Issuing the Guidelines for Community Forest Management at Village Level

THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT
Pursuant to the Forest Protection and Development Law 2004;
Pursuant to Decree No. 86/2003/NĐ-CP dated July 18, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to Decree No. 23/2006/NĐ-CP dated March 3, 2006 of the Government on the implementation of the Law on Protection and Development of Forests;
At the proposal of the Director of the Forestry Department,
DECISION:
Article 1. Attached hereto is the "Guidelines for Community Forest Management at Village Level" to be piloted in 40 communes selected to implement Decision No. 1641/QD-BNN-HTQT dated June 5, 2006 of the Minister of Agriculture and Rural Development approving the project "Community Forestry Pilot Program 2006-2007";
Communes not falling within the scope of Decision No. 1641/QD-BNN-HTQT mentioned above but supported by other international projects shall apply the Articles and Clauses of these guidelines in organizing and implementing community forest management in their localities.
Article 2. The Director of the Forestry Department is assigned to provide detailed guidance on methods and specialized techniques in organizing community forest management according to the assigned functions and tasks.
Article 3. This Decision takes effect fifteen days from the date of publication in the Official Gazette of the Government.
Article 4. The Head of the Office; the Director of the Forestry Department; the Directors of Departments of Agriculture and Rural Development of provinces and centrally-administered cities implementing the project "Community Forestry Pilot Program 2006-2007" and other projects funded by international organizations; Heads of related units are responsible for enforcing this Decision.
