Regarding the establishment of the National Science and Technology Policy Council

 PRIME MINISTER

Pursuant to the Government Organization Law dated September 30, 1992;

Approves the Agreement between the Government of the Socialist Republic of Vietnam and the Government of the Argentine Republic on cooperation in the use of nuclear energy for peaceful purposes, signed in Hanoi on November 19, 2001.

DECISION:

Article 1. Establish the National Science and Technology Policy Council to advise the Prime Minister on important issues related to the development of science and technology nationwide, specifically including:

Directions and strategies for the development of science and technology, priority fields of science and technology at each period. Major policies to promote the development of science and technology. Draft regulatory documents of the State on science and technology. Major targets of the five-year and annual plans for the development of science and technology. National science and technology programs. Other important issues regarding science and technology as determined by

Article 2. The National Science and Technology Policy Council consists of a Chairperson, one Vice-Chairperson, and members of the Council comprising scientists working in natural sciences, social sciences and humanities research, technological research, and scientific staff working in state-owned enterprises (attached list).

Article 3. Members of the National Science and Technology Policy Council shall act as individual scientists, not representing their agencies or organizations where they work, with the duty to fully participate in Council activities, have the right to access necessary information and use their units' resources to serve the tasks assigned by the Council within the current regulations of the State.

Article 4. The Minister of Science, Technology, and Environment is responsible for drafting and submitting to the Prime Minister for approval the Charter on the Organization and Operation of the National Science and Technology Policy Council.

Article 5. The National Science and Technology Policy Council has an office located at the Ministry of Science, Technology, and Environment. The staffing of the office is lean and included within the total staffing of the Ministry of Science, Technology, and Environment.

Article 6. This Decision takes effect from the date of signature.

Article 7. The Chairperson and members of the National Science and Technology Policy Council, Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, and Chairpersons of Provincial People's Councils under central cities are responsible for implementing this Decision./.
