Amending and supplementing Circular No. 01/2009/TT-BTC dated January 2, 2009 guiding the implementation of Decision No. 101/2008/QĐ-TTg dated July 18, 2008 of the Prime Minister on the issuance of financial management mechanisms and staffing for the State Treasury System under the Ministry of Finance for the period 2009-2013

Pursuant to Decree No. 60/2003/NĐ-CP dated June 6, 2003 of the Government detailing and guiding the implementation of the State Budget Law;
Pursuant to Decree No. 118/2008/NĐ-CP dated November 27, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Pursuant to Decision No. 101/2008/QĐ-TTg dated July 18, 2008 of the Prime Minister on the issuance of financial management mechanisms and staffing for the State Treasury System under the Ministry of Finance for the period 2009-2013;
The Ministry of Finance guides the amendment and supplementation of Circular No. 01/2009/TT-BTC dated January 2, 2009 of the Ministry of Finance guiding the implementation of Decision No. 101/2008/QĐ-TTg dated July 18, 2008 of the Prime Minister on the issuance of financial management mechanisms and staffing for the State Treasury System under the Ministry of Finance for the period 2009-2013 as follows:
Article 1. Contents of operational expenditures of the State Treasury
Supplement paragraph a, point 2.2, Clause 2, Section II as follows: "Expenditure to ensure the operation of party organizations according to Decision No. 84-QĐ-TW dated October 1, 2003 of the Central Committee's Secretariat; expenditure to ensure the operation of mass organizations according to current laws."
Article 2. Contents of using increased revenue and cost savings
Amend the provision at point 4.4, Clause 4, Section II as follows: "Expenditure for cooperation work within and outside the State Treasury system; expenditure for supporting the activities of party organizations and mass organizations, with specific support levels determined by the General Director of the State Treasury and the Directors of State Treasuries at all levels as appropriate."
Article 3. Implementation Organization
This Circular takes effect 45 days from the date of signature and shall be applied to budget years during the period 2009-2013.
During the implementation process, if there are difficulties or obstacles, they should be reported to the Ministry of Finance for timely study and resolution./.
