidance for development in line with each phase.

Article 2. This Plan serves as the basis for establishing, approving, and implementing specialized plans and investment projects within the Province according to regulations.

Article 3. The People's Committee of Hau Giang Province, based on the socio-economic development directions, tasks, and objectives of the Province in this Plan, shall take the lead and coordinate with relevant ministries and sectors to direct the establishment, approval, and implementation according to regulations:

- Socio-economic development plans for districts and towns, urban system development plans and residential areas, construction plans, land use plans, and sectoral development plans to ensure overall coordinated development.

- Study, formulate, and promulgate or submit to competent state authorities for promulgation certain mechanisms and policies suitable for the development requirements of the Province in each phase, aiming to attract and mobilize resources to implement the Plan.

- Develop long-term, medium-term, and short-term plans, key development programs, and specific projects for focused or phased priority investment.

- Submit to the Prime Minister for consideration and decision on timely adjustments and supplements to this Plan in accordance with the socio-economic development situation of the Province in each planning phase.

Article 4. Assign relevant central ministries and sectors to support the People's Committee of Hau Giang Province in researching and formulating the aforementioned plans; study and submit to competent authorities for approval certain mechanisms and policies suitable for the socio-economic development requirements of the Province in each phase. Accelerate investment and implementation of regional impact and important projects for the socio-economic development of the Province that have been decided upon. Study and submit to competent authorities for approval the adjustment and supplementation of sectoral development plans and investment plans for projects mentioned in the Plan. Support the Province in finding and allocating domestic and foreign investment funds to implement the Plan.

Article 5. This Decision takes effect 15 days after its publication in the Official Gazette.

Article 6. The Chairman of the People's Committee of Hau Giang Province, Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairmen of People's Committees of provinces and centrally-administered cities are responsible for enforcing this Decision./.
