Pursuant to Decree No. 15/CP dated March 2, 1993 of the Government on the tasks, powers, and responsibilities for state management of Ministries and ministerial-level agencies;
BASED ON DECREE NO. 178/CP DATED OCTOBER 28, 1994 OF THE GOVERNMENT ON THE TASKS, POWERS AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF FINANCE;
Pursuant to the regulations on the establishment and dissolution of state-owned enterprises issued together with Decree No. 388/HĐBT dated November 20, 1991 and Decree No. 156/HĐBT dated May 7, 1992 of the Council of Ministers (now the Government);
Pursuant to Decree No. 07/CP dated January 29, 1994 of the Government promulgating the Regulations on independent auditing in the national economy;
Pursuant to the Notification agreeing to the establishment of the state-owned enterprise No. 13/TB dated February 9, 1995 of the Government Office.

Article 1: Establish the state-owned enterprise Saigon Financial Accounting Audit and Consulting Company under the Ministry of Finance.
Article 2: The enterprise is permitted to:
- Locate its headquarters at: 138 Nguyen Thi Minh Khai Street, District 3, Ho Chi Minh City, and establish branches or representative offices where necessary within the country.
- Business capital: 6,000 million VND.
Of which: + Fixed capital: 5,400 million VND.
+ Working capital: 600 million VND.
According to the source of capital:
+ State budget capital provided: 1,800 million VND.
+ Enterprise's own supplementary capital and loans: 4,200 million VND.
- Main business activities: Auditing and financial accounting consulting.
- Organizational form: State-owned enterprise.
Article 3: The enterprise is responsible for completing all procedures to register for business operations and operate in accordance with the law.
Article 4: This Decision takes effect from the date of signing. The Heads of the Cadre and Civil Service Organization Department and Training Department, the Heads of the Financial Affairs Management Department, the Director of the General Office of the Ministry, the Director of the State Capital and Asset Management General Department at Enterprises, and the Director of the Saigon Financial Accounting Audit and Consulting Company shall be responsible for implementing this Decision./.
