Pursuant to Decree No. 29/2008/NĐ-CP dated March 14, 2008 of the Government on industrial parks, export processing zones, and economic zones;
Considering the proposal of the Minister of Construction,
DECISION:
Clause 4 of Article 6Approving the Adjustment of the Overall Urban Planning for the Dong Dang – Lang Son Border Economic Zone, Lang Son Province, to 2030 with the following main contents:
1. Scope of Planning
The Dong Dang – Lang Son Border Economic Zone (hereinafter referred to as the Economic Zone) has an area of approximately 39,400 hectares, including: expanded Lạng Sơn city, Cao Lộc town, Dong Dang town, and communes: Thuy Hung, Phu Xa, Bao Lam, Thach Dam, Hong Phong, Tan Lien, Song Giap commune, part of Binh Trung commune in Cao Lộc district; Tan Thanh and Tan My communes in Van Lang district, part of Van An commune in Chi Lang district; Dong Gap commune in Van Quan district.
1. Knowledge
- It is the commercial, service, tourism, and industrial center of the midland and mountainous northern region, serving as a regional and international trade hub and an important transportation node of the Lang Son – Hanoi – Hai Phong – Quang Ninh economic corridor and the Gulf of Tonkin economic belt;
- It is the political, economic, educational, training, and sports center of Lang Son province; it has a modern and synchronized social infrastructure;
- It holds a significant position regarding national security and defense.
3. Population and Labor Force Forecast
a) Population: forecasted to reach about 230,000 people by 2020 and about 330,000 people by 2030, of which the urban population is expected to reach about 152,000 people by 2020 and about 245,000 people by 2030.
b) Labor Force: forecasted that the working-age population will account for 52 – 53%, reaching about 79,000 people by 2020 and about 130,000 people by 2030.
4. Land Area for Construction
a) Non-Tax Zone Land:
- By 2020: 810 hectares;
- By 2030: 1,350 hectares.
b) Tax Zone Land:
- Residential land: by 2020 approximately 1,355 hectares, by 2030 approximately 2,075 hectares;
- Non-residential land: by 2020 approximately 2,400 hectares, by 2030 approximately 4,475 hectares;
- Other land: by 2020 approximately 34,834 hectares, by 2030 approximately 31,500 hectares.
5. Spatial Development Orientation
a) Functional Zones
The Dong Dang – Lang Son Border Economic Zone is formed over a wide area with multiple functions, interwoven with economic and social factors, national defense and security. The Economic Zone consists of two main functional zones: the Non-Tax Zone and the Tax Zone. Additionally, there are conservation areas, restricted development areas, and security-defense areas.
b) Spatial Development Orientation for Functional Zones:
- Non-Tax Zone: with an area of 1,350 hectares, including:
+ Tan Thanh Commercial Service Cluster: from Tan Thanh border gate through Pac Luong intersection, with construction land of 300 hectares;
+ Commercial Service Cluster from Pac Luong intersection to Hang Chui area, with construction land of 200 hectares;
+ Coc Nam Commercial Service Cluster: from Coc Nam border gate developing along National Highway 4 to Kha Da – Ma Meo area adjacent to Hang Chui, with construction land of 300 hectares.
- Tax Zone: the entire remaining area of the Economic Zone, including:
+ Border Gate Area:
. International Border Gate Hoa Lien: with a scale of 70 hectares, including: National Gate, parking lots for tourist vehicles, transport supply areas connected to service facilities, joint inspection stations, administrative buildings;
. International Railway Border Gate Dong Dang: with a scale of 20 hectares, including: railway station, public parking lots, service areas, inspection stations;
. Baolam Border Gate: with a scale of 120 hectares, including: port systems, warehouses, transport supply areas connected to service facilities, joint inspection stations.
+ Industrial and Warehouse Area:
. Hong Phong and Phu Xa Industrial Zone: with a scale of 440 hectares, including processing and recycling export goods industries, construction material production industries; agricultural and food processing industries...
. Thuy Hung and Phu Xa Cargo Transfer Area: with a scale of 160 hectares, building warehouse systems, on-site customs control facilities to serve convenient clearance of cargo systems;
. Industrial Cluster No. 2: north of Lạng Sơn city, with a scale of 25 hectares, including non-polluting industries such as electronics, telecommunications, high-tech industries;
. Hop Than Industrial Cluster: with a scale of 125 hectares, arranging construction material industries, export goods processing industries.
- Administrative Center, Professional Schools, Health Facilities:
+ Provincial Administrative and Political Center: planned in the Chi Lang ward area. By 2015, renovate the land along Hùng Vương Street and Quang Trung Street, organize it into a provincial administrative complex, connecting the Hùng Vương Street square landscape space with the green park system along the Ky Cong River. The scale is approximately 4-5 hectares, with a construction density below 30%, and heights from 5-15 floors;
+ Current Lạng Sơn City Administrative Center located on Le Loi Street, with a small scale. When the new western-southern urban area of Hoàng Đồng is constructed, with a land scale of 5-10 hectares and a construction density below 30%, heights from 5-15 floors, it will be studied to form a future city administrative center;
+ Administrative Center of Dong Dang Town: currently small in scale, the new center is planned in the Bo Thep hill area, with a scale of 5-6 hectares;
+ Office of the Management Board of the Dong Dang – Lang Son Border Economic Zone is planned near the new Thuy Hung urban area, with a scale of 5-10 hectares;
+ Professional School Areas: arranged in the Mai Pha commune area of Lạng Sơn city, with a scale of 80 hectares;
+ Healthcare System: upgrading existing hospitals, constructing new specialized hospitals with large scales, and improving existing clinics in commune and ward centers, densely populated areas.
It is planned to invest in a Traditional Medicine Hospital in Hoang Dong commune, a new central general hospital with 700 beds; a College of Medical Technology, located in the northeast of Industrial Cluster 2 in Hop Than commune, with a scale of 40-50 hectares. Private hospitals will be established by domestic and foreign enterprises, providing high-level medical services for the entire Economic Zone, with locations combined with ecological areas.
- Tourist and Service Areas:
+ Pac Luong Tourist and Service Area with a scale of 160 hectares, including: commercial service area, entertainment area, eco-lodge area.
+ International Trade and Exhibition Area Dong Dang (linked with the De Mau Temple Festival) with a scale of 30 hectares, including the De Mau Temple Tourism Area, the central commercial area, various service areas, and management control areas;
+ Na Tam - Phai Luong Lake Tourism Service Area with a scale of 550 hectares, including an 18-hole golf course, high-end resort areas, special entertainment services, international trade and service areas, high-end medical rehabilitation areas;
+ Khau Lom Mountain Tourism Area with a scale of 550 hectares. The recreational forest area, mountain climbing, camping, hunting area includes the administrative reception dock area, weekend rest area, tent rest area, walking garden, camping area, scenic spots for sightseeing with refreshment and light dining services, etc.;
+ Giang Van Vi Pass Ecotourism Area with a scale of 400 hectares, including weekend rest areas, tent rest areas, walking gardens, camping areas, amusement and entertainment areas, scenic spots for sightseeing with refreshment and light dining services, etc.;
+ Cultural and Historical Tourism Area: To Thi Mountain, Mac Dynasty Citadel, Tam Thanh - Nhi Thanh Cave linked with Ky Cong Temple, Dien Khanh Pagoda, and other historical sites within Lang Son City with a scale of 65 hectares, serving as a venue for festivals and prominent cultural activities, combined with an exhibition area for ethnic products;
- Residential Areas:
It is forecasted that by 2030, the total population of the Economic Zone will be approximately 330,000 people, of which the urban population will be about 245,000 people (including both residential and labor populations from industrial zones and tourism and service areas), while the rural population will be around 85,000 people. This includes:
+ For urban residents:
In addition to residential areas in the Central Area (including both high-rise and low-rise residential areas) in Dong Dang Town and Lang Son City, new urban areas will be formed with a total land area of approximately 550 to 850 hectares by 2020 and over 1,000 to 1,200 hectares by 2030, ensuring living conditions for the new urban center's residents and those resettled due to future industrial zones;
+ For rural residents:
Mainly renovating, arranging, and reorganizing existing residential areas to align with planning requirements, while creating favorable conditions for the construction of social infrastructure projects to improve living standards for the people;
For residential areas located within the planned industrial development and commercial service areas, relocation and on-site resettlement will be carried out according to the plan. For residential areas within the planned new urban areas (urbanized village areas), they will be gradually renovated and arranged in accordance with the overall landscape;
For remaining residential areas, the current scale and building density will be maintained. Specifically, for residential areas within the planned Duty-Free Zone, all residents will be relocated and resettled near the construction site; implementing reasonable resident arrangement plans in accordance with the plan;
- Green Park and Sports Systems:
Upgrading and renovating existing green park and sports centers, with plans to invest in a regional-level sports center in Lang Son City;
- Other Functional Areas:
+ Security and defense areas must meet security and defense requirements, while being integrated with economic development areas;
+ Fruit and forestry tree areas are planned to be connected with ecotourism areas, ensuring both exploitation and preservation of the landscape environment;
6. Urban Design and Development Control
a) Principles of Urban Design:
- The process of urban development in the Economic Zone must comply with the approved general and detailed functional area planning, preserving and enhancing the ecological landscape space, adhering to planning construction indicators, and ensuring red-line boundaries and building setbacks along major traffic and spatial axes of the Economic Zone, expressways, main urban axes, border gate areas, central commercial-service areas, tourism-rest areas, etc.;
- Preserving intact natural landscapes, high hills, water surfaces, rivers, streams; only limited earthwork for construction projects. Preserving ecosystems and genetic resources associated with limestone mountains; improving and supplementing various suitable plant types for urban and tourist areas;
- Preserving beautiful scenic areas and environmentally sensitive areas: valleys, mountains, river basins, lakes, and distinctive karst geological and ecological areas must be preserved and maintained in their natural state during the Economic Zone's development;
- Important regional characteristics need to be retained and preserved: primary forests, natural lake watersheds, cultural-historical heritage structures;
- Existing cities and traditional villages need to be preserved and integrated into urban development planning;
- Harmoniously combining and effectively developing the Economic Zone with adjacent areas such as the new Cao Loc Town, Muong Son Tourism Area, Chi Ma Border Gate, etc.;
b) Principles of Development Control:
Controlling the development of the Economic Zone based on controlling construction planning indicators (land use ratio, building density, building setback, etc.) determined for each functional area according to the land use plan;
- Land use control: ensuring priority for land use needs and development forms of functional areas according to the phased planning, guaranteeing sustainable and long-term stable development of the Economic Zone;
- Development speed control: the urban development speed and key functional areas within the Economic Zone are determined based on the nature of each functional area according to the land use plan;
+ Commercial and service areas are provided with conditions for faster development to optimize commercial land use; concentrating commercial activities to create vibrant commercial and service environments, driving Economic Zone development;
+ Residential areas have slower development speeds to create better living environments and provide more public activity spaces and green areas;
+ Open spaces, agricultural areas, and environmental protection areas (mountains, forests, lakes, etc.) need to maintain a large green coverage. These areas are unsuitable for urban development and only allow up to 5% of the area for construction of management and conservation facilities.
7. Orientation for the development of technical infrastructure systems
a) Orientation for traffic planning
- Roadways:
+ Highway Lang Son - Bac Giang: The section passing through Lang Son city will go around to the East, starting from the south of Yen Trach railway station, passing through Cao Loc district to Thuy Hung commune. The road base width is 38 meters, with three lanes for motor vehicles on each side, sidewalks, rough lanes, and a central median strip 2 meters wide;
+ Upgrade National Highway 1B to meet the standard of Class III mountain roads;
+ National Highways 4A and 4B need to be invested in upgrading and paving the entire route to meet the standard of Class III mountain roads. The section of National Highway 4A passing through the Non-Tariff Zone of the Economic Zone shall have its cross-section widened to 41 meters;
+ Construct a ring road connecting regions west of the Economic Zone starting from the old National Highway 1A, going west of Lang Son city, connecting to the western ring road of Dong Dang town, with a scale expected to meet the standard of Class III mountain roads;
+ Provincial roads need to be invested in upgrading and improving according to the orientation for the development of transportation throughout the province until 2020. Provincial Road 235A from Friendship Gate to Baolam Gate will be upgraded to meet the standard of Class III mountain roads. Upgrading the existing road connecting the Baolam commercial and service area to Provincial Road 234 to meet the standard of reinforced Class IV mountain roads to enhance the eastern connection of the Economic Zone;
+ Border traffic system including border corridors, exit roads, patrol roads, and roads connecting from patrol roads to boundary markers. According to the plan, by 2010, the border corridor will be completed, connecting with the border corridor system of Cao Bang and Quang Ninh provinces, meeting the standard of Class IV mountain roads;
+ Border patrol roads including longitudinal border roads and branch roads leading to boundary markers. According to the plan, by 2010, the entire border patrol road system within the province will be basically completed;
+ Bus terminal system:
. Lang Son City: Complete the renovation of the northern bus terminal. Build a new southern bus terminal and a new eastern bus terminal. Each terminal has a size of 3 to 5 hectares;
. Dong Dang Town: Build a new bus terminal in the southeast of the town combining public transport services, with a size of 2 to 4 hectares;
. Build a new northern bus terminal in Pac Luong residential area, with a size of 2 hectares;
. Build a new system of terminals to serve cargo transfer for the Economic Zone;
- Railways:
+ The Hanoi - Lang Son railway line is part of the Trans-Asia Railway through Friendship Gate. Sections passing through Lang Son city and Dong Dang town will be renovated and upgraded to ensure convenient, safe traffic and comply with the overall urban planning. A new parallel railway line running alongside National Highway 4B will be constructed from Lang Son to Quang Ninh and connected to Mu Chua Port;
+ Railway stations:
. Dong Dang Border Station serves international freight and passenger transport, with plans to upgrade and renovate the Lang Son station area, expanding the square in front of the station;
. The northern transfer hub of the Trans-Asia Railway and the newly built railway line to Mu Chua Port - Quang Ninh will be constructed at the Yen Trach station area;
- River transport:
+ Renovate the Ky Cong riverbed to serve eco-tourism;
+ Construct boat docks along the route near tourist attractions to attract river tourism;
- Urban traffic:
+ Develop a modern urban traffic network to meet the travel and transportation needs of the city and surrounding areas, ensuring smooth, convenient, fast, and safe movement, promoting economic and social development of the city;
The planned scale of the routes is as follows:
+ Main urban roads with widths ranging from 37 to 50 meters;
+ Inter-area roads with widths ranging from 27 to 40 meters;
+ Area roads with widths ranging from 18 to 24 meters;
- Traffic-related facilities:
+ Static parking lots need to be developed to meet the needs of urban development. In public areas, parks, recreational areas, etc., centralized parking lots should be arranged. The total land area allocated for static traffic reaches 2 to 4 percent of the urban construction land area;
+ Construct complete inter-level intersections at locations where national highways intersect with expressways, and branches that do not directly connect to expressways must pass through inter-level intersections already determined. Intersection locations are determined based on the traffic development orientation map;
+ In the Lang Son city area, all main east-west roads crossing railways must be organized with inter-level intersections at railway overpasses to ensure traffic safety;
+ Bridge and culvert systems across roads will be completed according to the planned road network;
- Public transportation:
Construct a public passenger transportation system to ensure the best travel conditions for residents: fast, convenient, safe, and economical;
b) Orientation for land leveling and stormwater drainage planning
- Land leveling solutions:
+ Based on hydrological conditions and actual flooding situations in the design area, choose appropriate ground construction elevations for each area as follows:
+ For the Lang Son city area, select a construction elevation of ≥ +260.0m;
+ For the Dong Dang town area, select a construction elevation of ≥ +243.0m;
+ For the Pac Luong area, choose the natural terrain elevation and mainly conduct local land leveling;
+ For the Tan Thanh and Friendship Gate border areas, select the current construction elevation;
- Areas developing on hill slopes use retaining walls or embankments to ensure construction areas are not subject to landslides;
- Stormwater drainage solutions:
Use a separate drainage system operating on gravity flow principles;
- Lang Son City:
+ For the inner city area of Lang Son City, use a combined drainage system;
+ For new construction areas such as suburban urban zones, use a completely separate drainage system, with this watershed draining primarily into the Lao Ly stream before flowing into the Ky Cong River;
- Dong Dang Town:
+ For the old urban area, use a combined drainage system, then use a bypass pipe to separate sewage and direct it to the treatment plant;
+ For new construction areas, use a separate drainage system, with the primary drainage direction being into the Dong Dang stream, then flowing into the Ky Cong River;
- Adjust the Dong Dang stream to align with urban development directions.
- The drainage network is distributed according to the natural topography of the areas, with main drainage channels directed towards ditches and streams;
- Construct water-receiving ditches in mountainous areas to prevent soil erosion and avoid damaging infrastructure;
- The entire design area is divided into four main drainage basins:
+ Basin 1 drains into stream Lao Ly and then into river Ky Cong;
+ Basin 2 drains directly into river Ky Cong;
+ Basins 3 and 4 drain into stream Dong Dang.
c) Orientation for water supply planning
- Total water demand:
Year 2020: 50,000 m3/day-night;
Year 2030: 90,000 m3/day-night.
- Water sources:
Select river Ky Cong and lake Na Tam as water sources for the city of Lang Son, town Dong Dang, and other functional zones within the Economic Zone.
- Key facilities:
+ Phase 2020:
. Maintain existing well pump stations with a capacity of 10,000 m3/day-night, along with individual well treatment processes;
. Construct new primary pumping station and surface water treatment plant on river Ky Cong with a capacity of 18,000 m3/day-night;
. Construct new primary pumping station and Dong Dang water treatment plant with a capacity of 19,500 m3/day-night;
. Complete the primary pumping station and wastewater treatment facility at lake Na Tam with a capacity of 2,500 m3/day-night;
. Utilize existing water storage tanks located on high hills.
+ Phase 2030:
. Increase the capacity of the primary pumping station and river Ky Cong water treatment plant from 18,000 m3/day-night to 50,000 m3/day-night;
. Increase the capacity of the primary pumping station and Dong Dang water treatment plant from 19,500 m3/day-night to 35,000 m3/day-night;
. Increase the capacity of the primary pumping station and lake Na Tam water treatment plant from 2,500 m3/day-night to 5,000 m3/day-night;
- Firefighting: utilize a combined firefighting and potable water supply network.
d) Orientation for power supply planning:
- Power load forecast:
Total electricity demand for the Economic Zone:
+ Year 2020: 100,808 kW equivalent to 126,010 KVA
+ Year 2030: 210,749 kW equivalent to 263,436 KVA
- Power supply orientation:
+ Power source: power supply for the Economic Zone will be sourced from the national grid.
+ Power demand:
. Phase up to year 2020: the power demand of the designed area is 126,010 KVA.
. Phase up to 2030: the power demand of the designed area is 226,436 KVA.
+ Planning substations: based on the overall power development plan of Vietnam (Plan 6), approved in 2007, by 2020, Lang Son province will construct a 220 KV substation with a capacity of 125 MVA. Based on calculated load requirements, by 2020, it is necessary to upgrade and install substations with the following capacities:
. Construct an additional 220 KV substation with a capacity of 1 x 125 MVA
. Upgrade the existing 110 KV Lang Son substation from 2 x 25 MVA to 1 x 25 MVA + 1 x 63 MVA.
. Construct three additional 110 kV substations, including: Substation TR1 with a capacity of 1 x 25 MVA, Substation TR2 with a capacity of 1 x 25 MVA, and Substation TR3 with a capacity of 1 x 25 MVA
e) Orientation for wastewater and environmental sanitation planning
- Forecast demand:
+ Year 2020: wastewater is 38,000 m3/day-night, solid waste is 288 tons/day;
+ Year 2030: wastewater is 58,500 m3/day-night, solid waste is 360 tons/day;
- Wastewater discharge planning orientation until 2030:
+ City of Lang Son: for the old urban area of the city, the planned drainage system is a separate drainage system. For newly planned residential areas, the planned drainage system is a completely separate drainage system. The entire city is divided into two main drainage basins:
. Basin 1: north of river Ky Cong;
All wastewater from this basin will be directed to Wastewater Treatment Plant No. 1 with a capacity of 30,000 m3/day-night, covering an area of 3 hectares.
. Basin 2: south of river Ky Cong.
The existing urban area of Chi Lang wards will construct a semi-separate drainage system. Construct sewer lines to separate wastewater along the banks of river Ky Cong. Intermediate pumping stations have long-term capacities as follows: TB3 – 3,000 m3/day-night, TB6 – 1,200 m3/day-night, TB8 – 4,300 m3/day-night. New urban areas will construct a completely separate drainage system. The southern part of the city has Wastewater Treatment Plant No. 2 with a capacity of 3,000 m3/day-night, covering an area of 0.5 hectares.
+ Town Dong Dang
Plan a completely separate drainage system. The pipeline network has dimensions of D200 – D300 mm, with a total length of nearly 5,000 meters. Wastewater Treatment Plant SH3 has a capacity of 3,100 m3/day-night, covering an area of 0.5 hectares.
+ Northern town Dong Dang urban area and Coc Nam commercial service zone.
Plan a completely separate drainage system. The pipeline network has dimensions of D300 – D400 mm, with a total length of 8,200 meters. Wastewater Treatment Plant SH4 has a capacity of 10,000 m3/day-night, covering an area of 1 hectare.
+ Khơ Đa-Ma Mèo commercial service zone.
Plan a completely separate drainage system. The pipeline network has dimensions of D200 – D300 mm, with a total length of 1,300 meters. Wastewater Treatment Plant SH5 has a capacity of 2,300 m3/day-night, covering an area of 0.3 hectares.
+ Pac Luong residential area.
Plan a completely separate drainage system. The pipeline network has dimensions of D200 – D300 mm, with a total length of 1,700 meters. Wastewater Treatment Plant SH6 has a capacity of 400 m3/day-night.
+ Tan Thanh border gate commercial service zone.
Plan a completely separate drainage system. The pipeline network has dimensions of D200 – D300 mm, with a total length of 4,400 meters. Wastewater Treatment Plant SH6 has a capacity of 500 m3/day-night, covering an area of 0.5 hectares.
- Industrial wastewater.
The industrial drainage system within the Economic Zone is a completely separate drainage system. Industrial and small-scale industrial zones must have wastewater treatment plants, and treated wastewater must meet specified standards.
+ Industrial cluster No. 2 (city of Lang Son): Treatment Plant CN1 – capacity 480 m3/day-night.
+ Hoa Thanh industrial park: Treatment Plant CN2 – capacity 500 m3/day-night.
+ Hong Phong industrial park: Treatment Plant CN3 – capacity 2,400 m3/day-night.
- Orientation for centralized cemetery planning:
+ Renovate and reorganize existing cemeteries.
+ For the city of Lang Son, a new cemetery is planned in the mountainous area of Quang Lac commune with a total area of 15 – 20 hectares (by 2025). Expand and renovate some existing cemeteries in Cao Loc district to address the needs of the northeastern area of the city.
+ For town Dong Dang, a new cemetery is planned in the western hill area of the town, belonging to Tan My commune, with an area of 15 – 20 hectares.
8. Initial construction planning phase
Complete preparatory works and create conditions for rapid development in the subsequent phase with the main tasks as follows: establish legal bases and transparent mechanisms and policies for the Economic Zone; construct basic infrastructure of the Economic Zone in one step; build key infrastructure for functional zones; strongly promote the attraction of domestic and foreign investment projects.
Priority investment projects:
- Investment in building resettlement areas and new urban areas: in-place resettlement area for the non-tariff zone (Pac Luong area), Thuy Hung, Tan My new urban areas in Dong Dang. Complete the new urban areas of Nam Hoang Dong, Hoang Van Thu, and the southern part of Lang Son city;
- Develop Hong Phong Industrial Park Phase I with 180 hectares, Hop Than Industrial Cluster, and Industrial Cluster No. 2;
- Non-tariff zone Phase I (economic cooperation zone) from Tan Thanh border gate to Hang Chui area. Construction land area of 500 hectares;
- Invest in infrastructure for cargo transfer area in Thuy Hung and Phu Xa communes with a scale of 160 hectares;
- Trade service area at Coc Nam, Huu Ngie, Bao Lam border gates, total scale of 150 hectares;
- New trade service centers in Dong Dang and Lang Son city;
- Develop tourism and service areas: Nhatam Eco-Tourism Area, Giang Van Vi Ecological Area, Mac Dynasty – Tam – Nhị Thanh …;
- Functional center areas and social infrastructure: administrative center, healthcare center, educational center …;
- Royal Tourism Service Area project (Nhatam Lake Eco-Tourism Area) with a scale of 180 hectares, Giang Van Vi Eco-Tourism Area;
- Ha Noi – Lang Son Expressway project;
- Ky Cong River Water Supply Project;
- Khanh Khe Hydropower Project;
- Urban lighting and power grid renovation project;
- Renovation of Dong Dang – Pac Luong and Pac Luong – Tan Thanh roads;
- Projects within the economic cooperation zone Phase I, Lang Son city solid waste treatment plant, and Dong Dang town.
9. Environmental protection measures
a) Rational and effective exploitation and utilization of land and natural resources in accordance with the purpose, scale, and strictly adhering to the criteria and technical indicators specified in specialized master plans consistent with the overall master plan and land use plans for each phase within the Economic Zone;
b) Protect forest ecosystems:
- Restore and protect existing natural forest ecosystems and green cover, especially strict protection of protective forests;
- Establish protected areas along rivers: develop vegetation along river and stream areas to protect freshwater and groundwater sources. Strictly prohibit construction of harmful industries such as dyeing, paper, leather tanning; heavy industries like iron and steel, motorcycle and automobile manufacturing, etc., within river, stream, and reservoir watersheds.
c) Exploitation and use of water resources:
- Proper use of surface water, strictly following water balance planning; extraction must comply with technical procedures. Prohibit construction of industrial plants that discharge toxic wastewater in water source protection zones;
- Assess reserves to reasonably plan exploitation and use according to technical procedures … allocate reasonably, avoid concentrated exploitation in specific areas, do not exploit continuously beyond limits leading to depletion, lowering groundwater levels, reducing reserves, and causing uncontrollable impacts that degrade environmental quality.
d) Control agricultural and forestry production activities:
- Plan and improve the system of plant protection centers to ensure control over inputs and outputs in fertilizer and plant protection chemical usage;
- Establish a protective forest management system according to forestry regulations.
e) Establish an environmental management system:
- Establish a monitoring, analysis, and objective evaluation system for environmental effectiveness;
- Apply Geographic Information System (GIS) in environmental management work.
12/2025/TT-BNNMT dated June 19, 2025 issued by the Minister of Agriculture and EnvironmentThe People's Committee of Lang Son Province shall implement the following tasks:
1. Issue Management Regulations based on the General Master Plan for the Dong Dang – Lang Son Border Gate Economic Zone after approval;
2. Publicize the adjusted General Master Plan for the Dong Dang – Lang Son Border Gate Economic Zone until 2030;
3. Implement the preparation of the general urban planning, zoning planning, detailed planning for functional areas of the Economic Zone, and rural residential area planning to concretize the adjusted General Master Plan, serving as a basis for implementing infrastructure and social infrastructure investment projects in the Economic Zone;
4. Strictly manage construction investment according to the zoning functions stipulated in the General Master Plan and related urban construction guidelines;
5. For new urban areas, ensure the synchronous construction of social and technical infrastructure.
Article 3. This Decision takes effect from the date of issuance.
The Minister of Construction, the Chairman of the People's Committee of Lang Son Province, and heads of relevant agencies are responsible for enforcing this Decision.
