DECISION OF THE PRIME MINISTER

Approving the National Target Program on Prevention and Control of Certain Social Diseases, Dangerous Epidemics, and HIV/AIDS for the 2006-2010 Period

Approving the National Target Program on Prevention and Control of Certain Social Diseases, Dangerous Epidemics, and HIV/AIDS for the 2006-2010 period, with the following main contents:

PRIME MINISTER

Based on the Law on the Organization of the Government dated December 25, 2001;

Article 1. The program name is Prevention and Control of Certain Social Diseases, Dangerous Epidemics, and HIV/AIDS.

Considering the proposal of the Minister of Health,

DECISION:

Article 1. Article 2. The lead agency is the Ministry of Health.

Article 3. The agencies to coordinate are relevant ministries, sectors, and localities.

Article 4. The scope of implementation of the program is all provinces/cities throughout the country.

Article 5. General objectives: To proactively prevent and control certain social diseases and dangerous epidemics. Early detection of epidemics, timely containment to prevent large-scale outbreaks. Reduce incidence rates and mortality from certain social diseases and dangerous epidemics. Enhance public awareness of health protection and care, meeting requirements for industrialization, modernization, national construction, and defense.

Article 6. Objectives of component projects under the National Target Program on Prevention and Control of Certain Social Diseases, Dangerous Epidemics, and HIV/AIDS by 2010:

a) Tuberculosis prevention and control project:

- Reduce the new pulmonary tuberculosis rate (AFB positive) to 70/100,000 people;

- Reduce tuberculosis mortality and transmission, prevent drug-resistant tuberculosis.

b) Leprosy prevention and control project:

- Eliminate leprosy according to Vietnam's four criteria;

- 100% of disabled leprosy patients receive treatment and functional recovery.

c) Malaria prevention and control project:

- Prevent large-scale malaria outbreaks;

- Reduce malaria incidence to below 1.5/1,000 people; reduce malaria mortality to below 0.03/100,000 people.

d) Cancer prevention and control project:

- Gradually reduce cancer incidence and mortality;

- Improve the quality of life for cancer patients.

đ) HIV/AIDS prevention and control project:

- Contain HIV/AIDS prevalence below 0.3% of the population by 2010;

- Reduce the impact of HIV/AIDS on economic and social development.

e) Project on preventing malnutrition in children:

- Reduce the rate of mild malnutrition in children under five years old to below 20%; reduce the rate of stunting in children under five years old to below 25%;

- Continue to promote, mobilize, inspect, and monitor iodized salt consumption.

g) Community Mental Health Protection Project:

- 100% of provinces/cities implement the project; 70% of communes/districts integrate mental health care content into the activities of grassroots health stations;

- Identify and manage community-based treatment for 50% of mental illness patients (schizophrenia, depression, epilepsy);

- Stabilize treatment for 70% of identified mental illness patients; support patients to live harmoniously with their families and communities.

h) Reproductive Health Care Project:

- Protect achievements in polio eradication; eliminate neonatal tetanus;

- Over 90% of infants under one year old in urban districts and rural counties receive full immunization with seven vaccines (BCG, DTP, Td, OPV, HBV, MV); eliminate measles by 2010;

- Gradually expand wide-scale administration of Japanese encephalitis B vaccine to children under five years old; typhoid and cholera vaccines to children in high-risk areas;

- Reduce diphtheria incidence to 0.01/100,000 people; pertussis incidence to 0.1/100,000 people through the implementation of booster vaccinations;

- Study and implement new vaccines to protect children from disease.

k) Military-Civilian Medical Cooperation Project: Protecting and caring for the health of the people, military personnel, and contributing to strengthening national defense and security in mountainous regions, remote areas, border zones, and islands.

Article 7. Implementation Organization:

The Ministry of Health shall be responsible for:

- Establishing the Steering Committee for the National Target Program on Prevention and Control of Certain Social Diseases, Dangerous Epidemics, and HIV/AIDS for the 2006-2010 period, headed by a leader of the Ministry, with members being directors of departments, bureaus, institutes, and related units;

- Establishing management boards for projects under the program. Directing heads of project management boards to develop and submit projects for approval in accordance with regulations;

- Leading and coordinating with relevant ministries, sectors, and localities to organize the implementation of this program. During implementation, it is necessary to integrate with other socio-economic programs to enhance the effectiveness of the program.

Article 8. Funding Sources:

- State budget: including capital investment and operating funds;

- Official Development Assistance (ODA) and other international aid sources;

- Other lawful sources of funding.

Mechanism for managing and implementing the program:

The mechanism for managing and implementing the National Target Program on Prevention and Control of Certain Social Diseases, Dangerous Epidemics, and HIV/AIDS for the 2006-2010 period shall be carried out in accordance with regulations on managing and implementing national target programs and current relevant regulations.

The Ministry of Planning and Investment and the Ministry of Finance shall cooperate with the Ministry of Health to allocate funds in the state budget estimates annually in accordance with the Law on State Budget; at the same time, they shall have measures regarding mechanisms and policies to mobilize resources to implement the program.

Based on their functions and current regulations, the Ministries of Health, Planning and Investment, and Finance shall provide detailed guidance for ministries, sectors, and localities to implement the program.

This Decision takes effect 15 days after its publication in the Official Gazette.

Article 2. Management and implementation mechanism of the program:

The management and implementation mechanism for the national target program on preventing and controlling certain social diseases, dangerous epidemics, and HIV/AIDS for the period of 2006-2010 shall be carried out in accordance with the regulations on managing and implementing national target programs and relevant current provisions.

The Ministry of Planning and Investment and the Ministry of Finance shall coordinate with the Ministry of Health to allocate funds in the state budget estimates annually in accordance with the State Budget Law; at the same time, they shall have mechanisms and policies to mobilize resources to implement the program.

Based on their functions and current regulations, the Ministries of Health, Planning and Investment, and Finance shall provide specific guidance for ministries, sectors, and localities to implement the program.

Article 3. This Decision shall take effect fifteen days from the date of publication in the Official Gazette.

Article 4. The Ministers, Heads of ministerial-level agencies, Heads of government-attached agencies, Chairpersons of provincial People's Committees under the central city authorities are responsible for implementing this Decision./.
