THE MINISTER OF THE MINISTRY OF HOME AFFAIRS

Pursuant to the Education Law dated June 14, 2005;
Pursuant to Decree No. 48/2008/NĐ-CP dated April 17, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs;
Pursuant to Decision No. 749/QD-TTg dated June 12, 2008 of the Prime Minister regarding units under the Ministry of Home Affairs;
Pursuant to the Charter of Colleges issued together with Decision No. 56/2003/QD-BGD&ĐT dated December 10, 2003 of the Minister of Education and Training;
Considering the proposal of the Rector of the Hanoi College of Public Administration and the Director of the Department of Organization and Cadres,

DECISION:

Article 1. Position and Functions

1. The Hanoi College of Public Administration is a unit under the Ministry of Home Affairs, having the function of organizing training and improving human resources at the college level and below in the field of public administration work and related professions; conducting scientific research and applying technological advancements to serve economic and social development.

2. The Hanoi College of Public Administration is a self-financing unit that exercises autonomy and bears responsibility for its operations, organizational structure, staffing, and finances according to the law. The College has legal personality, a seal, and is entitled to open separate accounts at banks and state treasuries.

3. The main office of the Hanoi College of Public Administration is located in Hanoi City.

b) Draft five-year and annual socio-economic development plans for the province; major economic and social balances for the province; draft five-year and annual plans, programs, projects, measures to organize and implement tasks related to socio-economic development, finance-budget, planning-investment, and other tasks within the scope of state management of the Department of Finance as prescribed by law;

1. Develop long-term, five-year, and annual plans for the development of the College in accordance with the national education strategy and the network of colleges established by the State, submit these plans to competent authorities for approval and implementation.

2. Train human resources at the college, intermediate, and vocational levels in fields such as Human Resource Management, Cultural Management, Office Administration, Documentation, Archives, Administrative Office Work, Information Library Science, Office Secretarial, Computer Science, and other related fields upon permission from authorized agencies and in accordance with the law.

3. Train and improve the professional skills of staff working in documentation, archives, and other areas based on the requirements of organizations and in line with the College's capacity.

4. Develop curricula, textbooks, teaching plans, and study programs for permitted fields of study based on the framework curriculum issued by the Ministry of Education and Training.

5. Compile and approve textbooks for use within the College based on the review by the Textbook Review Council established by the Rector.

6. Organize training activities and educational programs according to the approved training program goals; recognize graduation and issue diplomas and certificates in accordance with regulations.

7. Implement scientific and technological research activities, integrate training with research, apply science and technology in education and training to approach modern and advanced science of countries around the world.

8. Organize scientific and technological services, production activities in line with the College's training fields as prescribed by law.

9. Develop and implement international cooperation plans in training and scientific research according to assigned functions and tasks and in accordance with the law.

10. Mobilize, manage, and utilize resources to achieve educational and training objectives; cooperate and link with relevant agencies and organizations to enhance the quality of education and training, connect training with employment resolution, ensuring the effectiveness of trained resources and avoiding social waste to serve the economic and social development cause.

11. Organize student admissions and manage students in accordance with regulations.

12. Coordinate with families, organizations, and individuals in educational and training activities for students.

13. Manage the organizational structure and staffing; build a cadre of lecturers and staff to meet the College's development needs.

14. Manage and use facilities, finance, assets, and land allocated according to regulations.

15. Implement reporting procedures to the Ministry of Home Affairs and state management agencies regarding the College's activities as prescribed by law.

16. Perform other tasks assigned by the Minister and as prescribed by law.

The Competition Council organizes and operates in accordance with the Charter issued by the Prime Minister.

1. The organizational structure includes:

a) The Rector and Deputy Rectors

The Rector is appointed by the Minister of Home Affairs. Deputy Rectors are appointed by the Minister of Home Affairs based on the Rector's recommendation.

b) The Scientific and Training Council and other advisory councils.

c) Functional Departments:

- Training Department.

- Administrative and Organizational Department.

- Science and Technology Management and International Cooperation Department.

- Planning and Finance Department.

- Student Affairs Department.

- Management Department.

d) Faculties and Centers:

- Documentation and Archiving Faculty.

- Culture, Information, and Society Faculty.

- Office Administration Faculty.

- Human Resource Management Faculty.

- Administrative Studies Faculty.

- Part-time Training Faculty.

- Political Theory Faculty.

- Computer and Foreign Language Center.

- Vocational Training Center.

- Information Library Center.

đ) The Hanoi College of Public Administration branch in Da Nang City.

e) Party and mass organizations as prescribed.

2. Powers and responsibilities of the Rector:

a) The Rector is responsible to the Minister of Home Affairs for all activities of the College according to current laws and regulations of the Ministry of Home Affairs; Deputy Rectors are responsible to the Rector for the tasks assigned to them.

b) Define specific functions and tasks for units and organizations under the College.

c) Develop the College's organizational and operational charter according to regulations and submit it to the Minister of Home Affairs for approval.

d) Define cadres, civil servants, employees, lecturers, and staff; decide on the establishment of organizations under the College according to the organizational structure approved in the College's organizational and operational charter; appoint positions from Department Heads, Faculty Heads, or equivalent positions downwards; decide on matters related to cadre, civil servant, and employee work from lecturer, specialist, and equivalent positions downwards; perform tasks within their authority in recruiting lecturers, cadres, civil servants, employees, and signing labor contracts according to the law and regulations of the Ministry of Home Affairs.

đ) Other responsibilities and authorities shall be implemented in accordance with the Statutes of the College issued by Decision No. 56/2003/QĐ-BGD&ĐT dated December 10, 2003 of the Minister of Education and Training.

Article 4. Effectiveness and Responsibility for Implementation

1. This Decision takes effect from the date of signature; annuls Decision No. 108/2005/QĐ-BNV dated October 17, 2005 and any previous provisions that conflict with this Decision.

2. The Director of the Ministry's Office, the Head of the Civil Service Organization Department, the Heads of units and organizations under the Ministry, and the Rector of the Interior College of Hanoi are responsible for implementing this Decision./.
