DECREE

Adjusting administrative boundaries to establish District Hai An and its affiliated wards, expanding and establishing wards under District Le Chan, and renaming District An Hai to An Duong District under the city of Hai Phong

THE GOVERNMENT

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Considering the proposal of the Chairman of the People's Committee of Hai Phong City and the Minister of Home Affairs.

DECREE:

Article 1. Now, we adjust the administrative boundaries of An Hai District and Ngo Quyen District to establish Hai An District and its affiliated wards, expand and establish wards under Le Chan District, and rename An Hai District to An Duong District under the city of Hai Phong as follows:

1. Establish Hai An District based on the entire natural area and population of five communes of Dang Lam, Dang Hai, Dong Hai, Nam Hai, Trang Cat in An Hai District and Cai Bi Ward in Ngo Quyen District, and establish wards under Hai An District.

a) Establish Dang Lam Ward under Hai An District based on the entire natural area and population of Dang Lam Commune. Dang Lam Ward has 462.28 hectares of natural area and 10,653 inhabitants.

b) Establish Dang Hai Ward under Hai An District based on the entire natural area and population of Dang Hai Commune. Dang Hai Ward has 298.34 hectares of natural area and 7,979 inhabitants.

c) Establish Dong Hai Ward under Hai An District based on the entire natural area and population of Dong Hai Commune. Dong Hai Ward has 5,401.90 hectares of natural area and 16,392 inhabitants.

d) Establish Nam Hai Ward under Hai An District based on the entire natural area and population of Nam Hai Commune. Nam Hai Ward has 551.60 hectares of natural area and 7,533 inhabitants.

e) Establish Trang Cat Ward under Hai An District based on the entire natural area and population of Trang Cat Commune. Trang Cat Ward has 1,996.01 hectares of natural area and 7,934 inhabitants.

g) Transfer Cai Bi Ward in its entirety from Ngo Quyen District with 128.84 hectares of natural area and 19,371 inhabitants to Hai An District. Hai An District has 8,838.97 hectares of natural area and 69,862 inhabitants; it includes six administrative units comprising the wards of Dang Lam, Dang Hai, Dong Hai, Nam Hai, Trang Cat, and Cai Bi. The administrative boundary of Hai An District: East borders Cat Hai District; West borders Ngo Quyen District; South borders Kien Thuy District; North borders Thuy Nguyen District.

2. Merge the entire natural area and population of Vinh Nien and Du Hang Kenh Communes in An Hai District into Le Chan District and establish Vinh Nien and Du Hang Kenh Wards under Le Chan District.

a) Establish Vinh Nien Ward under Le Chan District based on the entire natural area and population of Vinh Nien Commune. Vinh Nien Ward has 562.66 hectares of natural area and 11,202 inhabitants.

b) Establish Du Hang Kenh Ward under Le Chan District based on the entire natural area and population of Du Hang Kenh Commune.

Du Hang Kenh Ward has 246.60 hectares of natural area and 23,373 inhabitants.

After adjusting the administrative boundaries of An Hai District and Ngo Quyen District to establish Hai An District and its affiliated wards under Hai An District; expanding and establishing wards under Le Chan District:

Le Chan District has 1,231.02 hectares of natural area and 179,168 inhabitants; it includes fourteen administrative units comprising the wards of An Bien, An Duong, Cat Dai, Du Hang, Dong Hai, Hang Kenh, Ho Nam, Lam Son, Me Linh, Nien Nghia, Trai Cau, Tran Nguyen Han, Vinh Nien, and Du Hang Kenh.

The administrative boundary of Le Chan District: East borders Ngo Quyen District and Kien Thuy District; West borders Kien An District and An Hai District; South borders Kien Thuy District; North borders Hong Bang District.

Ngo Quyen District retains 1,096.78 hectares of natural area and 155,253 inhabitants; it includes thirteen administrative units comprising the wards of Cau Dat, Cau Tre, Dang Giang, Dong Khe, Dong Cuu Binh, Gia Vien, Lac Tray, Lac Vien, Le Loi, Luong Khanh Thien, May Chai, May To, Van My.

An Hai District retains 9,831.96 hectares of natural area and 134,137 inhabitants; it includes sixteen administrative units comprising the communes of An Dong, An Hoa, An Hong, An Hung, Bac Son, Dai Ban, Dang Cuong, Dong Thai, Hong Phong, Hong Thai, Le Loi, Le Thien, Nam Son, Quoc Tuan, Tan Tien, and the town of An Duong.

3. Rename An Hai District to An Duong District.

Article 2. This Decree shall take effect fifteen days after the date of signature. All previous regulations that conflict with this Decree are hereby abolished.

Article 3. The Chairman of the People's Committee of Hai Phong City, the Minister of Home Affairs, and the Heads of relevant agencies are responsible for implementing this Decree./.
