Regarding the Export of National Reserve Rice to Support Thanh Hoa Province for Emergency Food Aid During the Lean Season in 2011

THE MINISTER OF FINANCE
Pursuant to the Decree No. 118/2008/NĐ-CP dated November 27, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Considering the proposal of the People's Committee of Thanh Hoa Province at Document No. 2774/UBND-DTMN dated May 13, 2011 regarding the allocation of national reserve rice to provide emergency aid to the people of Thanh Hoa Province during the lean season in 2011;
At the request of the Director General of the State Reserve Administration,
DECISION:
Article 1. The State General Reserve Corporation shall export 200 tons of rice from the national reserve to support Thanh Hoa Province to promptly assist in providing emergency food aid to the people of Thanh Hoa Province during the lean season in 2011.
Article 2. The State General Reserve Corporation shall coordinate with the People's Committee of Thanh Hoa Province to urgently organize the delivery and receipt of rice at the district centers according to the provincial distribution plan.
The State General Reserve Corporation shall record the reduction of the state reserve capital for the aforementioned quantity of rice at the accounting price currently being tracked on the accounting books and report the settlement of the relief goods according to the regulations.
This quantity of 200 tons of rice will be deducted from the amount of rice when the Prime Minister decides to allocate support to Thanh Hoa Province. In case the Prime Minister does not provide rice support, the People's Committee of Thanh Hoa Province shall be responsible for using local budget funds to repay in cash equivalent to the value of the 200 tons of national reserve rice allocated to the locality at the accounting price recorded on the accounting books.
Article 3. This Decision takes effect from the date of issuance. The Director of the State General Reserve Corporation, the Head of the Department of State Budget, the Head of the Department of Planning and Finance, the Director of the Price Management Department, and the Director of the Ministry's Office are responsible for implementing this Decision.
