DECISION OF THE PRIME MINISTER

Regarding the approval of the strategy
to build Vietnamese families for the period 2005-2010

PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the Law on Marriage and Family dated June 9, 2000;

Considering the proposal of the Minister, Chairman of the Committee for Population, Family and Children,

DECISION:

Article 1. Approves the Strategy for Building Vietnamese Families for the Period 2005-2010 with the following main contents:

1. Viewpoints:

a) The family is one of the important factors determining the sustainable development of society, the success of the industrialization and modernization of the country and the construction of socialism. Building Vietnamese families with fewer children (one or two children per couple), prosperous, progressive, equal, and happy is the driving force of the economic and social development strategy during the period of industrialization and modernization of the country.

b) The leadership of the Party, the management of the State, the participation of political and social organizations, communities, families, and individuals are decisive factors for the success of family work.

c) Families have responsibilities towards their members and towards society. The State and society have the responsibility to protect the stability and development of families.

d) Education and building of families always inherit, maintain, and promote the fine traditional values of Vietnamese families while building advanced values of families in a developing society.

đ) Investment in families is investment in sustainable development. The State prioritizes ensuring resources, while mobilizing contributions from the whole society and seeking international assistance for family work.

2. Objectives of the Strategy:

Determining the Administrative Reform Index to monitor and evaluate in a substantive, objective, and fair manner the annual implementation results of administrative reform of ministries, agencies equivalent to ministries (referred to as ministries), and people's committees of provinces and central-supervised cities (referred to as provinces) during the implementation of the Comprehensive Program on Administrative Reform of State Agencies for the 2011-2020 period.

Gradually stabilize, consolidate, and build families with fewer children (one or two children per couple), prosperous, progressive, equal, and happy.

b) Specific objectives:

- Objective 1: Consolidate and stabilize families based on inheriting and promoting the fine traditional values of Vietnamese families, selectively absorbing advanced values of families in a developed society; implement a smaller family size (one or two children per couple); fully realize the rights and responsibilities of family members, particularly the responsibilities of family members towards children, women, and the elderly.

Basic targets to be achieved by 2010:

Target 1: Increase the proportion of families meeting the criteria for cultural families to 80%.

Target 2: Each couple has one or two children.

Target 3: Increase the proportion of male and female youth who are equipped with knowledge about marriage and family before marriage to 80%.

Target 4: Increase the proportion of elderly people in families who are cared for and supported according to the provisions of the marriage and family law to 90-100%; in cases where elderly people do not have caregivers or caregivers who are unable to provide care and support according to the provisions of the marriage and family law, they will be supported by the State, community, and other relevant entities according to current laws.

Target 5: Increase the proportion of families effectively fulfilling their responsibilities to protect, care for, and educate children to 90-100%.

- Objective 2: Enhance awareness of the role, position, and responsibilities of families and communities in implementing policies and laws on marriage and family, gender equality; strengthen prevention and suppression of social evils infiltrating families; enhance prevention and control of domestic violence; encourage the promotion of good customs and traditions and mobilize people to eliminate backward customs and traditions in marriage and family.

Basic targets to be achieved by 2010:

Target 1: Increase the proportion of families receiving propaganda and education to enhance awareness of the role, position, and responsibilities of families in stabilizing and developing society to 90-100%.

Target 2: Reduce the rate of early marriage among ethnic minority groups living in remote areas by an average of 10-15% annually.

Target 3: Reduce the rate of domestic violence by an average of 10-15% annually.

Target 4: Reduce the rate of families affected by social evils by an average of 10-15% annually.

- Objective 3: Improve the standard of living of families based on developing family economies, creating jobs, increasing income and welfare, especially for families of martyrs, wounded veterans, disabled veterans, families of ethnic minorities, poor families, families in remote areas, and areas with difficult socio-economic conditions.

Basic targets to be achieved by 2010:

Target 1: Basically, there will be no poor households.

Target 2: 100% of families of martyrs enjoy preferential treatment from the State; families of wounded veterans, disabled veterans, ethnic minority families, poor families, families in remote areas, and areas with difficult socio-economic conditions are cared for and supported by the State, the Vietnam Fatherland Front, and its member organizations, and the community to improve their material and spiritual standards of living.

Target 3: Increase the proportion of families with housing to 100%; reduce the proportion of families living in temporary shelters by 50%.

Target 4: Increase the proportion of ethnic minority families, poor families, families in remote areas, and areas with difficult socio-economic conditions accessing full cultural, health, educational, and other social welfare services to 90%.

Target 5: Increase the proportion of rural residents using clean water to 85%.

3. Main solutions.

a) Leadership, organization, and management.

Strengthening the leadership of Party committees at all levels and the guidance of local authorities regarding family work.

Continuing to improve the organizational structure and personnel working on population, family, and child affairs at all levels.

Enhancing the effectiveness of state management over family work; formulating policies and laws to create a favorable legal environment for family work.

Promoting socialization in family work. Increasing the participation of political and social organizations, social organizations, occupational associations, families, communities, and all citizens in implementing the Strategy.

b) Communication, education, and mobilization.

Enhance awareness at all levels, sectors, communities, and family members about the position and role of the family during the period of industrialization and modernization of the country; implement the Party's guidelines and state laws on marriage and family; help families acquire knowledge and life skills, proactively prevent the infiltration of social evils into the family, inherit and promote fine traditional cultural values of the nation, and selectively absorb advanced values of the family in a developing society.

Develop diverse forms of communication, education, and mobilization suitable for different regions, areas, types of families, and target groups.

Strengthen production and improve the quality of communication products.

c) Family economy.

Build and perfect related service systems to consolidate, stabilize, and develop the family economy; prioritize support policies to develop the family economy for families of martyrs, wounded veterans, disabled veterans, families of ethnic minorities, poor families, and families living in remote, mountainous, and difficult areas.

Implement some preferential policies to develop the family economy. Increase the responsibility of sectors and levels in supporting families to develop their economies. Integrate programs and promote cooperation to develop the family economy.

d) Family and community service network.

Build, consolidate, and improve the quality of the family and community service system; create conditions for all families to access legal knowledge, culture, healthcare, education, science and technology, and social welfare.

Build, consolidate, and enhance the advisory service system for families. Develop various types of family services.

đ) Implement preferential policies, priority policies, and social assistance for families:

Implement preferential policies for families of martyrs, wounded veterans, and disabled veterans.

Implement priority policies for families of ethnic minorities living in remote and mountainous areas.

Implement social assistance policies for families facing risks, natural disasters, single-person households, disabled families, and poor families.

e) Scientific research and training.

Inherit and promote scientific research on families to ensure a scientific and practical basis for policy-making on families.

Improve the quality of training for cadres working with families.

g) International cooperation.

Strengthen and expand multilateral and bilateral cooperation to exchange experiences and mobilize resources to support family work.

h) Funding for implementing the Strategy.

The State has preferential policies to ensure funding from the state budget for activities to implement the Strategy. Funding for implementing the Strategy is allocated in the annual state budget estimates of relevant ministries, agencies, and localities according to current state budget classification. In addition to the state budget, relevant ministries, agencies, and localities should actively create conditions to mobilize financial support from organizations and individuals both inside and outside the country.

4. Programs of the Strategy:

a) Program on propaganda, education, and behavioral change from 2005 to 2010.

b) Program on supporting the development of the family economy from 2005 to 2010.

c) Program on researching comprehensive issues related to families to propose models and solutions for family development during the period of industrialization and modernization.

d) Program on developing family and community services from 2005 to 2010.

đ) Program on preventing and combating domestic violence and the infiltration of social evils into families from 2005 to 2010.

e) Program on enhancing the capacity of cadres working with families from 2005 to 2010.

Article 2. Implementing organization.

1. Population, Family, and Youth Commission:

a) Take the lead and coordinate with the Ministry of Justice, the Ministry of Labor, Invalids, and Social Affairs, the Ministry of Education and Training, the Ministry of Health, the Ministry of Culture, Sports, and Tourism, the Ministry of Science and Technology, the Ministry of Natural Resources and Environment, the Ministry of Agriculture and Rural Development, the Ministry of Planning and Investment, the Ministry of Finance, the Committee for Ethnic Minorities, other relevant ministries, and provincial people's committees to organize and implement the Strategy.

b) Based on this Strategy, the Population, Family, and Youth Commission shall take the lead and coordinate with relevant ministries, sectors, and provincial people's committees to build and implement annual activity plans consistent with this Strategy and the national socio-economic development plan for the same period; build and implement programs specified in Clause 4 of Article 1 of this Decision according to current regulations; guide, inspect, and compile reports on the implementation of the Strategy annually to report to the Prime Minister; organize mid-term reviews of the Strategy in 2007 and final reviews in 2010.

c) Take the lead and coordinate with the Ministry of Justice and relevant agencies to draft and submit for promulgation or promulgate within its authority normative legal documents on families.

2. The Ministry of Planning and Investment shall take the lead and coordinate with the Population, Family, and Youth Commission and relevant ministries and sectors to incorporate some objectives of this Strategy into the annual and five-year national socio-economic development plans.

3. The Ministry of Finance shall guide and inspect relevant ministries, sectors, and localities in using funds for implementing the Strategy according to current regulations.

4. The Ministry of Agriculture and Rural Development shall take the lead and coordinate with relevant agencies to strengthen activities to disseminate agricultural knowledge, science, and technology; build rural service systems to meet production, business, consumption, processing, and marketing needs to support families in developing their economies.

5. The Ministry of Labor, Invalids and Social Affairs shall effectively implement the poverty eradication, employment promotion programme; preferential policies for families of martyrs; social assistance policies; coordinate with the Population, Family and Children Commission and relevant ministries to develop and organize the implementation of the project "preventing and combating domestic violence, preventing and combating the infiltration of social evils into the family during the period of 2005-2010" as stipulated in Point d Clause 4 Article 1 of this Decision in accordance with current regulations.

6. The Ministry of Justice shall uniformly manage legal aid work in accordance with the provisions of the law; guide and inspect grassroots mediation activities related to family matters.

7. The Ministry of Culture, Sports and Tourism shall take the lead and coordinate with the Population, Family and Children Commission, the Ministry of Justice, and the Ethnic Groups Committee to organize the dissemination, popularization, and education on laws concerning marriage and family, and educate about good customs, traditions, and moral values of the Vietnamese nation in the field of marriage and family through mass media.

8. The Ethnic Groups Committee shall take the lead and coordinate with the Population, Family and Children Commission, the Ministry of Justice, and the Ministry of Culture, Sports and Tourism to strengthen the dissemination and education on laws concerning marriage and family for ethnic minority people.

9. Based on this Strategy, the Ministries of Health, Education and Training, Culture, Sports and Tourism, Public Security, National Defense, Science and Technology, Natural Resources and Environment, and other relevant ministries shall participate in implementing the Strategy according to their assigned functions and tasks.

10. Based on this Strategy, the People's Committees of provinces and centrally-administered cities shall incorporate family goals into long-term and short-term socio-economic development plans at the local level; develop and organize the implementation of annual activity plans consistent with the local socio-economic development plan and compile and report annually to the Minister, Head of the Population, Family and Children Commission; direct and guide the People's Committees at all levels to strengthen propaganda and education on the implementation of laws concerning marriage and family and mobilize the elimination of outdated customs and practices regarding marriage and family.

11. It is requested that the Vietnam Fatherland Front, the Vietnam Women's Union, the Ho Chi Minh Communist Youth Union, the Vietnam Farmers' Association, the Vietnam Elderly Association, the Vietnam Veterans Association, and other member organizations of the Front participate in implementing the Strategy within their scope of activities; intensify the implementation of the Campaign "All People United to Build a New Rural Life".

Article 3. This Decision takes effect fifteen days from the date of publication in the Official Gazette.

Article 4. Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of People's Committees of provinces and centrally governed cities are responsible for implementing this Decision./.
