CIRCULAR
Issuing standards for the storage of state reserve goods directly managed by the National Reserve Corporation

Pursuant to the State Reserve Law No. 17/2004/PL-UBTVQH11 dated April 29, 2004 of the Standing Committee of the National Assembly;
Pursuant to the Government Decree No. 196/2004/NĐ-CP dated December 2, 2004 detailing the implementation of the National Reserve Ordinance;
Pursuant to the Decree No. 118/2008/NĐ-CP dated November 27, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
The Ministry of Finance stipulates the standards for the storage of state reserve goods directly managed by the National Reserve Corporation as follows:
Article 1. This Circular issues a system of standard storage quotas for state reserve goods directly managed by the National Reserve Corporation.
- The quota for losses of rice in state reserves shall be implemented according to Decision No. 03/2007/QĐ-BTC dated January 8, 2007 on issuing the quota for losses of rice stored in national reserves directly managed by the National Reserve Corporation.
- The quota for losses of milled rice stored under sealed conditions with added CO2, N2, and anaerobic conditions:
+ Storage period less than 12 months: 0.050%.
+ Storage period from 12 to 18 months: 0.058%.
+ Storage period over 18 months: 0.066%.
Article 2. These quotas shall be used as a basis for developing and implementing the annual storage plan for 2009. From 2010 to 2011, the annual storage quota in the plan will be adjusted based on the average price index of goods and services published by the General Statistics Office.
Article 3. The Director of the National Reserve Corporation shall base on the system of storage quotas for state reserve goods issued pursuant to this Circular and the provisions of Decision No. 21/2006/QĐ-BTC dated April 3, 2006 of the Minister of Finance on the regulations for establishing, issuing, and managing storage quotas for national reserve goods to guide and organize implementation, but not exceeding the prescribed quotas.
Article 4. This Circular takes effect 45 days from the date of signature and replaces Decision No. 91/2004/QĐ-BTC dated November 29, 2004 of the Minister of Finance on issuing the storage quotas for national reserve goods directly managed by the National Reserve Corporation. The Director of the National Reserve Corporation, the Head of the Ministry's Office, and the Heads of units related to the management of state reserve goods have the responsibility to organize its implementation.
