Pursuant to Decree No. 102/SL-L004 dated May 20, 1957 promulgating the Law on the Right to Establish Associations;
Pursuant to Decree No. 48/2008/ND-CP dated April 17, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs;
Pursuant to Decree No. 45/2010/ND-CP dated April 21, 2010 of the Government stipulating the organization, operation, and management of associations;
Considering the proposal of the Chairman of the Steering Committee for the Establishment of the Vietnam Association for Supporting Families of Martyrs and the Director of the Department of Non-Governmental Organizations,

Article 1. Permission is hereby granted to establish the Vietnam Association for Supporting Families of Martyrs.
Article 2. The Vietnam Association for Supporting Families of Martyrs is a social organization that operates according to its Charter approved by the Minister of Home Affairs, adhering to legal regulations and subject to state management by the Ministry of Labor, Invalids, and Social Affairs and other relevant ministries and sectors regarding the field of association activities.
The Vietnam Association for Supporting Families of Martyrs has legal personality, its own seal and bank account, and is responsible for its own operating funds and means of operation.
Article 3. This Decision takes effect from the date of signature.
Article 4. The Chairman of the Vietnam Association for Supporting Families of Martyrs, the Director of the Office of the Ministry of Home Affairs, and the Director of the Department of Non-Governmental Organizations are responsible for implementing this Decision.
